Question # Reference Question Government Response Page Section Paragraph

In order to get access to the B77H high bay pipe chase for the installation of a conduit, there appears to be a lot of material and debris in the way. Will the material and debris be cleared by the building occupants to permit a clear access and work area in the chase?

Material and debris that prohibit contractor access and work will be relocated within five (5) business days once the contractor request is submitted.

There is a large gas main header passing behind the switchgear in B77H. Will this be live during the work activities that will need to be performed in the area?

The gas piping serves the facility boiler and the pipe is generally always energized. However, the boiler is typically only in service from 15 Oct through 15 April each year (heating season). If the line needs to be de-energized and/or purged to support nearby hotwork, work must be planned outside of the heating season or an outage must be planned outside of business hours and completed in a single work shift if performed during heating season; at no point in time shall the facility be subjected to significant freezing risks during any outages on the gas system. Note that the next gas valve upstream from this pipe is the building gas main isolation valve.

There isn't a mention as to where the project laydown area was located. Will there be a laydown area close to the project for contractor and/or CM trailers, lavatories and labor force parking?

Laydown provisions (inclusive of construction trailers) are detailed on Sheet 3G006 General Sheet Note 13 and in Specification Section 01 50 00. Work force lavatories may be located on or adjacent to the construction site and shall be coordinated with the Government through the Construction Site Plan submittal detailed in Section 01 50 00 of the specification. Free public street parking is available in the vicinity of the project site and is available on a first-come first-serve; however, refer to Section 01 50 00 Paragraph 3.1 for additional parking provisions where public street parking is found to be unavailable.

What is the availability for temporary power connecntio(s)?

Will generators need to be provided by the CM?

Power near the construction site will be available as noted in Specification Section 01 50 00. The contractor shall assume that a 480V three-phase three-wire ungrounded source is available inside Bldg 77H and shall provide temporary wiring, material and equipment as necessary to connect to and distribute power for construction site.

New above-grade penetrations through the Bldg 77H building envelope are prohibited without consulting with

NAVFAC.

If there are opportunities to pre-assemble underground conduit banks offsite. Will NAVFAC consider performing assembly inspections at the fabricators facility prior to delivery to permit quicker installation times.

For bidding purposes, assume conduit ductbanks will be required to be assembled and cast on site. After project award, Contractor can submit an RFI detailing the specifics of how pre-assembled ductbanks would be detailed, spliced, transported, and installed on site.

Dwg. 3C104 note #27 shows 15” RCP outlet from the SWM pit. Detail on 3C509 calls for a 12” DIP outlet. Please clarify.

Outlet pipe from SWM facility EC-1 is 12" D.I.P.

27 General

Please confirm the Superintendent can perform the duties of QCM or SSHO concurrently with the duties of Superintendent? Or are there to be three individuals to perform each duty?

There are to be three individuals to perform each duty.

Price Schedul e

Drawing 3C004 - Erosion ansd Sediment Control Notes, contains multiple notes (#'s10, 29), indicate that all pumping should be done according to the procedure described within that plan, over undisturbed vegetated areas. During the site visit, it did not appear that there was a nearby vegetated area to pump water to.

Please advise where any water should be pumped to and if any groundwater that is encountered can assumed to be clean or if it is contaminated? If assumed to be contaminated, please provide a test report documenting the contamination so that any filtration processes can be accounted for. It is anticipated that dewatering could be required to be established at the beginning of excavation and pile installation and remain ongoing until construction gets to an elevation above the water level. Is this a realistic assumption?
