QUESTIONS AND ANSWERS #2

The following are answers to questions received from potential offerors. The answers provide clarification only and DO NOT constitute an amendment to the solicitation.

QUESTION #1:

SPECIFICATION ITEM NO.: 0104, PARAGRAPH / SECTION NO: Various TITLE: KINGPOST SURVEY AND REPAIR.

1. The item allows for staging (7.2) and washing (7.7) after which there is an inspection (7.8). The item however doesn’t provide for any amount of spot grit blasting. Are we to price the spot blasting and spot coating after survey?

1. What is the total surface area of each king post?

1. Due to the cost of containment, protection and clean up could spot UHP water blasting to a WJ-2L or spot power tool cleaning to an SP-3 be utilized instead of spot grit blasting?

1. Can the coatings be applied via brush and roll (as long as the proper milage is obtained) or must spray application be utilized?

1. Paragraph 7.14.2 directs that “all prepared areas shall be top coated”. Is this the entire area of all nine (9) king post or just the areas prepared via spot blasting and spot coating?

ANSWER: The work item will be revised and submitted prior to the Amendment Milestone.

UHP blasting is preferred. Grit blasting is to be avoided.

Brush and Roll will be acceptable.

QUESTION #2:

1. SPECIFICATION ITEM NO.: 0157; PARAGRAPH / SECTION NO: Various, TITLE: POTABLE WAT The items title says “spot repair”. Paragraph 7.13.2 says to completely blast the interior of each tank. Please confirm that a full blast in each tank is required.

2. Please confirm that 500 sq ft is the total area of each tank listed in 3.0.

ANSWER:

1. The items title says “spot repair”. Paragraph 7.13.2 says to completely blast the interior of each tank. Please confirm that a full blast in each tank is required.

Paragraph 7.13.2 states that the entire tank will be high pressure power washed as the first step in the cleaning process. The UHP blast in the tank is only for the identified areas up to 500 square feet per tank.

2. Please confirm that 500 sq ft is the total area of each tank listed in 3.0.

The work item requires 500 square feet per tank.

The work item shall be corrected and issued with the amendment.

QUESTION #3:

SPECIFICATION ITEM NO.: 0165; PARAGRAPH / SECTION NO; 3.2; TITLE: BILDGE PRESERVATION T-AOE CCSI REV 1.

1. Paragraphs 3.2 and 3.3.1 provides a total surface area (1500 sq ft). Please confirm that 1500 sq ft is the total area of the Auxiliary Machinery Room Pump Room Bilge.

2. Par 7.12.3 directs to power tool clean the entire bilge area (1500 sq ft) to an SP-3 but then par 7.12.4 says to spot power tool clean certain areas (10% or 150 sq ft) to an SP-11. Which is correct?

3. If in fact this item requires spot surface preparation can we assume spot work would be in minimum one square foot increments

ANSWER:

1. Paragraphs 3.2 and 3.3.1 provides a total surface area (1500 sq ft). Please confirm that 1500 sq ft is the total area of the Auxiliary Machinery Room Pump Room Bilge.

1500 square feet is the estimated total for the AMR Pump Room Bilges.

2. Par 7.12.3 directs to power tool clean the entire bilge area (1500 sq ft) to an SP-3 but then par 7.12.4 says to spot power tool clean certain areas (10% or 150 sq ft) to an SP-11. Which is correct?

THE WORK ITEM DIRECTS THE ENTIRE BILGE IS TO BE CLEANED TO SP-3 STANDARDS. IT ADDES THAT AN ESTIMATED 10% OR 150 SQ FT WILL REQUIRE ADDITIONAL POWER TOOLING TO BARE METAL.

3. If in fact this item requires spot surface preparation can we assume spot work would be in minimum one square foot increments AREAS BEYOND 10% THAT REQUIRE SP-11 TO BARE METAL WILL BE SUBJECT TO A CHANGE ORDER.

QUESTION #4:

1. SPECIFICATION ITEM NO.: 0166; PARAGRAPH / SECTION NO: 3.2 TITLE: TANK PRESERVATION. Paragraph 3.2 list two (2) tanks with a surface area of 22,900 sq ft. Is this the total area of both tanks combined (11,450 sq ft each) or is this the per tank area for total of 45,800 sq ft?

ANSWER: 22,900 each tank. 45,800 square feet total. Work Item shall be revised and submitted with Amendment.

QUESTION #5:

SPECIFICATION ITEM NO.: 0953, PARAGRAPH / SECTION NO: TITLE: Various; TITLE: ANCHORS, CHAINS AND LOCKERS (5YR) T-AOE CCSI.

1. How much existing mud removal should be allowed for in the chain lockers (7.4.6)?

1. Should staging be installed to support the survey required in par 7.4.7 (the washing could be accomplished via a fire hose)

1. Para. 7.5.5 directs to water blast to a WJ-1 (which is the highest water blast standard there is) while later in the same paragraph is says to water blast to a WJ-3 (which is a commercial blast) and usually specified by MSC. Please confirm that a “commercial blast” to a WJ-3 is acceptable.

ANSWER:

0. All mud is to be removed.

0. There is no requirement that directs the contractor to stage the chain locker. The work item defines the end result expected not how to accomplish it. The choice to stage or not stage the chain locker is up to the contractor.

0. Work Item has been revised to reflect NACE WJ-2/SSPC-SP WJ-2 (L) Light flash rust. The revised work item shall be included in the Amendment.

QUESTION #6:

SPECIFICATION ITEM NO.: 0959, PARAGRAPH / SECTION NO: Various. TITLE: UNDERWATER HULL CLEANING AND PAINTING-NWB (10YR) T-AOE CCSI REV 1.

1. The entire under water hull is being pressure washed in Item 901 (7.1.15) and also here (7.9.2). Please confirm that a double pressure wash is desired.

1. Our intent is to offer pricing for par 7.9.8 b. based on “grit slurry blasting” which is a more cost effective method of surface preparation and controls the dust. The area would then pressure washed prior to coating. The resulting surface would be a WJ-2L with a surface profile. This would be in keeping with past MSC jobs. Please confirm this is acceptable

ANSWER:

0. Double washing is not required. The pressure washing called out in work item 901 should suffice however be advised that if during the post washing inspection, there are areas that were not cleaned sufficiently, the government will require additional washing at no additional expense. The pressure wash should be priced with either the 901 or the 959 item, not both.

0. The work item has been revised to reflect that UHP blasting is the only acceptable means of cleaning the hull. The revised work item shall be included in the work package amendment.

QUESTION #7:

1. SPECIFICATION ITEM NO.: 0961, PARAGRAPH / SECTION NO: Various; TITLE: FREEBOARD PRESERVATION (5YR) T-AOE CCSI. Our intent is to offer pricing for par 7.9.7 b. based on “grit slurry blasting” which is a more cost effective method of surface preparation and controls the dust. ANSWER: UHP is the only acceptable means of surface preparation. The work item has been revised to reflect that and will be issued in an upcoming amendment.

QUESTION #8:

SPECIFICATION ITEM NO.: WI 0097, PARAGRAPH / SECTION NO: 4.1; TITLE: REPLACE RUDDER BEARINGS ARCTIC ROH 2022 REV1.

4.0 GOVERNMENT FURNISHED MATERIAL

Please provide clarification or parts listing for GFM listed in 4.1.

4.1 Overhaul kit with tools for outboard ER seals, manufactured by John Crane, Quantity: (1) Recommend:

QTY 2 - OVERHAUL KIT PART NUMBER WLP001280-000 containing the following:

ANSWER: It is unclear what information the contractor is requesting. Please reword/rescope question.

QUESTION #9:

SPECIFICATION ITEM NO.: WI 0902 TITLE: SEA SUCTION AND DISCHARGE WATER PIPING. Please provide reference 2.4 – T-AOE 8 – List of Waster Sleeves.

ANSWER: References will be provided.

QUESTION #10:

SPECIFICATION ITEM NO.:0906, TITLE: ULTRA SONIC THICKENSS TESTING. Paragraph 3.2 States 15,000 readings, paragraph 7.2 states 6,000, please advise.

ANSWER: The work item has been corrected so that Paragraph 7.2 matches the amount in Paragraph 3.2. The revised work item shall be released in the amendment prior to the Amendment Release Milestone.

QUESTION #11:

SPECIFICATION ITEM NO.: 0653, TITLE: ANNUAL RESCUE BOAT AND DAVIT SERVICE. We have not serviced or inspected the Artic before and this SOW includes engine service. I will need the ship to provide the engine, make, model and serial number in order to complete my quote.

ANSWER: Cummins 6BT5.9M Serial Numbers 9137 & 9316 (last known).

QUESTION #12: Missing Drawings, Several items need reference 7488530 Fire Control Plan, however reference number 7489530 was provided. Please clarify and/or provide correct drwg or revised items showing correct number. (needed for these items 565, 567, 568, 562, 568 just to name a few).

ANSWER: Please provide a specific list of missing references vice a non specific generalized request.

QUESTION #13:

SPECIFICATION ITEM NO.: 0662, PARAGRAPH / SECTION NO: TITLE: Missing References, Please provide ref. #2.1 – S6161-pq-FSE-010, 2.2 – S9555-AR-MMO-010.

ANSWER: References will be provided.

QUESTION #14:

SPECIFICATION ITEM NO.: 0661, PARAGRAPH / SECTION NO: TITLE: CARPET REPLACEMENT. Please provide a footage for the cove base. A footage for the carpet and underlayment was provided.

ANSWER: 300 FEET.

QUESTION #15:

SPECIFICATION ITEM NO.: 0569, PARAGRAPH / SECTION NO: 3.1.d; TITLE: Fire and Smoke Detection and Alarm System (1 YR)(SCSI)_TAOE_CCSI REV 1. Para. 3.1.d states that there are 120 gas detectors. None of the drawings show gas detectors. Our subcontractor that has addressed these vessel items states “we have never worked on a Gas Detection System on the Arctic”. Please advise.

ANSWER: Paragraph 3.1.d shall be removed from the work item and re-issued in amendment.

QUESTION #16:

SPECIFICATION ITEM NO.: 0906, PARAGRAPH / SECTION NO: 3.2/7.2; TITLE: ULTRA SONIC TESTING REV ARCTIC ROH, Para. 3.2 states the quantity is 15,000 readings. Para. 7.2 states to accomplish 6,000 readings. Please clarify amount of readings to be quoted.

ANSWER: The work item has been corrected so that Paragraph 7.2 matches the amount in Paragraph 3.2. The revised work item shall be released in the amendment prior to the Amendment Release Milestone.

QUESTION #17:

SPECIFICATION ITEM NO.: 0157; PARAGRAPH / SECTION NO: 7.13.2 TITLE: POTABLE WATER TANK PRESERVATION, Paragraph 7.13.2 Abrasive blast the interiors of the tanks, including all structural members, internal piping, reach rods, reach rod support brackets, interiors of manhole covers, and interiors of removed access cuts, using Reference 2.2 for guidance. Please provide total square footage per tank.

ANSWER: The work item is to spot preserve up to 500 square feet in each of the four Potable water tanks. Some areas might require blasting, it is unknown what areas will require the level of cleaning until an internal tank inspection. For estimating purposes, bid 500 square feet will require blasting. Anything about 500 per tank will be subject to a change order.

QUESTION #18:

SPECIFICATION ITEM NO.: 0662 PARAGRAPH / SECTION NO: 3.1.2 TITLE: DEEP FAT FRYER INSPECTION, Please advise number of Deep Fat Fryers included in this work item.

ANSWER: 8 Total.

QUESTION #19:

SPECIFICATION ITEM NO.: 0851, PARAGRAPH / SECTION NO: 3.1.2/3.2 TITLE: GALLEY VENTILATION SYSTEM AND GAYLORD HOOD CLEANING, Paragraph 3.1.2 and paragraph 3.2 reference ECONOVENT hoods. The rest of the item paragraphs reference Gaylord Hoods. Which is correct? If ECONOVENT is correct please supply the contact information for technical representation.

ANSWER: Econovent. The government has no contact information for Econovent technical representation.

QUESTION #20:

SPECIFICATION ITEM NO.: 0907, PARAGRAPH / SECTION NO: 4.1-4.3 TITLE: REPLACE RUDDER BEARINGS ARCTIC ROH 2022 REV 1, Para. 4.1 thru 4.3 lists the govt furnished materials. It lists (1) John Crane seal overhaul kit, there should be (2). Please confirm you are furnishing materials for both rudders.

ANSWER: The kits are on order.

QUESTION #21:

SPECIFICATION ITEM NO.: 0561, PARAGRAPH / SECTION NO: 2.0 TITLE: INSTRUMNT CALIBRATION, USNS Arctic Master Calibration List 2.1.4 Machinery Control ystem/SSDG/LM2500 Sensors List ANSWER: List will be provided with this Q and A response.

QUESTION #22:

SPECIFICATION ITEM NO.: 0021, PARAGRAPH / SECTION NO: 7.3 TITLE: CLEAN AND GAS FREE TANKS, Please confirm qty of 1,200,000 gal of cargo fuel oil, 80,000 gallons of JP-5, and 450,000 gallons of bunker fuel to be offloaded and stored.

ANSWER: The quantities listed above are the projected amounts of fuel that the vessel will have when it arrives in the contracting facility. The actual amount may differ and the storage requirement and costs can be adjusted for in either direction.

QUESTION #23:

SPECIFICATION ITEM NO.: 0021, PARAGRAPH / SECTION NO: TITLE: CLEAN AND GAS FREE TANKS, Paragraph 7.6 instructs to accomplish work for all tanks and spaces listed in enclosure 2.2.1. Enclosure 2.2.1 in “open required column” appears to indicate certain tanks that are not being opened, designated with “no”. Please clarify if all tanks and spaces listed are to be worked or clearly specify those that are.

ANSWER: Open tanks that have a YES in the column. Tanks that have a NO in the column are not required to be opened. The enclosure was reviewed and found some columns did not have a Yes or a No. That will be corrected and issued in the amendment.

QUESTION #24:

SPECIFICATION ITEM NO.: 0030, PARAGRAPH / SECTION NO: TITLE: CONTINUATION Of SERVICES, Pricing sheet breakdown for work item 030 does not reflect the specification. Please revise J-3.

ANSWER: J-3 provided with this Q& A.

QUESTION #25:

SPECIFICATION ITEM NO.: 0561, PARAGRAPH / SECTION NO: TITLE: INSTRUMENT CALIBRATION AND REPAIR, Please provide reference 2.1.3 (Master Calibration List) and 2.1.4 (Machinery Control System/LM2500 Sensor List).

ANSWER: Calibration List provided with this Q & A response.
