About this file
This document is a Small Business Participation Commitment Document (SBPCD) for a Design-Bid-Build (DBB) Energy Campus Infrastructure project at the Philadelphia Navy Yard Annex. The form requires offerors to detail their small business subcontracting plans, with a minimum requirement of 20% small business participation across various socioeconomic categories including Small Disadvantaged Businesses, Woman-Owned Small Businesses, HUBZone Small Businesses, Veteran-Owned Small Businesses, and Service-Disabled Veteran-Owned Small Businesses.
The document provides a structured template for offerors to specify their total contract value, self-performed work, and subcontracted work, with sections for identifying specific small business subcontractors and their committed products/services. Offerors must provide detailed explanations if they cannot meet the 20% small business participation threshold, and large businesses must justify why subcontracting would not result in efficient contract performance. The form is part of the solicitation for Request for Proposal (RFP) N40085-25-R-3500 issued by the Department of the Navy Naval Facilities Engineering Command for infrastructure work in Philadelphia, Pennsylvania.
