In specification section 01 78 00 Closeout Submittals Page 6, Paragraph 3.1 states that As-Built
Drawings are to be scanned in color and provided to the contracting officer in pdf format. In specification section 01 78 00 Closeout Submittals Page 8, Paragraph 3.2 states that Record
Drawings are to be prepared in a single bookmarked pdf file directly from the CADD authoring software.
Is the Contractor responsible for preparing both As-Builts and
Record Drawings? If so, since this is a design/bid/build project will the DOR provide the Contractor with the CADD files free of charge so that the Record Drawings can be prepared?
As noted in, 01 78 00 paragraph
1.2.1 "As-built drawings are developed and maintained by the Contractor . . . " Paragraph 3.2 RECORD
DRAWINGS notes, "Prepare and submit the CADD Record Drawings in accordance with

Specification Section 01 50 00,
2.3.1 details the requirements for safety fencing. Details
A4/C5091 and A4/C5102 are provided to detail what is required to demarkate the extents of the wetlands that are not to be disturbed. This fence is not a safety fence and therefore does not need to meet minimum of 200 pounds of force exerted on it from any direction with less than 4 inches of deflection."
However, drawing detail A4/C5091 and A4/C5102 show a detail of how the fencing is to be installed which would not meet the deflection criteria if a 200 pound force was exerted on it. Can you please confirm that the standard detail shown in the drawings is acceptable to identify the wetland areas, and that the fencing does not have to meet the deflection criteria in the specification?

The limits of disturbance shown on drawings C1112 thru C1142 do not match the limits shown on drawings

2.1 E
Scale manufacturers will only supply a scale with 3 anchor bolts per load cell as opposed to the 2 anchor bolt maximum specified in specification 10 88 00. Please clarify that 3 anchor bolts are acceptable.
Two anchor bolt designs are available, and in fact standard, from at least one major manufacturer. 3 anchor bolt designs are also acceptable.
104 06/30/20
2.1/2.4 C/6
Scale manufacturers have indicated that Section 2.1 of specification 10
88 00 is in conflict with Section 2.4 and no scale is available meeting both of these criteria. Please provide clarification.
The second paragraph of Section 2.4, “The load cell shall not require a junction box to communicate ….” Is waived and not required. Other paragraphs of 2.4 are still required pending review of specific concerns when provided. Section 2.1.c is also waived.
105 06/30/20
2.1 F
Can the bumper plates be embedded into the concrete in lieu of bolting them to the concrete?
Section 2.1.f states, “The scale shall be a full electronic design, with internal self-checking weigh bridge. Weighbridges using bumper bolts, externally fixed check rods, or embedded bumper plates in the end walls will not be permitted.” The intent is that bumper plates will not be permitted whether embedded or bolted. The fourth paragraph of section 2.4 prohibits rocker type load cells requiring check rods, or bumper bolts and is intended to also preclude bumper plates.
106 06/30/20
Specification 10 88 00 does not specify any side rails on the scales, however the existing scale referenced has side rails. Are side rails required?
Siderails are not required.
107 06/30/20
2.2
It is stated that there shall be no bolted connection between the load cell and weighbridge assemblies. All the manufacturers we have reached out to require bolted connections between each weighbridge. Are bolted connections acceptable?
The fourth paragraph of Section
2.4 says. “Suspension system shall allow self-centering and free-floating platform.” This would preclude bolting load cells to the weigh bridge assemblies.
108 06/30/20
Will the existing truck scales be resued? If so where will they need to be taken and stored?
Per keynote 2 on drawing
D1012 the existing vehicle scale and associated components are to be removed.
109 06/30/20
Is a quantity of 8 load cells acceptable in lieu of the specified 10?
Scales with 8 load cells are acceptable provided they meet other requirements regarding load cell capacity and design.
110 06/30/20 C103
Drawing C1032 Note 5 states
"Demolish and remove foundation and associated underground chamber of former building B-2704
(See demolition drawings for detail).
This note is shown in 2 locations on the drawings, one at the septic tanks location and one at the bump-out of the retaining wall. Which is the correct location? Additionally, please provide details or a description of this underground chamber.
Note 5 is correct for both locations. However, Note 1, identifying the septic tank location will be relocated to the south in the amendment.
Available drawings of the existing building B-2704 were provided for reference in a previous amendment.

Lightning Protection; Several bore samples indicate failed depth due to possible concrete fill or existing concrete foundations. Will it be the contractors responsibility to remove obstructions to achieve depth for poles and utilities?
Boring Logs B-04 and B-07 indicate auger refusal at a depth of approximately 6'. No lightning protection poles are proposed in these locations, however, storm sewer ST-3 to
ST-7 is near these boring locations. The depth of this proposed storm sewer is approximately 7'-8' and may require obstruction removal to install.
