4. 11. Annex 1501000 - JC1-PWS - Spec item 1.1, page 395 Will the USG please provide J-1501000-05, USCENTCOM Application of UFC in Contingency Environments?
Answer: See Amendment 01 which revised Spec Item 1.1 of Annex 1501000 to remove the reference to Attachment J-15010005-05.

A future amendment will add verbiage to Annex 1501000 Spec Item 1.1 Concept of Operations The Unified Facilities Criteria (UFC) system is prescribed by MIL-STD 3007 and provides planning, design, construction, sustainment, restoration and modernization criteria for bases, camps, and facilities.
As a basis, it takes into consideration the International Codes Council (i.e. building, plumbing, mechanical, electrical, fire) Codes, National Fire Protection Association (NFPA), National Sanitation Foundation (NSF) as well as other codes and standards that builds upon more stringent and/or service specific requirements.

RESPONSES DEFERRED FROM NOTICE NO. 1 DATED 25 MAY 2021
1. Annex 0200000- JC1-PWS -Spec item 2.4, page 14 Government-Furnished Items, which becomes worn out due to normal wear and tear, shall be returned to the Government and its replacement shall be the responsibility of the Contractor at no additional cost to the Government. Will the USG please provide the current condition code of all Government-Furnished items since the Contractor is responsible for replacement at end-of-life due to normal wear and tear.

2. Annex 0200000 - JC1-PWS - Spec item 2.4.7.7, page 18 “The Contractor may travel within the Philippines on military air assets for the sole purpose of transportation to/from a location requiring performance of services outlined in the pertinent annex of the contract. This travel shall be on a non-interference basis with scheduled air missions and in accordance with Government requirements”. Are subcontractors permitted to use government provided Intra- Philippines air travel?
Answer: No, subcontractors are not authorized to travel on MIL assets.
A forthcoming amendment will add to Annex 0200000, Spec Item 2.4.4.4 Air Transportation (Intra- Philippines), "Subcontractors are not authorized to travel on military air assets."
4. Annex 0500000 & Annex 0700000- JC1-PWS -Spec item 3.1.1, page 261 and Attachment J-17000004 PWS states for Site 1A the contractor is to provide a fuel truck. Annex 17, attachment J-17000004 lists four Government Furnished Fuel Trucks at Site 1A designated s KTR usage. Is the contractor provided fuel track in addition to the four GFE?
Answer: Yes, the PWS states in Spec Item 3.1.1 Aviation Fuel Operations that "Site 1A: A shall provide fuel transfer into Contractor provided fuel truck."
A forthcoming amendment will add verbiage in Spec Item 3.1.1 Aviation Fuel Operations to Annex 0501050 - Airfield Facilities
5. Annex 0500000 - JC1-PWS -Spec item 3.1.11, page 265 PWS states the contractor is responsible arranging landing rights and payment of fees. Will the USG please provide workload data and associated historical landing rights fees?
Answer: A response is deferred.
6. Annex 05010170- JC1-PWS- ATTACHMENT J-0501070-03 Passenger Terminal and Cargo Handling estimated quantities only provides the aggregate annual totals.
Will the USG please provide the estimated quantities by site?
Answer: Site specific quantities will not be provided.
8. Annex 0100000 - JC1-PWS ATTACHMENT J-0200000-06 and Spec item 1.4.4, page 5 Outstation episodic supported outstation population information is not provided. Will the USG please provide the estimated episodic supported population in order for the contractor to propose a service solution?
Answer: Outstation episodic supported population information is not available.
9. Annex 1400000 - JC1-PWS - Spec item 3.5, page 385 Will the USG please provide the billeting square footage by site and facility?

Will the USG please provide billeting common area square footage by site and facility in order for the contractor to propose a cost for common area cleaning?

12. Annex 1501000 - JC1-PWS - Spec item 1.1, page 397 PWS states “The Contractor shall utilize DoD Uniform Facilities Criteria (UFC) as guidelines for developing SCAP criteria. UFC guides can be found on the Whole Building Design Guide website per J- 1501000-03.” Will the USG please provide the Whole Building Design Guide website?
Answer: Please see Annex 1501000 Facility Management Attachment J-1501000-02 References and Technical Documents.
13. Annex 1502000 - JC1-PWS - Spec item 1.1, page 410 Will the USG please provide workload and quantities for NAV aids lights / beacons and equipment?
Answer: In a future amendment, at Annex 1502000, Spec Item 1.1 "NAV aid lights/beacons and equipment" will be removed.
14. Annex 1502000 -JC1-PWS -Spec item 3.3, page 431 Will the USG please provide attachment J-1502000-05 (A,B,C,D,E,F) OTHER RECURRING WORK
SCHEDULE?

21. Annex 1700000 - JC1-PWS - Attachment 1700000-04 The Passenger Transportation Services estimated quantities workload provided is provided in terms of the total number of dispatches. It is unclear how many dispatches are for taxi service, TMP, or something else. Will the USG please provide a breakdown of dispatches by type and by site?

22. Annex 1700000 - JC1-PWS - Attachment 1700000-04 Will the USG please provide historical or projected workload for newly assigned vehicles and reassigned used vehicles?
Answer: No, projected workload for newly assigned vehicles and reassigned vehicles are not available.

JC-1 PWS Amendment 1, Attachment J-0200000-06 Dispersion of Work In Amendment 1, Attachment J-0200000-06 Dispersion of Work was revised however, the PWS does not reflect the changes noted in the revised attachment. For example, in Annex 0501050 The "X" indicator for Spec Items 3.1.6 Aircraft Towing, 3.1.5 Hangar Space, and 3.1.7 Aircraft Maintenance Support Equipment were removed however, the PWS still contains workload for these Spec Items. Will the USG please update Attachment J-0200000-06 to reflect where the services are to be performed or remove the requirements from the PWS?

JC-1 PWS Amendment 1, Attachment J--0200000-08 Inventory In Amendment 1, Attachment J-0200000-08 Inventory was replaced in its entirety and now only contains one item however, the previous version contained 732 items. Will the USG please confirm that the previous file is no longer applicable or if the revision is in addition to the previous list?

Definition in J-1503000-01 for Contractor's Work Plan (CWP) for Pest Control states: "A Contractor developed document submitted as part of the contractor proposal that describes how the requirements of this contract will be met. The plan establishes the strategies and methods for conducting a safe, effective, and environmentally sound pest management program." Please confirm that CWP is not due with the proposal submittal on 1 July.

53. Section L The Government indicates that a Table of Contents and Executive Summary are excluded from page count. Are Title Pages, Acronym lists and List of Exhibits/Figures (that are provided solely for the Government's ease of review) also excluded?

54. Section L, Factor 1, Past Performance There is currently no page allowance for CPAR evaluations. As CPARS are multiple pages for each individual contract year, and we are allowed up to 10 citations, will CPARS be excluded from the page count for Factor 1, Past Performance?

Section L, Factor 1, Past Performance Section L states "Also, as part of its past performance submission, the Offeror should provide a narrative explanation of any past performance problems that may have developed on those projects submitted for Factor 1 and corrective action taken. This narrative will be page counted and should be included after the past performance questionnaire." What is the specific page limit for each citation used within Factor 1, Past Performance?

57. L.6 Due to the ongoing unpredictable travel complexities related to COVID-19, which may impact timely delivery of the proposal in person, will the Government consider removing the requirement to submit printed hard copies of the proposal and only require an electronic version submitted through DOD SAFE?
