1.1 Outline of Services Except where otherwise stated, the Contractor shall furnish all labor, supervision, management, tools, materials, equipment, facilities, transportation, incidental engineering, and other items necessary to provide the services outlined below and described in this Performance Work
Statement (PWS) in the Philippines.
The PWS is organized into annexes. Annex 1 is "General Information".
Annex 2 contains the on-site project management and administration requirements. Annexes 3 through 18 contain the technical requirements.

1.2 Project Location The work shall be performed at various locations throughout the
Philippines, to include remote sites within the country. The Contractor may be required to perform work at foreign locations within the regions of
South East Asia, North East Asia, South Asia and Oceania.
1.3 Acquisition of
Additional Work
The Government reserves the right to acquire additional services at additional locations, within the scope of the annexes and areas included in
Spec Item 1.2 Project Location, in addition to the services and locations identified in the requirements of this contract. Additional services and emergent requirements will be incorporated into the contract in accordance with the CHANGES clause, SECTION I. Items of work not covered by this contract but within the general intent are considered in the scope of this contract.
1.4 Background Information The Philippines is an archipelago of 7,107 islands located in Southeastern
Asia, between the Philippine Sea and the South China Sea, east of
Vietnam. Positioned at 13 00 north latitude and 122 00 east longitude, it is slightly larger than the state of Arizona with the land area over 115,000 square miles. The Philippines is mostly mountains with narrow to extensive coastal lowlands. The highest elevation is Mount Apo at 9,692 feet above sea level.
The Philippines has many natural disasters. It lies along a typhoon belt and is usually affected by 15 and struck by five to six cyclonic storms each year. Landslides, active volcanoes, destructive earthquakes, and tsunamis also affect the region.
Volcanism: significant volcanic activity; Taal (elev. 311 m), which has shown recent unrest and may erupt in the near future, has been deemed a
"Decade Volcano" by the International Association of Volcanology and
Chemistry of the Earth's Interior, worthy of study due to its explosive history and close proximity to human populations; Mayon (elev. 2,462 m), the country's most active volcano, erupted in 2009 forcing over 33,000 to be evacuated; other historically active volcanoes include Biliran, Babuyan
Claro, Bulusan, Camiguin, Camiguin de Babuyanes, Didicas, Iraya, Jolo, Kanlaon, Makaturing, Musuan, Parker, Pinatubo and Ragang
The capital and largest city of the Philippines is Manila. The Philippines population is rated 12th in the world at over 103.7 million, The largest ethnic group is Tagalog at 28% followed by Cebuano, Ilocano, Bisaya, and a variety of other groups.
Eighty three percent of its population practices Catholicism. The official language spoken is Filipino and English.
The Philippine peso (currency code: PHP) is the official currency of the
Philippines.
Spanish and United States influences remain strong, especially in terms of language, religion and government.
The United States is a close ally and has provided military aid to help combat violent extremists organizations.
The U.S. Government’s goals in the Philippines are to strengthen democratic governance and support Philippine government efforts to promote inclusive development and contribute to security and development cooperation in the Indo-Pacific.

1.4.1 Client The Client is represented by Special Operations Command Pacific
SOCPAC/INDOPACOM Augmentation Team – Philippines (PAT-PHL) and Marine Corps Forces, Pacific (MARFORPAC). The Client in turn may support other U.S. military forces or other federal Government agencies.
1.4.2 Mission SOCPAC serves as the functional component for all special operation missions deployed throughout the Indo-Asia-Pacific Region and is responsible for the planning and execution of all Special Operation Forces
(SOF) within the U.S. Indo-Pacific Command’s area of responsibility including the U.S. Augmentation Team – Philippines (PAT-PHL).
1.4.2.1 SOCPAC Mission SOCPAC coordinates, plans, and directs all Special Operations in support of United States Indo-Pacific Command (USINDOPACOM) to ensure a free and open Indo-Pacific alongside allies and partners, united by mutual interests and values, to complete short of armed conflict, degrade regional threat networks, and be ready to fight and win. Our Lines of Effort (LOE) are (1) Great Power Competition, (2) Threat Networks, (3) Readiness, and
(4) Rival States. Our core competencies are (1) our inter-organizational partners, regionally and trans-regionally through trust building, sharing information, common understanding and improving interoperability, (2) shape the environment to enhance the friendly competitive position of advantage, while degrading adversaries’ competitive advantages, (3) conduct information operations, (4) strengthen, expand and enable allies and partners, (5) increase readiness and combat lethality, (6) assess and revise the campaign plan, and (7) maintain a net assessment that compares
U.S. and PRC influence.
1.4.2.2 MARFORPAC Mission The mission of United States Marine Corps Forces, Pacific in the Republic of the Philippines (RP) is to conduct operations, activities and investments alongside our strategic partner, the Armed Forces of the Philippines, in capability development and interoperability consistent with the Mutual
Defense Treaty and Visiting Forces Agreement in order to execute a multilateral response to crisis.

Services shall be provided at operating locations per attachment J-200000-
016. Changes to support at these locations, or support at other locations, shall require validation by SOCPAC and KO approval. Future support within INDOPACOM AOR may be required.

Population
The Contractor shall support deployed Government personnel (including personnel on temporary duty) upon arrival in the Philippines. The current support baseline in the Philippines is approximately 368 personnel.

Site 6: Operating location currently may serves as a Contractor provided facility in Ninoy Aquino Int’l Airport (Delta Gate). This operating location may not require US military personnel, unless authorized by Government.
In acquiring a site location for the Government, the Contractor is required to provide hangar space that includes, ramp/apron/ramp space, flight planning area space for pilots (requires internet service), space for aircrew and maintenanceaircrew maintenance, including but not limited to, associated airfield support services such as aviation fuel and fuel service support, radio communication, security at hangar space, etc. Please refer to

Contingency, surge and exercise operations present potential for population increase.
The Contractor may be requested to support episodic and other requirements identified by the Government. Such support covering areas such as but not limited to joint US – RP military exercises, Humanitarian
Aid, Civic Actions and Disaster Relief will be requested by the
Government through the services request procedure or other contractual processes.
1.5 Verification of
Workload and
Conditions
Throughout the PWS, the workload data is generally referred to as being located in Sections C and J. Section C provides data such as descriptions, specifications, and the statement of work. Section J provides data such as system descriptions, inventories, maps, floor plans, and tables to represent the type, quantity, and location of services to be provided.
As prescribed in FAR 52.237-1, offerors or quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award.
1.6 Climate Patterns Philippines has a hot, humid tropical climate with relatively high temperatures, oppressive humidity and plenty of rainfall. There are two seasons in the country the wet season and the dry season, based upon the amount of rainfall. Based on temperature, the warmest months of the year are March through October, the winter monsoon brings hotter air from
November to February. May is the warmest month, and January, the coolest.
The Philippines has many natural disasters. Much of the country is mountainous and prone to earthquakes. It is often buffeted by tropical cyclones (typhoons) and other storms. From June to December, typhoons often strike the Philippines causing catastrophic damage, heavy flooding and erosion.

1.8 Navy Approach to
Service Contracting
The Department of Navy (DoN) spends over $1 billion in annual obligations to meet global requirements for facility operations and maintenance provided through Facility Support Contracts (FSC) and additional billions to provide other base operations support services
(OBOS). The Head of the Contracting Activity (HCA) of the Naval
Facilities Engineering Command (NAVFAC) has focused increased attention on re-engineering FSC contracts in response to customer and industry feedback, budget constraints, and the impact of a variety of contracting, program management and financial management regulations.
The Navy also supports the following principles:
1.8.1 Partnering Philosophy The first principle is that the Navy views its contractors as partners and not just abstract service providers. The Navy wants its contractors to succeed because partners' success drives the Navy's successful mission completion.
Within the bounds of acquisition policy the Navy intends to work to find solutions that will be beneficial to both the Government and its partners.
1.8.2 Contractor's Knowledge The second principle is that the Navy will receive insightful management from its contractors. This management will include the knowledge, skills, authority and willingness to use contractor resources to find better ways of serving Navy clients’ strategic and operational goals and objectives. The
Navy's use of performance-based objectives evidences this principle.
Although performance work statements will typically contain several levels of performance assessment, the Navy wants its contractors to exercise maximum discretion within bounds of prudent risk management to adjust processes and resources needed to reach specified objectives at the highest performance level.
1.8.3 Industry Best Practices The third principle is that the Navy will adopt industry best commercial practices and maintain state-of-the-art service delivery. To that end, the
Navy's emphasis will be in evaluating performance objectives (end results).
1.9 Standard Template Key to implementing a programmatic approach is using a standard template that ensures Navy-wide consistency yet affords appropriate tailoring to meet local needs. This contract conforms to the standard template and has been tailored for this solicitation. NAVFAC intends to use this template-based approach for future service contracts. Offerors should develop an understanding of the template as part of performing due diligence in reaching an understanding of the Navy’s requirements and expectations.
The standard template contains 18 standard annexes. Annex 1 will always contain information that is relevant to the entire scope of the contract.
Annex 2 contains on-site project management and administration requirements that are relevant to the entire scope of the contract. Annexes
3 through 18 contain the technical information and requirements peculiar to that technical annex. Within each technical annex, the organization of information and requirements are also standardized. Specification Item 1 will always contain General Information. Specification Item 2 will always contain the management and administrative requirements. Specification
Item 3 will always contain the Recurring Work requirements.
Requirements and standards for higher level specification items apply to all subordinate specification items, e.g., Specification Item 3 standards apply to all recurring work specification items. Specification Item 3.1 is applicable to all 3.1 subordinate specification items. Specification Items
3.2 and 3.3 are not considered subordinate to 3.1. All costs associated with Annexes 1 and 2 and Specification Items 1 and 2 must be priced and their price must be allocated across the Exhibit Line Items.
1.10 Navy PBSA Approach The Navy’s approach to performance-based service acquisition (PBSA) includes four component parts which are 1) performance outcomes, 2) measurable standards, 3) consideration of incentives, and 4) performance assessment plan.

All Contractor personnel assigned guard duties shall successfully complete a pre-employment physical examination, performed by a licensed health care professional, to validate personnel are capable of performing the mental and physical essential functions of the job. The Contractor shall provide supporting documentation of completed physical exams to the ACO KO upon request.
2.2.2 Training
Requirements
The Contractor shall provide training to all personnel assigned guard duties. The
Contractor shall develop and implement a training plan. The training plan shall be submitted within 10 working days after contract award to the KO. The
Contractor may be required to revise and update the training plan during the contract period to accommodate changes in operational requirements.

All Contractor personnel assigned guard duties shall have no felony convictions and other convictions that reflect on the individual's reliability; have no record or history of illegal drug use, sale, possession, or manufacturing; shall not have been diagnosed with any mental or physical condition that would cause unsafe working conditions; and must be in and maintain a fitness level consistent with the job duties. Contractor personnel not assigned to guard duties are not required to meet the same criteria, but as a minimum shall satisfy the security requirements specified in Annex 0200000.
