The railcar yard work includes demolition of existing buildings and structures, removal of approximately 11,000 linear feet of rail track, and construction of a new holding yard with associated site work. The DLA site work involves building a new operations building, storage building with loading ramp, and aggregate and concrete storage areas, as well as relocating an existing radiation detector. The proposal due date was extended to July 21, 2020. The contract duration is 775 calendar days. The solicitation identifies the required construction scope and responses to questions that clarify technical requirements, waste disposal locations, and other project details.

Sheet C1012 shows the zone of explosive ordinance to only be associated with sheets

C1022 & C1032, however sheets C1022, C1032, and C1042 all contain Note 5 which states, "The Top 12" of all material to be removed, regardless of its final disposition, must be processed for munitions and explosives concern

(MEC) and material potential presenting an explosive hazard

(MPPEH). Does the area on sheet C1042 need to be processed for munitions as well?

Yes. The limits of disturbance will need to receive a

MEC/MPPEH

removal operations within the top 12" of soil. Soil below

12" will require

UXO construction support. The

MEC/MPPEH

removal and UXO

Construction support must be conducted with the draft ESS.

12 06/23/2020

Is a an Explosive Safety

Submission (ESS) available for the project?

See attached ESS

Final Draft

Report. This report will be finalized after the

Contractor is on-board.

13 06/23/20

Do all areas within the limits of disturbance shown on drawings

C1022, C1032 & C1042 need to be scanned to a

1’ depth for radiation?

The RSC is required to evaluate survey needs according the MARSSIM guidance and develop a suitable survey plan. The plan must include a conceptual site model that includes migration pathways. The plan must consider background measurements, the potential for radiological contamination below pavements and wherever excavation activities will take place. The total depth of the survey must include the depth of planned cut lines, actual excavation or disturbance, remediation excavations, and requirements of the conceptual site model as appropriate. The depth of sensitivity for each pass or lift cannot exceed one foot and cannot exceed six inches without suitable documentation of validity.

14 06/23/20

During the site walkthrough there were a number of old pieces of equipment, totes, crates, etc. located at the railcar site. Will the contractor be responsible for removing these from the railcar site?

Equipment, totes, crates and other items not shown as to be removed in the plans will be re-used by the government at the new DLA site.

Relocation of these items, will be done by the government prior to construction at this site.

15 06/23/20

Will all items located within buildings requiring demolition be removed by the government or is the contractor responsible for their removal?

Items located within the building requiring removal shall be done by the government prior to construction at this site.

16 06/23/20

Can pictures be provided of the interiors of buildings B-2943, B-

3248, & B-3249?

See attached photos.

17 06/23/20 C1022

Can pictures be provided of the truck scales and radiation detector for demolition?

See attached photos.

18 06/23/20 C1032

Will the government have the propane tanks shown on C1032 removed prior to the contractor's mobilization to site?

Government will have these removed prior to work beginning on the Railcar site. Propane tanks to remain active until new

DLA site is occupied.

19 06/23/20

C1022, C1032, C1042

How thick is the existing asphalt in the explosive railcar holding yard?

Asphalt pavement is likely to be in the range of 8" thick.

20 06/23/20

Is the asphalt that is to be removed to be milled and stored onsite? If so please provide a location where it will need to be hauled to.

Asphalt is not to be reused, therefore, it must be removed from the installation -see 02 41 00, section 3.1.4

21 06/23/20

Where are all salvaged materials to be stored onsite?

No area is specified. All laydown areas must be coordinated with

Contracting

Officer.

22 06/23/20 12 02 41 00

Specification 02 41 00, Section 3.3.6 states that unsalvageable and non-recyclable noncombustible materials will be disposed of in an area designated by the

Contracting Officer, however Section 3.5.1 states that the same materials may not be stored on site. Is the contractor to haul offsite all non-salvageable materials

(e.g. concrete, broken wood, masonry block, etc.), or are they to remain onsite at a location designated by the contracting officer?

If these materials are to remain onsite please provide a location where they will be stored?

These are for different materials. 3.5.1 is for "Dispose of debris, rubbish, scrap, and other no salvageable materials . . . " and "Storage of removed materials on the project site is prohibited."

23 06/23/20 02 41 00

Will the government provide a dumpster for scrap materials or is the contractor responsible to provide it?

3.1.8 notes

Contractor to

"Provide separate containers . . ."

24 06/23/20 02 41 00

Are the following materials to be salvaged and stored onsite?

Jersey Barrier, Light/

Power Poles, Hydrants, Sewer Pipe, Bollards, Manholes.

3.3.1, "Except for salvaged items specified in related Sections, and for materials or equipment scheduled for salvage, all materials and equipment removed and not reused or salvaged, shall become the property of the

Contractor and shall be removed from Government property." Any other items in the buildings and on the site to be maintained by the

Government will be removed prior to construction at the respective sites.

25 06/23/20 02 41 00 3.3.3/C

Specification 02 41 00 states, "Items damaged during removal or storage must be repaired or replaced to match existing item.”

Although best efforts and practices will be used, it may not be possible to salvage certain items (i.e too deteriorated). How will the government handle items that cannot be salvaged during the demolition process?

3.3.3/C notes the standard procedure. Items of concern shall be brought to the attention of the

Contracting

Officer in advance for resolution prior to removal.

26 06/23/20

27 06/23/20

C1022, What is the typical depth of flat concrete onsite?

Concrete pavement is likely to be in the range of 12" thick.

28 06/23/20

C1022, Should it be assumed that all buried electrical conduit is concrete encased?

Yes, all existing buried electrical conduit to be removed is concrete encased.

29 06/23/20 C1032

The majority of the rail to be removed is thought to be 70# or 75# it has been covered in dirt/rock for at least the last 25 years, there is a small amount of

115# rail off the highway crossings that will be removed that was installed about 2004 (this includes the turnout that is to be retained by the

Government) it is all covered with rock/dirt and condition is unknown. New

7"x 9" grade and switch ties were installed under the

115# rail on 20" centers in about

2004, the rest of the ties have not been maintained in the last 25 years. There is some 9020 rail and two 9020 #8 turnouts at the

North end (part of one has been removed). There may be a few salvage ties and some 115# and

9020 rail and some 9020 turnout parts. I think for bid proposes the contractor should assume all the rails and F&OTM are scrap and all ties are trash and plan for their disposal.
