SAFETY SUMMARY
GENERAL SAFETY NOTICES
The following general safety notices supplement the specific warnings and cautions appearing elsewhere in this manual. They are recommended precautions that must be understood and applied during operation and maintenance of the equipment covered herein. Should situations arise that are not covered in the general or spe-cific safety precautions, the commanding officer or other authority will issue orders as deemed necessary to cover the situation. No work shall be undertaken on energized equipment or circuits until approval of the commanding officer is obtained, and then only in accordance with Naval Ships’ Technical Manual (NSTM) S9086-KC-STM- 010/Chapter 300.
DO NOT REPAIR OR ADJUST ALONE
Under no circumstances shall repair or adjustment of energized equipment be attempted alone. The imme-diate presence of someone capable of rendering first aid is required. Before making adjustments, be sure to pro-tect against grounding. If possible, adjustments should be made with one hand, with the other hand free and clear of equipment. Even when power has been removed from equipment circuits, dangerous potentials may still exist due to retention of charges by capacitors. Circuits must be grounded and all capacitors discharged prior to attempting repairs. Equipment should be deenergized and properly tagged out according to the ship’s Standard Operating Procedures.
TEST EQUIPMENT
Make certain test equipment is in good condition. If a metal-cased test meter must be held, ground the case of the meter before starting measurement. Do not touch live equipment or personnel working on live equipment while holding a test meter. Do not ground any measuring devices; these devices should not be held when taking measurements.
INTERLOCKS
Interlocks are provided for safety of personnel and equipment and should be used only for the purpose intended. They should not be battle shorted or otherwise modified except by authorized maintenance personnel.
Do not depend solely upon interlocks for protection. Whenever possible, disconnect power at the power distri-bution source.
MOVING EQUIPMENT
Personnel shall remain clear of moving equipment. If equipment requires adjustment while in motion, a safety watch shall be posted. The safety watch shall be qualified to administer CPR, have a full view of the operations being performed, and have immediate access to controls capable of stopping equipment motion.
FIRST AID
An injury, no matter how slight, shall never go unattended. Always obtain first aid or medical attention immediately, and file an injury report in accordance with OPNAVINST 5102.1 series, subj: Mishap Investigation and Reporting.

RESUSCITATION
Personnel working with or near high voltage shall be familiar with approved methods of resuscitation.
Should someone be injured and stop breathing, begin resuscitation immediately. A delay could cost the victim’s life. Resuscitation procedures shall be posted in all electrically hazardous areas. Viton seals are used in this equipment. Viton is a fluorelastmer, i.e. a synthetic rubber-like material containing fluorine. When used under its designed conditions it is perfectly satisfactory and safe. However, if exposed to a temperature in the region of 750 °F (400 °C) or higher, the material does not burn but decomposes and forms a hydrofluoric acid. This acid is extremely corrosive and is almost impossible to remove once it contaminates the skin.
If required to inspect equipment which has been exposed to a very high temperature, look closely for signs of decomposition of the seals or gaskets, which will appear charred or as a black sticky substance. If decompo-sition has occurred, do not under any circumstances touch either the seal material or in the vicinity of the seal area. If chemical contamination of the skin occurs by decomposition of Viton, it may be necessary to surgically remove the affected area from the skin.
Use acid resistant gloves, eye protection and decontaminate the equipment by neutralizing the acid with a caustic soda solution and flush with water. Dispose of the contaminated waste in accordance with hazardous waste disposal instructions.
GENERAL PRECAUTIONS
The following general precautions are to be observed at all times.
1. Install and ground all electrical components associated with this system/equipment in accordance with applicable Navy regulations and approved shipboard practices.
2. Ensure that all maintenance operations comply with Navy Occupational Safety and Health (NAVOSH) Program Manual for Forces Afloat, OPNAVINST 5100.19 series.
3. Observe precautions set forth in NSTM S9086-KC-STM-010/Chapter 300 with respect to electrical equipment and circuits.
4. Ensure that protective guards and shutdown devices are properly installed and maintained around rotating parts of machinery and high voltage sources.
5. Do not wear loose clothing while working around rotating parts of machinery.
6. Ensure that special precautionary measures are employed to prevent applying power to the system/ equipment any time maintenance work is in progress.
7. Do not make any unauthorized alterations to equipment or components.
8. Before working on electrical system/equipment, use the correct tag out procedure and check with voltmeter to ensure that system is not energized.
9. Consider all circuits not known to be ″dead,″ ″live″ and dangerous at all times.
10. When working near electricity, do not use metal rules, flashlights, metallic pencils, or any other objects having exposed conducting material.
11. Deenergize all equipment before connecting or disconnecting meters or test leads.

12. When connecting a meter to terminals for measurement, use range higher than expected voltage.
13. Before operating equipment or performing any tests or measurements, ensure area is dry of water or other liquid conductive material and that frames of all motors and starter panels are securely grounded.
14. Ensure that area is well-ventilated when using cleaning compound or solvent. Avoid prolonged breathing of fumes and compound or solvent contact with skin or eyes.

WARNINGS AND CAUTIONS

Ensure foil sealing discs are replaced with factory supplied replacements. Use of kitchen foil or other substitutes may prevent disc rupture and thus prevent the discharge of APC solution through the nozzles. (Page 2-1, page 2-5)
Do not remove the pressure switch from the charged cylinder. Injury to person-nel may result if removal is done while the cylinder is pressurized. (Page 8-1, page 8-2)

GENERAL INFORMATION

INTRODUCTION
1-1. INTRODUCTION.
This manual contains information necessary to operate, maintain, repair, and install the Deep Fat Fryer Fire Extinguishing System, herein referred to as the Aqueous Potassium Carbonate (APC) System. This manual is applicable to surface ship and submarine APC systems installed in accordance with MIL-E-24416, revision B, and NAVSEA Standard Installation Drawing, 803-6397385, revision A. APC systems installed in accordance with later revisions to the listed specification and Standard Drawing will have significantly different configurations and operating requirements, which are not covered in this manual. Chapters 1, 2, 3, 4, and 8 of the manual have been subdivided to provide surface ship specific APC system information followed by submarine specific APC system information. When using this manual, refer to the applicable section of each chapter for the surface ship or sub-marine information.

1-2. APC SYSTEM.
The sole source vendor for MIL-E-24416 APC systems is phasing out production of APC cylinders and replacement components. NAVSEA will identify comparable components to replace obsolete parts and create a ship change document (SCD).
The APC system is a fixed fire extinguishing system specifically designed to protect the deep fat fryers. In some installations, protection is also provided for the associated exhaust system. The APC system is a self con-tained system. Its only interface with other systems is through the pressure switch(es) that interrupt electrical power to the protected fryers and in some installations, initiate alarms and secure ventilation and dampers. The APC system is divided into three subsystems; the cylinder assembly (Figure 1-1), cable release system, and dis-tribution piping. See block diagram (Figure 1-2).
Two types of APC are used to protect various ship configurations: Type A and Type B. Each APC system consists of components manufactured in accordance with MIL-E-24416 (Extinguishing System, Fire, Fixed, Aqueous Potassium Carbonate). The distinguishing characteristic of each type of APC system is the quantity of APC solution needed for protection of the different-size ship configurations. Each APC system installation is custom-fit to a configuration.
1-2.1 The APC system extinguishing agent is a solution of potassium carbonate and water. When the solution is applied to hot grease, it turns to a soapy, combustion resistant froth that separates the grease from its source of oxygen. There is little or no cooling with APC.

1-2.2 The APC system responds either manually or automatically. The fusible links supplied with this system take one to three minutes to melt under optimum conditions, therefore, automatic operation of the APC system by melting of the fusible links is a backup to manual actuation. The automatic discharge of APC solution from the cylinder is initiated by the separation of the fusible links at the detectors. The separation of the links releases the tension in the cable release system. This in turn activates the APC cylinder valve, discharging the APC solu-tion. The APC solution is propelled by nitrogen gas also stored in the APC cylinder. Distribution piping delivers the APC solution to extinguish the fire. This is done through piping and nozzles located over the deep fat fryers.
In some installations, nozzles are also located in the plenums and exhaust ductwork.
1-3. PHYSICAL ARRANGEMENT.
The APC system is installed to protect deep fat fryers located in all galleys, bakeries, and pantries. Figure 1-3 shows the general arrangement of an APC system installation protecting deep fat fryers. Since system instal-lation requirements have changed over time, actual configurations may vary. For example, some installations are not equipped with pressure switches in the distribution piping, some installations have plenum and duct nozzles, Figure 1-2 APC System Block Diagram
1-4 and some installations have the APC cylinder pressure switch mounted to the bulkhead and connected to the cyl-inder with tubing instead of being directly mounted on the cylinder dome.
1-4. EQUIPMENT DESCRIPTION.
1-4.1 APC System. Each APC system consists of a cylinder assembly, a cable release system, and distribution piping. The components that make up each of these subsystems are described in the following paragraphs.
The APC cylinder assemblies are obsolete without replacement. Hydrostatic test-ing is authorized in lieu of replacement of expired cylinders. Retain cylinder valve and lever control head for re-installation of cylinder.
1-4.2 Cylinder Assembly. Typical cylinder assemblies are shown as Figure 1-1. The assembly provides for control and storage of APC solution and propellant. The cylinder assembly consists of the storage cylinder, cyl-inder valve, lever control head, pressure gage, and pressure switch. There are different sizes of cylinder assem-blies used in APC systems: There is a 1-gallon assembly that is being phased replaced with a 2-gallon assembly, and a 6-gallon assembly. The storage cylinder is charged with APC solution and pressurized with nitrogen. The nitrogen pressure is the propellant for discharging the APC solution. The lever control head interfaces with the cable release system and is a manual/automatic actuator. The cylinder valve, with the lever control head attached, controls the automatic or manual actuation of the storage cylinder. The pressure gage installed on the cylinder valve provides a local indication of cylinder pressure. Depending on the installation, cylinder pressure switches may do any or all of the following: secure power to the protected appliance, secure ventilation and or dampers;
actuate alarms.
1-4.2.1 APC Storage Cylinder. Standard-size storage cylinders are used in the two different types of APC sys-tems. The storage cylinder(s) must be installed in an upright position and mounted in a vertical position with mounting brackets. The storage cylinders contain a premixed solution of potassium carbonate and water. The Type A system uses a 1-gallon storage cylinder containing 2-1/2 quarts of APC solution. When DB-2811R1C1 is installed the Type A system will use 2-gallon APC cylinders charged with 5 quarts of APC solution in place of the 2-1/2 quart APC solution cylinders. Type A 1-gallon storage cylinders are no longer manufactured commer-cially. Current PMS requires cylinder replacement only when failing visual inspection criteria or expiration of hydrostatic test date. Hydrostatic testing is authorized in lieu of replacing expired cylinders. The Type B system uses a 6-gallon storage cylinder containing 4 gallons of APC solution.

1-4.2.2 Lever Control Head. The lever control head is the cylinder valve actuator. It mounts directly to the cyl-inder valve and controls the automatic or manual discharge of the cylinder assembly. Copper tubing connects the nitrogen cartridge of the cable release system to the lever control head. In the automatic mode of operation, the lever control head is operated pneumatically by nitrogen pressure from the cable release system. Manual opera-tion is performed by pulling the release pin and lever.
1-4.2.3 Cylinder Valve. The cylinder valve (Figure 1-4) is the interface between the storage cylinder and the distribution piping. The cylinder valve is actuated by the lever control head. When open, the cylinder valve allows the discharge of APC solution. A pressure gage mounted to the cylinder valve monitors cylinder pressure.
1-4.2.4 Pressure Switch. The purpose and installation of pressure switches in the APC system varies depend-ing on system configuration. Cylinder pressure switches are connected to the cylinder valve for ″A″ size cylin-ders and connected to the dome of the cylinder for ″B″ size cylinders. In some installations the pressure switch is mounted on a bulkhead or stanchion with tubing run from the cylinder to the pressure switch(es). The cylin-der pressure switch(es) may perform any or all of the following functions: secure power to the protected appli-ance, secure ventilation and dampers, actuate alarms. In newer installations the cylinder pressure switch only actuates a low pressure alarm, while a distribution piping switch secures power to the protected appliance, secures ventilation and dampers and actuates fire alarms.
1-4.3 Cable Release System. This system (Figure 1-5) consists of the remote manual control box, detector assemblies, pressure release control box, cable sections, corner pulleys, and mounting hardware. The anchor for the cable release sections is the remote manual control box. From the remote manual control box, the cable sec-tions are joined at detector assemblies by fusible links to form a continuous cable. Changes in direction of the cable release sections must be done by 90-degree corner pulleys.
