5. Annex 0500000 - JC1-PWS -Spec item 3.1.11, page 265 PWS states the contractor is responsible arranging landing rights and payment of fees. Will the USG please provide workload data and associated historical landing rights fees?

9. Annex 1400000 - JC1-PWS - Spec item 3.5, page 385 Will the USG please provide the billeting square footage by site and facility?

Answer: A response is deferred.

10. Annex 1503000 - JC1-PWS - Spec item 3.1, page 438 Will the USG please provide billeting common area square footage by site and facility in order for the contractor to propose a cost for common area cleaning?

27. Annex 1001000 - JC1-PWS - Spec Item 3.4, Page 304 To determine labor for transportation services more information is needed. Will the USG please specify transportation services from government designated pick-up points to government designated delivery points from all operating locations?

Restated Question: To determine the labor required to perform Bottled Drinking Water and Other Consumables, more information is requested. Will the USG please clarify if cubed ice is the only "other consumable(s)" being referenced or identify the other consumables please?

Answer: The Contractor is responsible for providing all labor, management, supervision, tools, material, and equipment required to perform security operations.

46. JC-1 PWS 0701000-Ordnance Handling and Transportation Management Spec Item 3.2, page 5 of 6 Will the Government clarify who's providing the transportation assets to transport ordnance?

Answer: Except for vehicles and equipment provided in Attachment J-1700000-04, Government Furnished Vehicles, the contractor is responsible to provide the transportation assets required to perform 0701000 - Ordnance Handling and Transportation Management.

47. JC-1 PWS 0701000-Ordnance Handling and Transportation Management Spec Item 3.2, page 5 of 6 Will the Government clarify who's providing the material handling equipment (MHE) assets to load ordnance?

Question in Reference To: Loading Material

Answer: Per Annex 1001000 Material Management Spec Item 1 General Information, "The Contractor shall provide all labor, management, supervision, tools, material, and equipment required to perform material management services".

48. JC-1 PWS Amendment 1, Attachment J-0200000-06 Dispersion of Work In Amendment 1, Attachment J-0200000-06 Dispersion of Work was revised however, the PWS does not reflect the changes noted in the revised attachment. For example, in Annex 0501050 The "X" indicator for Spec Items 3.1.6 Aircraft Towing, 3.1.5 Hangar Space, and 3.1.7 Aircraft Maintenance Support

Equipment were removed however, the PWS still contains workload for these Spec Items. Will the USG please update Attachment J-0200000-06 to reflect where the services are to be performed or remove the requirements from the PWS?

Answer: Please see Amendment 07 which deletes Attachment J-0200000-06. Designated operating locations will be specified in the estimated quantities.

49. JC-1 PWS Amendment 1, Attachment J--0200000-08 Inventory In Amendment 1, Attachment J-0200000-08 Inventory was replaced in its entirety and now only contains one item however, the previous version contained 732 items. Will the USG please confirm that the previous file is no longer applicable or if the revision is in addition to the previous list?

50. N6274221R3507_AMD1_ ATTACHMENT J-1503000-01 DEFINITIONS AND ACRONYMS,

Definition in J-1503000-01 for Contractor's Work Plan (CWP) for Pest Control states: "A Contractor developed document submitted as part of the contractor proposal that describes how the requirements of this contract will be met. The plan establishes the strategies and methods for conducting a safe, effective, and environmentally sound pest management program." Please confirm that CWP is not due with the proposal submittal on 1 July.

Answer: Offerors are required to submit a work plan for pest control with their proposal. A comprehensive IPMP work plan will be required after contract award.

RESPONSES DEFERRED FROM NOTICE NO. 3 DATED 7 JUNE 2021

58. RHIB Vessel and LCT Vessel J-1700000-05 The PWS lists two vessels: RHIB Vessel and LCT Vessel. Will the Government please provide specifications for these?

Answer: No. Please refer to Annex 1700000 Section C Spec Item 3.2.2 "INFORMATIONAL NOTE: J-

1700000-05 HISTORICAL DATA - BSVE - SAMPLING OF VEHICLES TO SUPPORT POS

CONTRACT is provided to assist Contractors in their cost proposals. After source selection is finalized and completed, this information will be removed from this contract."

59. Telephone system J-0200000-06 Attachment J-0200000-06 indicates which sites require telephone service but not how many phones or where on each site. Will the Government please provide additional details on the current telephone system and the desired telephone system end state at each project site where this service is required?

Answer: Please refer to Amendment 07 which provides the workload breakdown at Spec Item 3.1 for commercial telephone services.

60. Government systems PWS 1002000 In some cases, Annex 1002000, Supply Services, tasks the contractor to order services through Government channels. If that is the case, what Government systems will the contractor be using and what are the access requirements?

Answer: A response is deferred

61. Internet speed and users J-0303050-03 Spec Item 3.4.1 Will the Government please provide estimated number of users at Site 4 SOCOM PAT-P Bldg. # A-042 that would require 100 Mbps service at any given time?

Answer: Please refer to Amendment 07 which removes from J-0303050-03, Spec Item 3.4.1 from Sections C and J.

62. Utility rates change 0200000 spec item 2.4.2 Annex 0200000 spec item 2.4.2 states that utility rates are subject to change. Will the Government please provide an historic average annual utility rate change (electrical, water, wastewater) to ensure offerors properly estimate costs associated with utilities?

63. Office space 0200000 Will the Government provide an office space at site 3, 6, 7 for contractor use?

Answer: No, the Government will not be providing office space at Site 3, 6 or 7 for contractor use. Please refer to Amendment 07 which revises the terminology for Site 6 in Annex 0100000, spec item.

64. Dispersion of work and Security Operations workload mismatch J-0200000-06 Table in Attachment J-0200000-06 doesn’t identify any security requirements for site 1, but attachment J- 0401060-03 requires offerors to provide security operations at site 1. Would the Government please specify which one is correct?

Answer: Please refer to Amendment 07 which deletes Attachment J-0200000 and revises Attachment J- 0401060-03 the requirements at Spec Item 3. The vehicle listed in Attachment J-1700000-06 will be Contractor Furnished Government Operated vehicles.

65. Armored vehicles J-1700000-06 Will the Government please confirm that armored vehicles listed in J-1700000-06 include vehicles for Security Operations? If so, will the Government confirm that a contractor has to provide 5 armored vehicles for security operations: 2 x level B5 sides only and 3 x B6 armor on top, bottom, all sides?

Answer: Please refer to Amendment 07 which revises J-0401060-03 to delete Spec Item 3 requirements.

The vehicle listed in Attachment J-1700000-06 will be Contractor Furnished Government Operated vehicles.

66. Motorcycles J-0401060-03 Will the Government please confirm that two contractor-furnished motorcycles are required for Security Operations?

Answer: Please refer to Amendment 07 which revises J-0401060-03 to delete Spec Item 3 requirements.

67. BSVE – Sampling of Vehicles to Support POS J-1700000-05 Attachment J-1700000-05 is called "Historical Data – BSVE – Sampling of Vehicles to Support POS."

Does the Government mean that this list only includes a portion of vehicles required to support POSC IV, or is it an all-inclusive list?

Answer: Attachment J-1700000-05 "Historical Data - BSVE - Sampling of Vehicles to Support POSC" is provided for informational purposes only. Except for vehicles and equipment provided in Attachment J- 1700000-04 the contractor is responsible to provide BSVE required to perform Annex 1700000.

68. Dispersion of work and Water The table in Attachment J-0200000-06, Annex 1600000 Utilities, spec item 3.4 Bulk Water states that services where Untreated Bulk Water is required are supposed to be marked in blue font and where Treated Bulk water is required, in red. However, the table only has X markings in black. Please clarify which sites require treated and which ones untreated water.

69. Storage space 0200000 Will the Government provide storage space at each outstation?

Answer: No, the Government is not providing storage space at each outstation.

70. Aircraft landings 0501050 spec item 3.1.11 Annex 0501050 spec item 3.1.11 Arrangement of aircraft landing states that the contractor shall be responsible for payment of any fees associated with these aircraft landing rights. Will the Government please provide the number of aircraft landings per month and an estimated amount of the local fee?

Answer: A response is deferred

71. Security Operations vehicles J-0401060-03 spec item 3 Attachment J-0401060-03 indicates a requirement for: "Two (2) Contractor furnished armored vehicles (IAC Level B5-sides only), and one (1) Contractor furnished motorcycle." and later: "One (1) Armored Van (IAC B6 Armor on top, bottom, and all sides). Two (2) Armored SUVs (IAC B6 Armor on top, bottom, and all sides), and One (1) Motorcycle."

Will the Government please clarify that the total vehicle count will be: two (2) Armored Sedans (IAC B5 on the sides only), two (2) motorcycles, one (1) Armored Van (IAC B6 Armor on top, bottom, and all sides) and two (2) Armored SUVs (IAC B6 Armor on top, bottom, and all sides)?

Answer: Please refer to Attachment J-0401060-03, Estimated Quantities, issued in Amendment 07 which deletes the force protection transportation requirement previously identified at Spec Item 3.

72. Security Operations trips between sites J-0401060-03 spec item 3.2 The Government states: "Force protection during transportation between Sites 1 and other locations in Zamboanga - three (3) armed guards, twenty four (24) hours per day, seven (7) days per week. Two (2) Contractor furnished armored vehicles (IAC Level B5-sides only), and one (1) Contractor furnished motorcycle."

Will the Government please provide the number of anticipated trips each month between Sites 1 and other locations in Zamboanga?

Answer: Please refer to Attachment J-0401060-03, Estimated Quantities, issued in Amendment 07 which deletes the force protection transportation requirement previously identified at Spec Item 3.

73. Force Barrier Protection J-0401060-03 spec item 3.3 Annex 0401060 spec item 3.3 requires contractors to provide force barrier protection but no workload is provided. Will the Government please provide the anticipated workload?

Answer: Please refer to Amendment 07 which includes the force protection barrier workload that's currently present.

74. Telephone infrastructure J-0303050-03 spec item 3.1 Attachment J-0303050-03 spec item 3.1 states: "At least 60 telephones and connections" are required.

Will the Government please verify that the infrastructure (i.e., lines, jacks) are in place to the implied locations requiring commercial telephone service?

Answer: Yes, telephone lines and jacks are in place for locations with commercial telephone service.

75. Telephone infrastructure J-0303050-03 spec item 3.1 Attachment J-0303050-03 spec item 3.1 states: "At least 60 telephones and connections." Will the Government please verify that RJ-11 jacks are used or if the requirement is for VoIP?

Answer: The requirement is for RJ-11 jacks not VoIP.

76. CATV J-0303050-03 spec item 3.2 Attachment J-0303050-03 spec item 3.2 states: "(160) CATV drops and service." Will the Government please provide the lengths and installation specifications for each of the CATV drops?

Answer: The Government is unable to provide the lengths and installation specifications for each of the CATV drops. Attachment J-0303050-03, provides the estimated quantities and service of CATV drops and Attachment J-0200000-06, Dispersion of Work, provides for the site location at Site 1, Site 1A and the Outstations.

77. CATV J-0303050-03 spec item 3.2 Attachment J-0303050-03 spec item 3.2 states: "(160) CATV drops and service." Will the Government please provide the cable type and construction specifications for this requirement?

Answer: The Government in unable to provide the cable type or construction specifications for the CATV service.

78. Custodial services workload 1503000 spec item 3.1.1 The Government states: "The Contractor shall provide custodial services to ensure floors are clean and sightly." However, no dimensions are given for structures requiring custodial work. Will the Government please provide the area data for each of the structures specific to floors?

79. Custodial services workload 1503000 spec item 3.1.2 The Government states: "The Contractor shall provide custodial services to ensure restroom facilities are clean and sightly." However, no dimensions are given for structures requiring custodial work. Will the Government please provide the area data for each of the structures specific to restrooms?

80. Custodial services workload 1503000 spec item 3.1.3 The Government states: "The Contractor shall provide custodial services to ensure facilities perimeters are clean and sightly." Will the Government please provide separated workload for Blue Hangar site and Site 6?

Is the list of supplies listed in Attachment J-1001000-04 under a CR CLIN? If not, will the Government please consider a plug number or provide an average list of what is consumed each month to help bidders understand the cost impacts of maintaining this list of supplies?

Attachment J-1700000-05 provides a sampling of vehicles to support POSC and the informational note that it is provided to assist Contractors in their cost proposal and will be removed upon award. The workload for Site 4/6 in Attachment J- 1700000-3 provides for 1,058 dispatches per month (straight-line average is ~35 per day). It appears there are more vehicles listed in Attachment J-1700000-05 than are needed to support the mission. It is understood that information is provided as a sample to assist Contractors; however, is it the USG's intent for the Contractor to provide more vehicles than are actually needed in order to reduce overall visibility and maintain a low profile? If so, will the USG please state their desired quantity of Contractor provided vehicles in order to eliminate a potential grey area and level the playing field?

Answer: DLA Local purchase authority permitted the local purchase of approximately 50,000 gallons of fuel for government operations from October 3, 2019 thru December 31, 2021. The DLA local purchase authority permitted the local purchase of primarily DF-2 fuel, and some regular unleaded gasoline, at Site 1/1A, and Outstations.

Annex 0200000 Management And Administration Spec Item 2.5.1, page 18 The Contractor shall provide all fuel and fueling services required for the Government operations unless specifically identified in Spec Item 2.4.3.2.
