About this file
This document outlines the scope of work for item number 962 involving inspection, service, and testing of the impressed current cathodic protection system aboard the USNS ARCTIC. The work includes conducting inspections and assessments both before and after drydocking to evaluate the condition of the system components including anodes, reference electrodes, power supplies and controllers. The contractor must perform all maintenance, testing and repairs in accordance with manufacturer requirements and specifications. Reporting includes submitting condition and service reports documenting inspection findings and certifying the system is safe for operation upon completion of the work. The solicitation number and opportunity description indicate this scope of work is part of a broader solicitation by the Department of the Navy Military Sealift Command for regular overhaul and drydocking of the USNS ARCTIC scheduled for January 2022.

1.2 Item Description/Manufacturer’s Data
Evoqua ICCP Marine Impressed Current Cathodic Protection System (ARCTIC).
GOVERNMENT FURNISHED EQUIPMENT/MATERIAL/SERVICE: None
NOTES
1.3 The contractor and all subcontractors, regardless of tier must consult the General Technical Requirements (GTR) to determine applicability to this work item. In performance of this work item, the contractor and all subcontractors regardless of tier must comply with the requirements of all applicable GTR’s including but not limited to GTR’s 1 through 7, 22, 23, 24, 28, and 29.
1.4 The contractor and all subcontractors, regardless of tier are advised to review other work items under this contract, including but not limited to Work items 020, 021, XXX and 901 to determine their effect on the work required under this work item. Many of the definitions relating to performance of this work item are found in Work Item 001.
1.5 Several ICCP anode and reference electrode locations are within shipboard tanks. The cost for cleaning and gas-freeing of these tanks is covered under Work Item No. 020 and 021 of this work package.
2.0 QUALITY ASSURANCE REQUIREMENTS: None additional
3.0 STATEMENT OF WORK REQUIRED
3.1 Inspect, service, and test the ICCP Marine Impressed Current Cathodic Protection System identified in section 3.0 using References 2.1 through 2.4 as guidance. Accomplish all tasks using IMO, SOLAS, and the Manufacturer’s requirements as guidance.
3.2 Within three (3) days of vessel arrival and prior to drydocking, conduct an inspection meeting the manufacturer’s design, installation, maintenance instructions and service bulletin requirements. Accomplish the following:
3.2.1 With the assistance of the Chief Engineer, review the monthly ICCP Logs. Identify the optimum reference cell potential. Measure and record the actual hull potential (reference cell voltage). Submit an “as found” report describing the systems history of performance, the optimum and actual hull potential readings to the OMT REP.
NOTE: Ship’s force will continue to log the system readings up to the time the vessel enters the dry dock.
3.2.2 Visually examine the ICCP cabinets, controller, power supplies, shaft-hull millivoltmeter, and reference electrode alarm using References 2.1 through 2.4 as guidance. Note the condition of lights, switches, meters, placards, fans, breakers, wiring, wire connections, and fuses. Tighten any loose connections found and clean the cabinet internals using a small vacuum cleaner and a soft brush.
3.2.3 Inspect the cofferdam and anode gland assemblies for watertight integrity and signs of condensation, leakage, and corrosion.
3.2.4 Inspect the cofferdam and reference electrode stuffing tube assemblies for watertight integrity and signs of condensation, leakage, and corrosion.
3.2.5 Examine the shaft ground assembly including brushes, brush holders, and holding straps.
3.2.6 Inspect the rudder post bonding to the hull.
3.2.7 Perform all system checks, service and maintenance using References 2.1 through 2.4 as guidance. Verify the system and components are within specification and document the results.
WARNING: Hazardous voltages are present in this equipment. Ensure all tag out procedures are using current shipyard instructions as guidance. Failure to comply with tag out procedures could result in injury to personnel and damage to equipment.
CAUTION: Never use a megger to check an anode or reference electrode, which is submerged in water. A voltmeter should be used for this test.
a. Individually test each hull anode. Measure and record the voltage and current found.
b. Individually test each reference electrode. Measure and record the voltage found.
3.2.8 Functionally test the ICCP system in both manual and automatic modes. Demonstrate all features and verify performance using References 2.1 through 2.4 as guidance.
3.2.9 Submit an “as found” report describing the ICCP System history of performance and the optimum and actual hull potential readings to the OMT REP and anticipated repairs and materials needed to restore system to optimal performance.
Coordinate with ship’s force to tag-out the ICCP System just prior to drydocking the vessel.
3.3 With the vessel on drydock, conduct the following using References 2.1 through 2.4 as guidance:
3.3.1 Immediately upon completion of the hull cleaning, hand clean each anode and reference cell.
3.3.2 Inspect the hull and appendages for signs of corrosion.
3.3.3 Inspect the condition of the sacrificial anodes.
3.3.4 Inspect the condition of all impressed current anodes, dielectric shields, and reference electrodes.
NOTE: Capastic repairs are addressed by Work Item 959 – Underwater Hull Painting.
3.3.5 Protect all anodes and reference electrodes.
CAUTION: Do not sand wash, sandblast, or paint the hull anode. Sandblasting will remove the platinum from the strip. Painting will render the anode ineffective. During drydocking period, the anode should be masked off with plywood or heavy cardboard to prevent damage from mechanical cleaning and painting. Remove masking prior to launching hull.
3.3.6 Seal all glands and cofferdams using new gaskets.
3.4 Upon undocking, conduct a final operational test of the Evoqua ICCP Marine Impressed Current Cathodic Protection System in the presence of the OMT REP. Both manual and automatic modes are to be demonstrated. Verify performance using References 2.1 through 2.4 as guidance. Testing of the ICCP System is to meet the manufacturer’s design, installation, maintenance instructions and service bulletin requirements.
3.5 Maintain workspaces in a clean condition during and upon completion of the work requirements. Prevent contamination of any adjacent equipment and spaces.
3.6 Upon completion of all inspections, tests and repairs, return the Evoqua ICCP Marine Impressed Current Cathodic Protection System to a ready for service condition.
3.7 With the assistance of ship’s force, tag-in all required systems and equipment.
3.8 Reports
3.8.1 When inspections, maintenance, servicing and testing reveal any deficiency, a condition report is to be submitted to the OMT REP with recommended repairs and parts required. Submit one (1) electronic copy in Portable Document Format (PDF).
3.8.2 Upon completion of all inspections, maintenance, servicing, and testing, prepare and submit a typewritten Service Report documenting the final “as released” condition of the ICCP System affirming it is safe for use. Submit one (1) electronic copy in Portable Document Format (PDF).
3.8.3 All reports and checklists are to be completed and signed by the person who carried out the inspections, maintenance, servicing, and testing and are to be countersigned by the Company's representative.
3.9 Painting/Lagging
NOTE: Capastic repairs are addressed by the Underwater Hull Paint Work Items 0959 and 0960.
3.9.1 Prepare, prime, paint and restore all new and disturbed surfaces to match surrounding surfaces.
3.10 Manufacturer’s Representative
