About this file

This document is an Amendment (Amendment 0005) to Solicitation N4008525R3500 for a Design-Bid-Build (DBB) Energy Campus Infrastructure project at the Philadelphia Navy Yard Annex. The amendment provides responses to multiple pre-proposal inquiries, updates several project drawings and specifications, and includes attachments with additional project details. Key changes include replacing multiple drawing sheets for utility details, cooling tower foundation plans, site plans, electrical legends, and panel schedules, with revised versions dated 7/14/2025. The solicitation's proposal due date remains unchanged at 31 July 2025 by 2:00 PM EDT.

The amendment addresses contractor questions on various technical aspects, including groundwater control, building automation system integration, electrical requirements, cooling tower design, and site conditions. Specific responses clarify that no new security fence is required, helical piles are not part of this project, and the contractor will be responsible for coordinating equipment details and integration of systems. The amendment includes several attachments such as excavation and handling of contaminated material guidelines, utility coordination documents, site photos, additional water test results, and supplemental drawing packages.

Pre-Proposal Inquiry Responses:

Question # Reference Question Government Response Page Section Paragraph

30 Price Schedule

Please clarify if the CLIN 0001B pricing for steel piping shall include the helical piles shown on page S-600.

S600 is a reference drawing from another project. Refer to 3S### series for project structural drawings. Helical piles are not required.

34 General Please clarify specifications and security fence requirements.

No new security fence is required as part of this contract.

46 General There will need to be a well point system for groundwater removal? Is there a preferred location for distribution.

Control of groundwater in excavations is a requirement of the contract. Once the contract is awarded, the contractor is required to submit proposed methods and procedures for groundwater control in accordanc with the Dewatering Work Plan.

HVAC/Plumbing equipment schedules and specifications do not provide a basis of design for the manufacturer or model.

Who is the basis of design manufacturer/vendor for the scheduled equipment?

J&A's have been provided for all the specific manufacturer requirements that are identified in the drawings and specs. For all other equipment, there is not specified manufacturer or model.

Please clarify if a 3D model of the ductbanks' design was created and if so can you please provide the file?

A 3D file can be provided to the awardee.

Please clarify if there is an electrical line to provide power to 4" water meter pit.

Drawing 3C104 does not depict an electrical line to the meter pit. However, Detail 3C506-A3 depicts the existance of a sump pump in the pit. Please provide a BOD for this sump pump.

A sump pump is not required in the meter pit. Note on detail A3/drawing 3C506 should read "12x4" SUMP". No electrical line/service to the meter pit is required. See Amendment 0005 DDG(X) WP3_Dwgs.

Please clarify schedule for "perimeter security improvements" including expected date when encompassed site will be deemed a secure facility.

It is anticipated that the site will be deemed a secure facility prior to contractor mobilization.

3C004

For bidding and schedule purposes, what is the approval time from submission of SECNAV 5512 to NAVFAC until NAVFAC's notification to the ktr of approval?

PENDING RESPONSE

Is there additional information in the existing gear that we tie into, specifically as follows: Manufacturer, Vintage, Nameplate- Voltage, Amperage, pictures, breaker nameplate on a comparable breaker, Cell Provisions?

See POD Switchgear drawing installed by others provided for reference as part of Amendment 0005. Sheet A-

The bid documents indicate that ground water can be expected and that dewatering will be necessary. Drawing 3C004 - Erosion ansd Sediment Control Notes, contains multiple notes (#'s10, 29), indicate that all pumping should be done according to the procedure described within that plan, over undisturbed vegetated areas. During the site visit, it did not appear that there was a nearby vegetated area to pump water

to. Please advise where any water should be pumped to and if any groundwater that is encountered can assumed to be clean or if it is contaminated? If assumed to be contaminated, please provide a test report documenting the contamination so that any filtration processes can be accounted for. It is anticipated that dewatering could be required to be established at the beginning of excavation and pile installation and remain ongoing until construction gets to an elevation above the water level. Is this a realistic assumption?

Drawing 3E204 sheet keynote #10 calls for 4#2, 1#8 for the SA and SB panel feeders. The RTC panel schedule calls for 4#2/0, 1#4, which is correct?

26 20 00 3 .1.2.8

Please confirm compression fittings are required for all outdoor installation.

Do not use EMT outdoors per paragraph 3.1.2.1.e. For rigid metallic conduit, provide threaded-type fittings per paragraph 2.2.4.1.

75 26 08 10 2.1 Are electrical load banks required for any of the electrical testing or system

Provide testing and commissioning of systems in commissioning? If so, who is to provide?

accordance with Spec Section 26 08 10. The contractor shall assume to provide temporary electrical load required to meet testing and commissioning requirements.

Does reinstallation of or tie-I to the existing high security fence require any third-party inspections, engineering or recertifications?

Installation or reinstallation of high security fence is not required as part of this contract.

Can a basis of design and/or designer options considered (various acceptables) be provided for the Factory Assembled Cooling Towers? Can it be assumed that the steel supporting structure has been fully coordinated (i.e. dimensions, placement, load capacities, etc.) with this basis of design and/or other acceptable cooling towers?

Yes. However the contractor is responsible for coordinating the steel supporting structure with selected equipment. See updated Drawing 3S431 as part of Amendment 0005.

Please advise the closest preferred connection point for the existing Building Automation System for tie-in purposes. The drawings do not indicate.

"The nearest Direct Digital Controller that is tied into the BACNET ArcNET Building Automation System (BAS) network is at Column A6 and is associated with the IR10 Controller. This controller is an Automated Logic Controller (ALC) SE6104A controller for reference.

Additional detail to be considered for drawings / specs: note that the controller has 4 available universal inputs and 8 available analog outputs (which support 0-10 VDC or 0-20 mA selectable) which is relevant for the lighting controls scope in this contract. The contractor shall be responsible for integrating third party controllers into the BAS where required and as noted on the contract drawings and shall provide network interface hardware as required
