About this file
This document is an amendment (Amendment 0007) to a Request for Proposals (RFP) for the MCON P2002 Manchester Tank Farm Improvements project at the Manchester Fuel Depot, Fleet Logistics Center Puget Sound in Manchester, Washington.
The key details are:
- Paragraph 7.5.5.2 in the geotechnical report conflicts with Specification Section 33 56 21.17, Paragraph 3.5.4.3 regarding hydro testing of the above ground steel tanks. The government confirms that Paragraph 3.5.4.3 will be used for the hydro testing.
- The cutoff date for submitting Project Pre-Proposal Inquiries (PPIs) remains August 25, 2023, even though the bid due date has been postponed to March 28, 2024. Late PPIs may still be considered, but responses cannot be guaranteed.
- The government confirms there will be no impact to the Phase 2 demolition of Tank 27 due to the separate Phase 1 contract for Tanks 801 or 802.
- The government clarifies that a single system supplier is required for each individual project phase, but not necessarily across all phases of the overall Manchester Tank Farm Improvements project.

PPI Govt Response:
Addressed in Amendment Number
The geotechnical report for Phase 2 includes Paragraph 7.5.5.2 in relationship to the hydro testing of the above ground steel tanks. This paragraph conflicts with the Specification Section 33 56 21.17, Paragraph 3.5.4.3. Please confirm that Paragraph 3.5.4.3 will be the one used for the hydro testing of the steel tanks.
Confirmed that hydrotest should be performed according to specification section 33 56 21.17. 0007
100 With the postponement of the bid date to March 28, 2024, what is the new cutoff date for asking RFI questions?
The cut‐off date of 25 August 2023 for acceptance of PPIs has remained unchanged. PPIs received beyond the cut‐off date (late) may still be considered; although, Government responses to late PPIs can not be guaranteed.
In Amendment #5 you added to Section 01 14 00, Paragraph 1.2f that states: “Demolition of tank 27 cannot begin until tank 801 or 802, which are being built under separate contract for Phase 1 construction, are in service and the connected fueling system is fully operational.” We have no knowledge of the contract status of Phase 1, so unless told otherwise we are going to assume that they will have tanks 801 or 802 in service and there will be no impact to our construction schedule of demolition of tank 27 which is on the critical path for the Phase 2 project.
Yes. 0007
In section 00 21 16 ‐ Inastructions to Proposers, it states "Pre proposal inquiries will be accepted up to 7 days prior to solicitation due date unless specified otherwise via amendment. In amendment 005, the Government's response to PPI No. 75 appears to state that the PPI cutoff was August 23, 2023 (per Amendment 0022) and that this PPI cutoff is still valid, and that no additonal inquiries will be accepted. Is this the case? Has the window for PPI submission closed, or has the date been extended along with the Amendment 005 bid date extension to March 28, 2024 (March 21, 2024 PPI Cutoff at 7 days prior) ?
The cut‐off date of 25 August 2023 for acceptance of PPIs has remained unchanged. PPIs received beyond the cut‐off date (late) may still be considered; although, Government responses to late PPIs can not be guaranteed.
Regarding previously submitted and answered Project Pre‐Proporsal Inquiry (PPI) NO. 021, the referenced specification section 33 57 55 ‐ Fuel System Components (Non‐Hydrant): The referenced specification section 33 57 55, subsection 2.2.2 ‐ System Supplier states that "Since the fuel handling control system, including all field instrumentation and motor operated valves with all hardware and software, is an integrated system it must be furnished by a single systems supplier regularly engaged in the supplying of these system components." The submitter of PPI 021 states that since there are multiple phases of the project, ALL of the components in ALL phases are required to be furnished by a single supplier source. Is the intent of this specification, and of the PPI response to inquiry No. 021 that the components be supplied ONLY by Bay and Associates for ALL phases of the Manchester Tank Farm Improvements project(s)?
Bay and Associates is not required to be the supplier for all phases. Section 335755, 2.2.2 only requires a single supplier be used for each individual phase of the tank improvement project but the portion of the control system installed during phase 2 must still be coordinated with the portion of the control system installed during phase 1 to function seamlessly as a whole.
