28. Annex 1002000 JC1-PWS Spec Item 3.1.1.2, Page 322

REVISED RESPONSE: Please refer to Amendment 08 for revised workload data in Attachment J-1002000-03.

30. Annex 1002000 JC1-PWS Spec Item 3.1.2.2, Page 324 To determine labor to perfrom used oil collections, more information is needed. Will the USG please provide historical data for Used oil collection?

REVISED RESPONSE: Please refer to Amendment 08 for used oil collection in Annex 1800000 – Environmental, Attachment 1800000-04 Used Oil and Hazardous Waste Historical Data.

5. Annex 0500000 - JC1-PWS -Spec item 3.1.11, page 265 PWS states the contractor is responsible arranging landing rights and payment of fees. Will the USG please provide workload data and associated historical landing rights fees?

Answer: Please see Amendment 08 which removes the requirement in Spec Item 3.1.11 Arrangement of Aircraft Landing Rights in Section C and ATTACHMENT J-0501050-03

9. Annex 1400000 - JC1-PWS - Spec item 3.5, page 385 Will the USG please provide the billeting square footage by site and facility?

Answer: Please refer to Amendment 08 which revises Annex 1402000, Section C, to provide additional information for lodging. The contractor is responsible for acquiring lodging services; therefore, the government is unable to provide the square footage by site or facility.”

10. Annex 1503000 - JC1-PWS - Spec item 3.1, page 438 Will the USG please provide billeting common area square footage by site and facility in order for the contractor to propose a cost for common area cleaning?

Answer: The government is only able to provide the total square footage for the designated operating locations. Amendment 08 revises Attachment J-1503000-04 to provide the estimated direct costs that offerors shall use when developing their cost proposal for the respective Annex.

27. Annex 1001000 - JC1-PWS - Spec Item 3.4, Page 304 To determine labor for transportation services more information is needed. Will the USG please specify transportation services from government designated pick-up points to government designated delivery points from all operating locations?

Answer: Please refer to Amendment 08 which revises the estimated quantities for Transportation Services. Government designated pick-up points for Transportation Services may be located throughout the Republic of Philippines. Transportation movement requests may require air, land or sea transportation.

Answer: Please refer to Amendment 08 which provides a spec item for weapons.

49. JC-1 PWS Amendment 1, Attachment J--0200000-08 Inventory In Amendment 1, Attachment J-0200000-08 Inventory was replaced in its entirety and now only contains one item however, the previous version contained 732 items. Will the USG please confirm that the previous file is no longer applicable or if the revision is in addition to the previous list?

Answer: Please see Amendment 08 which revises Attachment J-0200000-08, Inventory List, and incorporates J-0200000-18, Facilities Equipment List.

62. Utility rates change 0200000 spec item 2.4.2 Annex 0200000 spec item 2.4.2 states that utility rates are subject to change. Will the Government please provide an historic average annual utility rate change (electrical, water, wastewater) to ensure offerors properly estimate costs associated with utilities?

Answer: Please refer to revised Annex 0200000, Spec Item 2.4.2 issued in Amendment 08.

68. Dispersion of work and Water The table in Attachment J-0200000-06, Annex 1600000 Utilities, spec item 3.4 Bulk Water states that services where Untreated Bulk Water is required are supposed to be marked in blue font and where Treated Bulk water is required, in red. However, the table only has X markings in black. Please clarify which sites require treated and which ones untreated water.

Answer: Please refer to Amendment 07, which deletes Attachment J-0200000-06 and clarifies the designated operating locations in Attachment J-1600000-03.

70. Aircraft landings 0501050 spec item 3.1.11 Annex 0501050 spec item 3.1.11 Arrangement of aircraft landing states that the contractor shall be responsible for payment of any fees associated with these aircraft landing rights. Will the Government please provide the number of aircraft landings per month and an estimated amount of the local fee?

Answer: Please refer to Amendment 08 which removes Annex 0501050, Spec Item 3.1.11.

78. Custodial services workload 1503000 spec item 3.1.1 The Government states: "The Contractor shall provide custodial services to ensure floors are clean and sightly." However, no dimensions are given for structures requiring custodial work. Will the Government please provide the area data for each of the structures specific to floors?

Answer: The government is only able to provide the total square footage for the designated operating locations. Amendment 08 revises Attachment J-1503000-04 to provide the estimated direct costs that offerors shall use when developing their cost proposal for the respective Annex.

However, no dimensions are given for structures requiring custodial work. Will the Government please provide the area data for each of the structures specific to restrooms?

82. Security Operations equipment 0401060 spec item 3.2 The Government states: "The Contractor shall maintain equipment as required to enhance facility security (CCTV, exterior lighting, etc.)." Will the Government please provide the number of security cameras that will require maintenance?

Answer: Please see Amendment 08, Attachment J-0200000-18, which provides a list of security cameras that require maintenance.

83. The JL-6 is missing required annexes. Will the Government please re-issue the JL-6 or allow offerors to add columns?

Answer: See Amendment 08, which revises the JL-6.

84. Wastewater 1600000 spec item 3.2 Wastewater Will the Government please provide a list of equipment and components associated with operating and maintaining the Wastewater Collection System?

Answer: Please refer to Amendment 08 which provides Attachment J-0200000-18, Government Furnished Facility Equipment Listings.

85. Potable Water 1600000 spec item 3.3 Will the Government please provide a list of equipment and components associated with operating and maintaining Water Treatment, Storage and Distribution?

Answer: Please refer to Amendment 08 which provides Attachment J-0200000-18, Government Furnished Facility Equipment Listings.

86. 1600000 – Utilities, PWS 3.3 Potable Water Will the Government please provide a list of Backflow Prevention Devices to be maintained for each site?

Answer: Please refer to Amendment 08 which incorporates Attachment J-1600000-20, Backflow Prevention Device Certification List

87. Att. J-1600000-03 Estimated Quantities, 3.4 Bulk Water The Contractor shall be responsible for delivery and payment of commercial bulk and well water delivery services to the Outstations as required.

Will the Government please provide the number of individuals for each Outstation that will consume the provided quantity of 30 gallons per day per person?

Answer: Please refer to Attachment J-1600000-03, Estimated Quantities issued in in Amendment 08.

88. Attachment J-1600000-03 Estimated Quantities and Att. J-2000000-6 Dispersion of Work Will the Government please clarify the discrepancies of service between attachments J-2000000-6 and J- 1600000-03 or provide the estimated quantities in attachment J-1600000-03 for spec item 3.1 Electrical work identified in attachment J-2000000-6?

Answer: Please refer to Amendment 07 which removes Attachment J-0200000-06. Please see Amendment 08 which specifies the estimated quantities in J-1600000-03.

89. Attachment J-1600000-03 Estimated Quantities and Att. J-2000000-6 Dispersion of Work 1600000 spec item 3.3 Will the Government please clarify the discrepancies of service between attachments J-2000000-6 and J- 1600000-03 for spec item 3.3 Potable Water requirement estimated quantities for Outstation 4 in attachment J-1600000-03 but not identified in Att. J-2000000-6?

Answer: Please refer to Amendment 07 which removes Attachment J-0200000-06. Please see Amendment 08 which specifies the estimated quantities in J-1600000-03.

90. Attachment J-1503000-04 Estimated Quantities and Att. J-2000000-6 Dispersion of Work 1503000 Spec Item 3.2 Will the Government please provide the square footage of Outstation 2, 3, 4, 6 and 7 for the purpose of estimating monthly pest control efforts?

Answer: Please see Amendment 08 which provides the estimate square footage for the Outstations.

91. Attachment J-1503000-04 Estimated Quantities and Att. J-2000000-6 Dispersion of Work 1503000 Spec Item 3.2 Will the Government please provide the historical number of unscheduled pest control actions by site name and urgency?

Answer: Please refer to Amendment 08 which provides the estimated number of unscheduled pest control actions in Attachment J-1503000-04.

94. Workload breakdown by site 0701000 Spec Item 3.1 Attachment J-0200000-06 dispersion of work indicates 3.1 task and work for Site 1, Blue Hangar, Site 3 and Site 6 however J-0701000-04 workload doesn't not indicate what workload belongs to Site 1, Blue Hangar, Site 3 and Site 6.

Will the Government please provide workload broken out by site?

Answer: Please refer to Amendment 08 which provides the operating locations in Attachment J- 0701000-04. Amendment 07 removed Attachment J-0200000-06.

95. Workload breakdown by site 0701000 Spec Item 3.2 Attachment J-0200000-06 dispersion of work indicates 3.2 task and work for Site 1, Blue Hangar, Site 3 and Site 6 however J-0701000-04 workload doesn't not indicate what workload belongs to Site 1, Blue Hangar, Site 3 and Site 6.

Will the Government please provide workload broken out by site?

Answer: Please refer to Amendment 08 which provides the operating locations in Attachment J- 0701000-04. Amendment 07 removed Attachment J-0200000-06.

96. Workload breakdown by site 1001000 spec item 3.1 Attachment J-0200000-06 dispersion of work indicates 3.1 task and work for Site 1, Site 1A, Site 4, Site 6, Outstation 2 and Outstation 4 however J-1001000-04 workload does not indicate which workload belongs to Site 1, Site 1A, Site 4, Site 6, Outstation 2 and Outstation 4.

Will the Government please provide workload broken out by site?

Answer: Please refer to Amendment 08 which requires requisition services for locations designated at Attachment J-0200000-16. The government has provided the cumulative estimated quantity of requests for supplies that may be requested from these locations on a monthly basis.

97. Workload breakdown by site 1001000 spec item 3.1 Attachment J-0200000-06 dispersion of work indicates 3.2 task and work for Site 1, Site 4, Site 6, Site 7 however J-1001000-04 workload indicates workload belongs to Site 1.

Will the Government please provide workload for Site 4, Site 6, and Site 7?

Answer: Please refer to Amendment 08 which requires requisition services for locations designated at Attachment J-0200000-16. The government has provided the cumulative estimated number of requests for supplies that may be requested from these locations on a monthly basis.

98. Administrative Supplies 1001000 Spec Item 3.2 The Contractor shall maintain a sufficient and continuous supply of such administrative items as trash bags, toner, print cartridges, paper, pens, pencils, etc. Refer to J-1001000-04 for a list of the types of items to provide.

Is the list of supplies listed in Attachment J-1001000-04 under a CR CLIN? If not, will the Government please consider a plug number or provide an average list of what is consumed each month to help bidders understand the cost impacts of maintaining this list of supplies?

Answer: Please see Amendment 08 which removes the requirement for maintaining a continuous supply of administrative items.

99. Supplies 1001000 Spec Item 3.2 The Contractor shall maintain a sufficient and continuous supply of such administrative items as trash bags, toner, print cartridges, paper, pens, pencils, etc. Refer to J-1001000-04 for a list of the types of items to provide.

Will these supplies be provided by the Government at Phase-in, or is the contractor to assume this list of supplies is currently zero balance at Phase-in?

Answer: Please see Amendment 08 which removes the requirement for maintaining a continuous supply of administrative items.

100. Workload mismatch 0701000 Spec Item 3.3 Attachment J-0200000-06 dispersion of work indicates 3.3 task work for Site 1, Site 1A, Site 4, Site 6, however J-0701000-04 workload doesn't not indicate which workload belongs to Site 1, Site 1A, Site 4, Site 6.

Will the Government please provide workload broken out by site?

Answer: Please refer to Amendment 08 which provides the operating locations in Attachment J- 0701000-04. Amendment 07 removed Attachment J-0200000-06.

101. Dispersion of work and J-0701000 mismatch 0701000 Spec Item 3.4 Attachment J-0200000-06 dispersion of work does not indicate what location(s) Spec item 3.4 will be performed. However PWS Section C and J-0701000-04 indicate a TMR workload. Will the Government please identify which location(s) this TMR workload is for?

Answer: Please refer to Amendment 08 which provides the operating locations in Attachment J- 0701000-04. Amendment 07 removed Attachment J-0200000-06.

102. Used oil collection 1002000 Spec Item 3.1.2.2 Will the Government please provide the used oil collection workload?

Answer: Please see Amendment 08 which revises Spec Item 3.1.2.2 to refer to Attachment J-1800000- 04, Used Oil and Hazardous Waste Historical Data, for estimated quantities.

103. Workload for POL systems 1002000 Spec Item 3.1.3 Will the Government please provide the preventive maintenance workload for POL systems and equipment by location?

Answer: Amendment 08 issues Attachment J-0200000-18 which provides a facilities equipment list.

Please refer to Attachment J-0200000-18 to determine the PM workload.

104. Workload for fuel storage 1002000 Spec Item 3.1.3.1 Will Government provide Preventive maintenance workload for Fuel Storage equipment, by location?

Answer: Please see Amendment 08 which refers to the revised facilities equipment list at Attachment J- 0200000-18.

105. The JL-4 Resource Worksheet has a column identified as Trade Classification & Skill Level.

Will the Government please provide its definition of Trade Classification and Skill Level?

Answer: Labor, trade or occupational classifications shall be identified at the broad or detailed occupation level. Please refer to the U.S. Bureau of Labor Statistics’ Standard Occupational Classification and Coding Structure user guide for examples.

106. Wastewater 1600000 Spec Item 3.2 Will the Government please provide the number of septic tanks, collection bladders, and holding tanks in its capacity per site that will be continuously and safely collected and disposed of?

Answer: Please refer to Amendment 08 which issues Attachment J-1002000-05. The Attachment provides an example list of store items at Sites 1 and 1A.

107. Attachment J-1002000-06 Sari-Sari Store Stock List 1002000 Spec Item 3.5 Will the Government please provide the Attachment J-1002000-06 Sari-Sari Store Stock List?

Answer: Please refer to Amendment 08 which issues Attachment J-1002000-05. The Attachment provides an example list of store items at Sites 1 and 1A.

112. Mail services Attachment J-1002000-03 Estimated Quantities 1002000 Spec Item 3.2 Will the Government please provide per-month estimated quantities specifically for each Mail Services location?

Answer: Please refer to Amendment 08 which revises Annex 1002000, Section J, to indicate that mail pick-up and drop-off is required at Sites 1 and 6.

113. Sari-sari store 1002000 Spec Item 3.5 Will the Government please provide historical data on the number of customers served daily/weekly/monthly/annually for each Mini Sari-Sari Store Operation location?

Answer: Please refer to Amendment 08 which issues Attachment J-1002000-05. The Attachment provides an example list of store items at Sites 1 and 1A. The Government is unable to provide historical data for Sites 4 and 6; however, please refer to Annex 0100000 for population estimates at the various sites requiring sari-sari store operations.

114. Check Cashing / exchange 1200000 Spec item 3.2 Regarding the Annex 12 MWR 3.3.2 Check Cashing/Exchange: Will the Government please clarify in which locations these operations are to be performed? Dispersion of Work shows Site 1 only, and Estimated Quantities reflects Site 1 and Site 4.

Answer: Please refer to Amendment 07, which deletes the Dispersion of work. The designated operating locations are specified in respective annexes.

115. Sari-sari store 1002000 Spec Item 3.5 Will the Government please provide the number of point-of-sale (POS) register operations for each Mini Sari-Sari Store Outlet location?

Answer: Please refer to Amendment 08 which issues Attachment J-1002000-05. The Attachment provides an example list of store items at Sites 1 and 1A. The Government is unable to provide historical data for Sites 4 and 6.

116. Dispersion of work and 15L bottled water mismatch J-1002000-03 spec item 3.4.1 and J-0200000-06 Attachment J-1002000-03 spec item 3.4.1 requires offerors to provide 15L bottled water at site 7.

However, attachment J-0200000-06 Dispersion of work does not identify any sites where this service will be required. Will the Government clarify which document is correct?

Answer: Please refer to Amendment 07 which removes the dispersion of work, and revises Annex 1002000-03.

118. Dispersion of work and bottled drinking water mismatch Attachment J-1002000-03 spec item 3.4 requires offerors to provide bottled drinking water at Site 7 only.

However, Attachment J-0200000-06 Dispersion of work identifies three sites where this service will be required. Will the Government please clarify which document is correct?

Answer: Please refer to Amendment 07 which removes the dispersion of work, and Amendment 08 which clarifies the bottled water requirement located at Attachment J-1002000-03, Spec Item 3.4.

120. Laundry services 1002000 spec item 3.3 Annex 1002000 spec item 3.3 requires contractors to provide laundry services. Will the Government please provide the list of washers and dryers available to perform laundry services?

Answer: Please refer to Amendment 08 which revises Attachment J-0200000-08 and identifies washer and dryers to be provided as GFE.

121. Annex 1002000 Spec Item 3.3 Page 328 To determine adequate labor hours, more information is needed. Will the Government confirm if washer and dryer units are provided as GFE to perform laundry services?

Answer: Please refer to Amendment 08 which revises Attachment J-0200000-08 and identifies washer and dryers to be provided as GFE.

122. Annex 1002000 Spec Item 3.1.1.5 Page 338 To determine adequate labor hours, more information is needed. Per attachment J-1002000-03, sites 1/1A, Site 3, Site 4, and Site 7 have Fuel Acounting requirements; however, per attachment J-0200000, site 3 is not identified for POL services. Will the Government clarify which sites have Fuel Accounting requirements?

Answer: The sites specified in Attachment J-1002000-03, Spec Item 3.1.1.5, Fuel Accounting, will require fuel accounting services. Please refer to Amendment 08 which removes the Dispersion of Work attachment and designates site locations in Section J.

123. Annex 1002000 Spec Item 3.1.2.2 Page 324 To determine adequate labor hours, more information is needed. Will the Government provide used oil collection points estimated quantities and/or locations?

Answer: Please see Amendment 08 which directs offerors to refer to Attachment J-1800000-04, Estimated Quantities, Used Oil and Hazardous Waste Historical Data, to determine to the estimated quantities. However, offerors are responsible for determining the HM/HW Accumulation Sites and Storage Facilities Plan in accordance with Annex 1800000.

124. Annex 1002000 Spec Item 3.2.1.1 Page 327 To determine adequate labor hours, more information is needed. Will the Government provide designated carrier drop off and pick-up points?

Answer: Please refer to Amendment 08 which specifies the designated drop-off and pick-up points.

Usage of other collection resources such as mechanical/vacuum sweepers or magnetic bars are highly encouraged to supplement FOD walks, however, the contractor is responsible for determining the resources necessary to meet the requirement.

Answer: Labor, trade or occupational classifications shall be identified at the broad or detailed occupation level. Please refer to the U.S. Bureau of Labor Statistics’ Standard Occupational Classification and Coding Structure user guide for examples.

Spec item 2.4, page 14 Spec Item 2.4 states: "Government-Furnished Items, which becomes worn out due to normal wear and tear, shall be returned to the Government and its replacement shall be the responsibility of the Contractor at no additional cost to the Government."
