NOTE: The questions and answers are provided for INFORMATION ONLY. The RFP remains unchanged unless it is amended in writing on a Standard Form 30.

The Government may not respond to questions submitted after 10 June 2021

RESPONSES DEFERRED FROM NOTICE NO. 1 DATED 25 MAY 2021

1. Annex 0200000- JC1-PWS -Spec item 2.4, page 14 Government-Furnished Items, which becomes worn out due to normal wear and tear, shall be returned to the Government and its replacement shall be the responsibility of the Contractor at no additional cost to the Government. Will the USG please provide the current condition code of all Government-Furnished items since the Contractor is responsible for replacement at end-of-life due to normal wear and tear.

Answer: The current condition of the Government-Furnished items are provided in Annex 0200000 – Management & Administration, see Attachment J-200000-08 Inventory.

5. Annex 0500000 - JC1-PWS -Spec item 3.1.11, page 265 PWS states the contractor is responsible arranging landing rights and payment of fees. Will the USG please provide workload data and associated historical landing rights fees?

9. Annex 1400000 - JC1-PWS - Spec item 3.5, page 385 Will the USG please provide the billeting square footage by site and facility?

Answer: A response is deferred.

10. Annex 1503000 - JC1-PWS - Spec item 3.1, page 438 Will the USG please provide billeting common area square footage by site and facility in order for the contractor to propose a cost for common area cleaning?

15. Annex 1502000 & Attachment J-0200000-10 -JC1-PWS - Attachment J-0200000-10 Will the USG please provide the square footage of each individual facility?

Answer: No, the USG cannot not provide the square footage of each individual facility. The facility drawings provided in this RFP may also be used as a reference in determining square footage for each facility.

16. Attachment 1503000-04 - JC1-PWS - Attachment 1503000-04 Will the USG please provide the estimated quantities and square footage for spec items 3.1.1, 3.1.2, 3.1.3, 3.1.4?

Answer: No, the USG cannot not provide the square footage of each individual facility. The facility drawings provided in this RFP may also be used as a reference. Aggregate square footages are provided for all sites, with exception for the Outstations. Outstation square footages will be provided in an upcoming amendment.

17. Attachment 1503000-04 - JC1-PWS Will the USG please provide the estimated linear footage and provide a site map for spec item 3.1.5 Storm Drainage Systems?

Answer:

No, the Government will not provide an estimated linear footage.

Storm drainage systems can be found in attachments, maps, diagrams, photos, etc. such as in J-1600000- 04 Site Diagram, J-0200000-09 GFF Maps, etc.

18. Attachment 1503000-04 -JC1-PWS Will the USG please provide the estimated quantities by site for spec item 3.3 Refuse Services?

Answer: Please see future amendment to incorporate estimated quantities for Spec Item 3.3, Annex 1503000, Attachment J-1503000-04 Estimated Quantities

19. Attachment 1503000-04 - JC1-PWS Will the USG please provide the square footage for spec item 3.2 Pest Control Services at Outstations 2,3,4,6, and 7?

Answer: Please see future amendment to incorporate estimated quantities for Spec Item 3.2, Annex 1503000, Attachment J-1503000-04 Estimated Quantities

20. Annex 1700000 - JC1-PWS The BSVE workload for spec item 3.3.3, 3.3.4 in Attachment 1700000-04 Estimated Quantities additional details are requested in order to determine the level of effort by site. Will the USG please provide a breakdown of the repair and service call history by site and types of repairs?

Answer: Please see future amendment to incorporate estimated quantities by site location for Spec Item 3.3.3

21. Annex 1700000 - JC1-PWS - Attachment 1700000-04 The Passenger Transportation Services estimated quantities workload provided is provided in terms of the total number of dispatches. It is unclear how many dispatches are for taxi service, TMP, or something else. Will the USG please provide a breakdown of dispatches by type and by site?

Answer: All dispatches are for taxi services for site locations listed.

25. Annex 0200000 - JC1-PWS - Spec Item 2.4.5, Page 16 What logistics information / supply system (Federal Supply System) will the USG provide access to for the contractor?

Answer: FAR 52.251-1 states, “[t]he Contracting Officer may issue the Contractor an authorization to use Government supply sources in the performance of this contract.” No authorization for use of Government supply sources has been issued at this time. Offerors shall develop their own methodology since the Government supply system is only a supplement to the contractor’s supply system.

26. Annex 0200000 -JC1-PWS - Spec Item 2.4.5, Page 16 Will the USG provide a funded authorized DODAAC for the contractor to use when utilizing the Federal Supply System?

Answer: If the Contracting Officer authorizes use of Government supply sources based on FAR 51.102(a), the Contracting Officer will obtain a MILSTRIP activity address code in accordance with FAR 52.201(c) and DFARS 251.1530.

27. Annex 1001000 - JC1-PWS - Spec Item 3.4, Page 304 To determine labor for transportation services more information is needed. Will the USG please specify transportation services from government designated pick-up points to government designated delivery points from all operating locations?

29. Annex 1002000 - JC1-PWS - Spec Item 3.1.1.2, Page 322 Will the USG please provide the avergae distances for fuel deliveries not located on a Site or outstation?

Answer: Please see future amendment that provides estimated quantities for Spec Item 3.1.1.2, Annex 1002000, Attachment J-1002000-03 Estimated Quantities.

31. Annex 1002000 - JC1-PWS -Spec Item 3.4, Page 329 To determine labor to perfrom used oil collections, more information is needed. Will the USG please clarify what consists of "other consumables"?

40. Attachment J-0200000-10 - Attachment J-0200000-09 How many dedicated office spaces and what number of living accommodations are available for contractor use at Site 1?

Question in Reference to: Workload based out of site 1

Answer: All office spaces and work spaces are designated for Contractor Use per J-0200000-10 and illustrated in J-0200000-09 GFF Maps Site 1. One, full size ATCO (e.g. N-020) will be allocated for Contractor living accommodation at Site 1. Upon availability, and KO approval, additional Contractor living spaces at Site 1 may be allocated to essential Contractor personnel.

JC-1 PWS Amendment 1, Attachment J-0200000-06 Dispersion of Work In Amendment 1, Attachment J-0200000-06 Dispersion of Work was revised however, the PWS does not reflect the changes noted in the revised attachment. For example, in Annex 0501050 The "X" indicator for Spec Items 3.1.6 Aircraft Towing, 3.1.5 Hangar Space, and 3.1.7 Aircraft Maintenance Support Equipment were removed however, the PWS still contains workload for these Spec Items. Will the USG please update Attachment J-0200000-06 to reflect where the services are to be performed or remove the requirements from the PWS?

JC-1 PWS Amendment 1, Attachment J--0200000-08 Inventory In Amendment 1, Attachment J-0200000-08 Inventory was replaced in its entirety and now only contains one item however, the previous version contained 732 items. Definition in J-1503000-01 for Contractor's Work Plan (CWP) for Pest Control states: "A Contractor developed document submitted as part of the contractor proposal that describes how the requirements of this contract will be met. The plan establishes the strategies and methods for conducting a safe, effective, and environmentally sound pest management program." Please confirm that CWP is not due with the proposal submittal on 1 July.

Will the Government please provide an historic average annual utility rate change (electrical, water, wastewater) to ensure offerors properly estimate costs associated with utilities?

Would the Government please specify which one is correct?

65. Armored vehicles J-1700000-06 Will the Government please confirm that armored vehicles listed in J-1700000-06 include vehicles for Security Operations? If so, will the Government confirm that a contractor has to provide 5 armored vehicles for security operations: 2 x level B5 sides only and 3 x B6 armor on top, bottom, all sides?

66. Motorcycles J-0401060-03 Will the Government please confirm that two contractor-furnished motorcycles are required for Security Operations?

Does the Government mean that this list only includes a portion of vehicles required to support POSC IV, or is it an all-inclusive list?

Dispersion of work and Water The table in Attachment J-0200000-06, Annex 1600000 Utilities, spec item 3.4 Bulk Water states that services where Untreated Bulk Water is required are supposed to be marked in blue font and where Treated Bulk water is required, in red. However, the table only has X markings in black. Please clarify which sites require treated and which ones untreated water.

Security Operations trips between sites J-0401060-03 spec item 3.2 The Government states: "Force protection during transportation between Sites 1 and other locations in Zamboanga - three (3) armed guards, twenty four (24) hours per day, seven (7) days per week.
