133 07/07/20 PPI #
Respon se
The response to PPI # 48 states that "recovery and isolation of discovered radioactive commodities, casual excavation and isolation of continuous soils , and resurvey actions consistent with MARSSIM guidance should be considered within the scope of budgeted work". However until a scan of the area is performed and subsequent survey plan generated we are unable to quantify or price recovery and isolation of radioactive commodities or soils. Please provide an allowance for contractors to include in their bids.
Recovery and isolation of discovered radioactive commodities for disposal by the government is within the scope of budgeted work. Casual excavation and isolation of contiguous soils associated with commodities and resurvey actions consistent with discrete commodities should be considered within the scope of work. Otherwise, remediation of contaminated soils is outside the scope of work.

Type 7 Storm Casting -
Drawing C5042 detail A1 / The Type "E" inlet with a
Type 7 casting would use a
Neenah 4215C casting. The detail calls out a R 3067 which is a curb inlet casting.
We plan to use a Neenah 4215C or an East Jordan equal. Please confirm that this is desired casting.
Yes, Neenah 4215C or equal shall be used.

Underdrain Pipe - Drawings
C1322, C1332, C1342 / C5022 detail C4 / We are needing additional information on the 12" perforated PVC underdrain pipe. No class, perforation requirements, etc. are listed.
If they want PVC pipe, this would require a special production run and we would
HDPE substitute provided it meets ASTM D3350 as described in Specification 33 40 00, section 2.1.3 need to find a manufacturer willing to supply this pipe.
Would they allow ADS HP 12" HDPE perforated pipe as a substitute? This pipe is suited for railcar applications and has an AASHTO M330 rating and is stock material.

What data is currently in the
RSA to aid in the development of
DCGLs? Will the RSA be available during the RFP process?
DCGLs will be calculated based on ROCs listed in the specification and preliminary scoping surveys by the RSC according to MARSSIM 4.3.4.
142 07/09/20 23 44
Please confirm that we will need to derive site-specific
DCGLs. What is the intended future land use (RESRAD modeling for site-specific
DCGLs if needed)?
The intended future land use is a logistics facility undergoing construction work, which means that occupational exposure scenarios related to excavation and construction in contact with soil are appropriate.
143 07/09/20 23 44
Is there a specific reason for eliminating the Ludlum 2221 as a survey meter? It would be more likely that certain detectors would be eliminated based on detection capabilities rather than eliminating the meter.
Industry experience in the past few years has indicated that configuration control of the specific output chips available for the LM 2221 can be problematic. Numerous alternatives are commercially available. Therefore, there is no need to incur the risk of using the LM 2221.
144 07/09/20 23 44
Is there a preliminary classification of the Areas of
Interest within SWMU 21 other than the one area where a commodity was previously found?
The preliminary classification, other than the singleton Class 1 area, is Class 2 or Class 3, based on current information that one commodity was found and the results of RSC's scoping surveys.
145 07/09/20 23 44
Are background soil and surface areas already identified or is the RSC responsible for determining suitable locations?
The RSC is responsible to select specific instruments.
Background measurements specific to each media or surface type will be determined by the RSC and included in the survey and sampling plan in accordance with the specification.
146 07/10/20 N/A N/A Can the Bid date be extended past the current date of 21 July 2020?
