About this file
This document is a comprehensive construction specification file for the Design-Bid-Build (DBB) Energy Campus Infrastructure project at the Philadelphia Navy Yard Annex. The project involves site improvements, infrastructure construction, and system upgrades across multiple mastersystems including foundations, exterior enclosure, HVAC, fire protection, electrical, and site improvements. Key systems include steel pipe piles, grade beams, concrete slabs, cooling towers, switchgears, transformers, sprinkler systems, direct digital controls, and various electrical and mechanical components.
The specifications provide detailed technical requirements for construction, covering 35 technical divisions and numerous subsystems with specific quality control, submittal, testing, and documentation standards. The project requires specialized contractor qualifications, including a Quality Control Manager with at least 10 years of experience, comprehensive environmental management, cybersecurity compliance, waste management protocols, and extensive operation and maintenance documentation. The contract will involve complex coordination with existing Navy facilities, with work to be performed under strict safety, environmental, and operational constraints at an active naval facility.

1.2 SPECIAL SCHEDULING REQUIREMENTS
a. Project must be sequenced to prioritize completion of the work listed below. Include milestone and activity completion dates in the schedule.
MILESTONE 1: E-House and Transformer Infrastructure The S101A E-House, S101B E-House, S101A AUX, S101A FIT, S101B AUX, and S101B FIT equipment will be provided under a separate future project. The Government may begin installing this equipment prior to completion of the entirety of this project. Contractor must coordinate activities, space, and schedule with NSWCPD after the E-House and Transformer Infrastructure is turned over to the Government for outfitting. E-House and Transformer Infrastructure specific to this milestone includes all work withing five feet of the AUX and FIT transformer foundations and all work within five feet of the E-House and Load Bank Platform foundations. This includes but is not limited to piles, foundations, fire walls, ductbanks, vaults, grounding, etc. This also includes all work between column lines E1 to E9 and EA to EI.
MILESTONE 2: Remainder of Work The remainder of the work not listed in other milestones. This includes but is not limited to the utility bridges, the cooling tower, the S101A and S101B switchgears, etc.
b. Vibration monitoring and emergency egress paths from B77H exterior doors through the construction area must be ready for operation as approved by Contracting Officer before work is started.
c. Permission to interrupt any roads, (including gates in perimeter security fence) or utility service must be requested in writing a minimum of 15 calendar days prior to the desired date of interruption. Contractor may not create additional entrance/exit gates in the NSWCPD perimeter fence.
d. The work under this contract requires special attention to the scheduling and conduct of the work in connection with existing operations. Identify on the construction schedule each factor which constitutes a potential interruption to operations.
SECTION 01 14 00 Page 1
e. The Contractor must schedule and reschedule work as needed to allow for testing operations at existing spaces to occur. Certain areas will be restricted to access during fire protection construction work.
Coordination meetings will be held as frequently as needed to notify Contractor of upcoming access restrictions.
f. Look-ahead meetings will be conducted by the activity as needed to notify the Contractor of changes and/or opening in occupied areas availability. Access to certain occupied areas may only be available during second and/or third shift hours.
g. Building 77H, Building 487, and Building 485 will remain in operation (and may be under renovation) during the entire construction period.
Conduct operations so to minimize interference with normal operations of the activity.
h. The switchgears required for the project are expected to have long lead times. Other potential long lead items include the cooling towers and pumps. Prioritize submittals for long lead items early in the project so the long lead time does not impact the schedule.
i. Government emergency egress through the construction area must be maintained for the duration of the project. Refer to drawings for location of existing egress door. An egress pathway must be provided to accommodate work in accordance with NFPA 101 and NFPA 241. Modify the pathway as required to coordinate with construction activities.
Submit modifications to emergency egress to the contracting officer in writing for AHJ approval. Paths must include barriers, floor, etc. as required per NFPA. Schedule must track when changes to exit access will occur to allow for Government to notify building occupants.
j. Assume that the LBES POD (switchgear, vault, and associated feed), the Building 77H and 87 Perimeter Security Improvements project, and other projects which are indicated as Not In Contract (NIC) will be under construction by other contractors during the progression of work.
Coordinate and schedule work in a manner that permits the contractors to complete their work. The Contractor will be required to submit a Letter of Badge Request on company letterhead to the Contracting Officer (COR) including the contract name, contract number, contract duration, building/location of work, COR contact information, NSWCPD point-of-contact information, and the names and personal information for each contractor employee or representative (DOB, SSN, place of birth, citizenship status) to the COR for Security review and approval. A Letter of Badge Request is required to be submitted whenever expiring badges are needed to be renewed for continued work on the contract, containing the same information included in the initial request.
For Contractor employees or representatives that do not have a CONFIDENTIAL or higher security clearance, the Contractor shall provide a completed SECNAV 5512/1 (DoN Local Population ID Card/Base Access Registration Form) and a NSWCPD Visitors Request Form (NSWCPDPHILADELPHIADIV 5512/8) for each employee or representative to the COR for CNRMA (Command Navy Region Mid-Atlantic) vetting, review and approval. Refer to attachments to this specification for NSWCPD Access and Movement Standard Operating Procedures, SECNAV 5512/1 form, and 5512/8 forms.
