PHILIPPINES OPERATIONS SUPPORT CONTRACT (POSC IV)

NOTE: The questions and answers are provided for INFORMATION ONLY. The RFP remains unchanged unless it is amended in writing on a Standard Form 30.

The Government may not respond to questions submitted after 10 June 2021.

1. Annex 0200000- JC1-PWS -Spec item 2.4, page 14 Government-Furnished Items, which becomes worn out due to normal wear and tear, shall be returned to the Government and its replacement shall be the responsibility of the Contractor at no additional cost to the Government. Will the USG please provide the current condition code of all Government-Furnished items since the Contractor is responsible for replacement at end-of-life due to normal wear and tear.

Answer: A response is deferred.

2. Annex 0200000 - JC1-PWS - Spec item 2.4.7.7, page 18 “The Contractor may travel within the Philippines on military air assets for the sole purpose of transportation to/from a location requiring performance of services outlined in the pertinent annex of the contract. This travel shall be on a non-interference basis with scheduled air missions and in accordance with Government requirements”. Are subcontractors permitted to use government provided Intra- Philippines air travel?

3. Annex 0200000 - JC1-PWS - Spec item 2.5, page 18 Contractor Furnished Items states "A list of critical leases is provided in J-0200000-18." Will the USG please provide document J-0200000-18?

Answer: Please see Amendment 0001, which removes from Annex 0200000 of the PWS at Spec item 2.5: “A list of critical leases is provided in J-0200000-18.”

4. Annex 0500000 & Annex 0700000- JC1-PWS -Spec item 3.1.1, page 261 and Attachment J-17000004 PWS states for Site 1A the contractor is to provide a fuel truck. Annex 17, attachment J-17000004 lists four Government Furnished Fuel Trucks at Site 1A designated s KTR usage. Is the contractor provided fuel track in addition to the four GFE?

5. Annex 0500000 - JC1-PWS -Spec item 3.1.11, page 265 PWS states the contractor is responsible arranging landing rights and payment of fees. Will the USG please provide workload data and associated historical landing rights fees?

6. Annex 05010170- JC1-PWS- ATTACHMENT J-0501070-03 Passenger Terminal and Cargo Handling estimated quantities only provides the aggregate annual totals.

Will the USG please provide the estimated quantities by site?

7. Annex 1001000 - JC1-PWS - ATTACHMENT J-1001000-03 Material Management estimated quantities only provides the aggregate annual totals. Will the USG please provide the estimated quantities by site?

Answer: The estimated quantities for Material Management is not site specific.

8. Annex 0100000 - JC1-PWS ATTACHMENT J-0200000-06 and Spec item 1.4.4, page 5 Outstation episodic supported outstation population information is not provided. Will the USG please provide the estimated episodic supported population in order for the contractor to propose a service solution?

9. Annex 1400000 - JC1-PWS - Spec item 3.5, page 385 Will the USG please provide the billeting square footage by site and facility?

Answer: A response is deferred.

10. Annex 1503000 - JC1-PWS - Spec item 3.1, page 438 Will the USG please provide billeting common area square footage by site and facility in order for the contractor to propose a cost for common area cleaning?

Answer: A response is deferred.

11. Annex 1501000 - JC1-PWS - Spec item 1.1, page 395 Will the USG please provide J-1501000-05, USCENTCOM Application of UFC in Contingency Environments?

Answer: See Amendment 01 which revised Spec Item 1.1 of Annex 1501000 to remove the reference to Attachment J-15010005-05.

12. Annex 1501000 - JC1-PWS - Spec item 1.1, page 397 PWS states “The Contractor shall utilize DoD Uniform Facilities Criteria (UFC) as guidelines for developing SCAP criteria. UFC guides can be found on the Whole Building Design Guide website per J- 1501000-03.” Will the USG please provide the Whole Building Design Guide website?

13. Annex 1502000 - JC1-PWS - Spec item 1.1, page 410 Will the USG please provide workload and quantities for NAV aids lights / beacons and equipment?

20. Annex 1700000 - JC1-PWS The BSVE workload for spec item 3.3.3, 3.3.4 in Attachment 1700000-04 Estimated Quantities additional details are requested in order to determine the level of effort by site. Will the USG please provide a breakdown of the repair and service call history by site and types of repairs?

21. Annex 1700000 - JC1-PWS - Attachment 1700000-04 The Passenger Transportation Services estimated quantities workload provided is provided in terms of the total number of dispatches. It is unclear how many dispatches are for taxi service, TMP, or something else. Will the USG please provide a breakdown of dispatches by type and by site?

22. Annex 1700000 - JC1-PWS - Attachment 1700000-04 Will the USG please provide historical or projected workload for newly assigned vehicles and reassigned used vehicles?

23. Annex 1700000 - JC1-PWS - Spec item 3.2.2, page 535 PWS states the Contractor shall furnish Armored Vehicles as provided in J-1700000-06, will the USG please provide J-170000-06?

24. Annex 0100000 - JC1-PWS -Spec Item 1.4.4, Page 5 To determine adequate labor hours, more information is needed. Will USG please provide historical data for surge and exercise operations?

25. Annex 0200000 - JC1-PWS - Spec Item 2.4.5, Page 16 What logistics information / supply system (Federal Supply System) will the USG provide access to for the contractor?

Answer: A response is deferred.

26. Annex 0200000 -JC1-PWS - Spec Item 2.4.5, Page 16 Will the USG provide a funded authorized DODAAC for the contractor to use when utilizing the Federal Supply System?

27. Annex 1001000 - JC1-PWS - Spec Item 3.4, Page 304 To determine labor for transportation services more information is needed. Will the USG please specify transportation services from government designated pick-up points to government designated delivery points from all operating locations?

Answer: A response is deferred.

28. Annex 1002000 - JC1-PWS - Spec Item 3.1.1.2, Page 322 To determine labor requirements more information is needed. Will the USG please provide workload data, quantity and type of storage systems, day tanks and their locations?

29. Annex 1002000 - JC1-PWS - Spec Item 3.1.1.2, Page 322 Will the USG please provide the avergae distances for fuel deliveries not located on a Site or outstation?

31. Annex 1002000 - JC1-PWS -Spec Item 3.4, Page 329 To determine labor to perfrom used oil collections, more information is needed. Will the USG please clarify what consists of "other consumables"?

32. RFP Section A.4 Annex 0401060 - Exhibit A-H ELINs Worksheet - JB-1 Cost Summary Worksheet- JB-2 Labor Fringe Worksheet - JL-4 Resources Worksheet - Annex 0401060 Security Operation

Will the Government issue a new JL-4 Worksheet to include the Annex 0401060 Security section?

Question in reference to: RFP Section A.4 states that offerors are to support Annex 0401060 Security Operations. The cost worksheets provided with the RFP all include Annex 0401060 Security Operations to be priced. However, the JL-4 Resources Worksheet does not provide a section to staff Annex 0401060 Security Operations.

Answer: JL4 will be revised in a future amendment.

33. M.1.D Factor 3 Technical Approach Will the Government provide instructions on where to provide the risk discussion within the Technical Approach Factor?

Question in Reference to:

Section M requires offerors to "Demonstrate a clear understanding of the potential risks to be encountered during contract performance and an adequate approach/contingency plan to effectively mitigate risks across all Annexes/Sub-Annexes." However, Section L does not provide instructions on where to include this information.

Answer: The risk discussion should be included in Volume II, Factor 3.

34. L.1, DFAR Clause 252.215-7009 Proposal Adequacy Checklist (JAN 2014) Will the Government provide instructions on where to provide the Proposal Adequacy Checklist within the Volume I Cost Proposal?

Question in Reference to:

Section L.1 requires that DFAR Clause 252.215-7009 Proposal Adequacy Checklist be included with the proposal. However, there are no instructions on where this checklist should be provided within the proposal structure.

Answer: DFARS Clause 252.215-7009 will be removed from Section L. See Amendment 0002.

35. L.6 Proposal Submission Requirements JL-2 DD254 Will the Government provide instruction on where to provide the DD Form 254 within the Volume I Cost Proposal?

Question in Reference to:

Section L.6 requires that offerors submit DD Form 254, Contract Security Classification Specification (Attachment JL-2) due to possibility of handling classified documents. However, there are no instruction on where to provide this document within the proposal structure.

Answer: This information should be included in Volume I and tabbed, “DD254”.

36. L.6.VII.F1 Past Performance - L.6.VII.F2 Corporate Experience Will the Government please clarify the minimum number of projects an offer must submit for each Factor to achieve Very Relevant and Substantial Confidence?

Question in Reference to:

Section L.6 Volume II, Factor 1 Past Performance states that offerors can submit up to 10 projects, but "of the ten(10) projects, the Offeror must submit a minimum of three (3) multi-function projects with a value of $15 million or more per year."

However, in Factor 2, Corporate Experience the offeror must submit five (5) total projects that must also be in Past Performance.

There appears to be a disconnect between the minimum number of projects allowed in Past Performance versus what is required in Corporate Experience.

Answer: Offerors are to submit projects meeting the criteria in Section L.6, Factor 1, Past Performance.

A determination on relevancy will not occur until proposals are submitted.

Factor 1, Past Performance and Factor 2 Corporate Experience are evaluated separately therefore the project submittals vary.

37. L.6.VII.F1 Past Performance Will the Government exclude CPARs from the page allocation for Volume II?

Question in Reference to:

Section L.6, Volume II, Factor 1 Past Performance requires offerors to submit CPARs for the cited projects. The section states, "IF BOTH FINAL AND INTERIM CPARS EVALUATIONS ARE AVAILABLE, THEY SHALL BE SUBMITTED WITH THE PROPOSAL." It is unclear if the Government is requesting all CPARS available on a program since program start. If a contractor has held a program for 10 years and has a multi-page CPAR for every year, that one program could have over 100 pages of CPAR content. This would leave very few pages for contractors to write a compelling technical response.

Answer: Yes, the CPARE Evaluation and PPQ submittals are excluded from the Volume II page count.

See revised Section L, Amendment 0002.

38. M.1.D Factor 1 Past Performance Will the Government please clarify Factor 1 Past Performance's assessment methodology and provide a Ratings Method table for the Quality Assessments?

Question in Reference to:

M1, Factor 1, Past Performance: The Government has stated that there are three aspects of the past performance evaluation: Recency, Relevancy, and Quality. In the Adjectival Ratings/Descriptions, the Government provides a Ratings Method for Relevancy but does not include a Ratings Method for Quality. Also, the Government provides a Performance Confidence Assessment as Table 3 but this Evaluation element is not one of the three aspects of the past performance evaluation.

Answer: Section M, Factor 1 states in part, "There are three aspects of the past performance evaluation:

recency, relevancy, and quality. The first is to evaluate the recency of the offeror’s past performance.

The second aspect is to determine the relevancy of the offeror’s past performance, Table 2. The third aspect is to evaluate the overall quality of the offeror’s past performance and how well the offeror performed on the projects, Table 3". Table 3 is the Performance Confidence Assessment definitions.

39. L.6.VI Cost Proposal - L.6.VII Non Cost Proposal Will the Government allow Offerors to use a reduced size font for Figures, Tables, or Charts down to 8pt as long as they remain legible?

Question in Reference to:

Section L requires offerors to use 11pt Arial font of narrative text and allows them to reduce to 8pt font for graphics. However, there are no instruction for Figures, Tables, or Charts.

Answer: Figures, Tables, and Charts are included in the 8pt font category. See revised Section L, in Amendment 0002.

40. Attachment J-0200000-10 - Attachment J-0200000-09 How many dedicated office spaces and what number of living accommodations are available for contractor use at Site 1?

Question in Reference to: Workload based out of site 1

Answer: A response is deferred.

41. L.6.VII.F1 Past Performance - L.6.VII.F2 Corporate Experience Is it the Government's intent to have a different number of projects evaluated in Factor 1 and Factor 2?

Question in Reference to:

Factor 1 Past Performance has limit of 10 Past Performance projects, however Factor 2 Corporate Experience has a limit of 5 projects for Experience. There appears to be a disconnect in the number of contracts required.

Answer: Factor 1, Past Performance and Factor 2 Corporate Experience are evaluated separately therefore the project submittals vary. Refer to the respective Section L requirements.

42. Will the Government please provide Attachment J-0200000-18?

Question in Reference to:

2.5 of Annex 0200000 states "list of critical leases is provided in J-0200000-18" however this attachment does not appear to be in the RFP

Answer: See response to question #3 above.
