212MUSTINJ-1/J-11 (Work Spec Package)3.7MUSTIN. Work item 997-11-001 paragraph 3.7 states to drydock the ship during the first 10 percent of the availability and paragraph 3.20 states to undock the ship at a mutually agreeable time. Attachment J-3 states that the dock and undock dates are to be determined by the offeror IAW 997-11-001, but also states to have a minimum dock duration of 220 days. In order to maximize competition on this solicitation it is recommended the more flexibility be provided by allowing docking within the first 20 percent of the availability and removing the minimum dock duration constraint from Attachment J-3.All docking and undocking restrictions have been removed. See errata 11 and updated J-3.
213MUSTINJ-1/J-11 (Work Spec Package)J-13997-11-001 In accordance with the RFP provisions and the Dry-Docking work item specification(s), please clarify the latest date that the MUSTIN can be docked. In addition, please clarify that the Government does not intend to adjust the RFP schedule after contract award to accommodate alternate docking schedules; i.e., allowing a bidder to dock the vessel(s) later than the latest docking dates allowed in the RFP and Dry-Docking work item specifications. All docking and undocking restrictions have been removed. See errata 11 and updated J-3.
214MUSTINJ-1/J-11 (Work Spec Package)2.2WI 311-80-001 Paragraph 3.1 of the referenced Work Item directs the contractor to acomplish the requiremenst of 2.2 AER 66085, Repair Generator Cabling Chafing. 215 SAN DIEGO RFP Section L Page 207 of 225, Section L - Instructions, Conditions and Notices to Bidders, II.A. 1., Contractor notes receipt of the RFP-N00024-21-R-4442 on 22 December 2020 and that the current due date of 22 February 2021 result in a compressed proposal development timeline for the following reasons.

1) Customer did not provide the final revisions for reference required within the J-1 TPPC-LPD22-SWRMC21-CN01. (PPI's submitted)

2) Customer did not provide all of the required references within the J-1 TPPC-LPD22-SWRMC21-CN01. (PPI's submitted)

3) Customer has not issued an Amendment providing answers for any of the Contracotrs PPI's submitted to date.

Despite data being available, the proposal due date only allows contractors roughly ~41 planning days to prepare and provide a robust proposal for 312 work items. Cuncurrently the contractor is preparing a proposal for 352 work items for USS Mustin (DDG-89).During the on-going Pandemic (COVID-19), aquiring reliable quotes from the subcontractor and material vendor communities in order to prepare an accurate and robust proposal is a struggel. The current planning timeline will have a negative effect on bid development.

Bidder’s Question:

1) In order to depressurize the planning schedule and afford all contractors ample time to prepare/submit accurate proposals, and to allow for adequate time for subcontractor/vendor solicitations/evaluations/selections, request that the proposal due date be extended from 22 February 2021 at 10:00 am, Eastern Standard Time to 15 March 2021 at 10:00 am, Eastern Standard Time.Proposal due date is extended from 01 March 2021 to 22 March 2021; reference Section L.
216MUSTINJ-111.2; 3.2.4WI 123-11-001

Specification Item states to accomplish steel repairs for each of the six (6) FO Tanks listed in paragraph 1.2.

Paragraph 3.2.4 states to "Remove existing and install new 5 square feet of deterioriated plating for each tank listed in 1.2, for a total of 12 square feet."

Steel repairs of 5 sq.ft. in each of the 6 FO Tanks would total 30 sq.ft. as opposed to the 12 sq.ft. total specified in paragram 3.2.4.

Please clarifiy total square footage.ERRATA 11 issued to correct para. 3.2.4 squarefootage from 12 sqft to 30 sqft.

(MUSTIN) PARA 3.3.1 calls out to replace a 6 inch butterfly valve, CID no. FM-V-21,but the actuator in PARA 1.3.2.1 is for a 8 inch gate valve according to MORPAC (manufacturer). Is the 6 inch butterfly valve correct for PARA 1.3.2 or should it be an 8" gate valve? if it is a 6in butterfly valve please provide additional material information such as apart number, NSN, etc. No vendors have been able to quote based on the little information provided.Information on 6in butterfly valve provided via ERRATA 11 to correct para 1.3.2. and 5.1.
218MUSTINJ-1/J-11 (Work Spec Package)1.3.2.1WI 521-11-004
(MUSTIN) PARA 1.3.2.1 calls out an actuator for a 8" gate valve, not a 6 inch butterfly valve. Is the material information on PARA 1.3.2.1 correct? It appears to be copied from para 1.3.1.1.Information on 6in butterfly valve provided via ERRATA 11 to correct para 1.3.2. and 5.1.
219MUSTINJ-11(MUSTIN) Amendment 0005, Errata 9, Errata 10 and Bidders questions were issued on 2/16/21 less then 2 weeks before the bid due date of 03/01/21. Errata 9 has 58 items that changed. 23 of these items removed the "out of port only" requirement. Since these items had been marked as "out of port only" San Diego based contractors did not have the opportunity to evaluate, ship check, get material pricing, develop manhour estimates or even send these items out for sub contractor involvement (who will need time to evaluate). This last minute addition to the contract has given "out of port" offers an unfair advantage since they have been given roughly 2 months to develop estimates for these 23 items in comparison to San Diego offers who only have less than 2 weeks. This is in addition to 35 other items that have impacting changes to material, man hours and subcontractors including new references that have not yet been provided.
Due to the reasons cited above contractor request a 3 week extension. Please advise as soon as possible.Proposal response date is extended from 1 March 2021 to 22 March 2021.
220MUSTINJ-11(MUSTIN) Amendment 0005, J-14 Rev 1 list item 992-11-006 as a BASE item, however Errata 10 changed it to OPTION ITEM.
Please advise which one is correct.J-14 has been corrected to reflect WI 992-11-006 as an Option item.
221N/ARFPContractor notes receipt of the Amendment 0005 Errata 009 and 0010 for USS MUSTIN on 16 February 2021. these robust changes and cancellations, coupled with the current due date of 01 March 2021, results in a significant challenge to integrate changes (labor, subs, and material), obtain necessary approvals, and consolidate all proposal documents for submittal. Cuncurrently, the contractor is preparing a proposal for 312 work items for USS SAN DIEGO.

1) Errata 009 contains 32 work items. There are 24 work items that have changed from Out of Homeport only and must be estimated.

2) Errata 0010 contains 19 work items that must be reviewed adjusted as required.

Bidder’s Question:

1) In order to depressurize the schedule to afford contractors ample time to prepare/submit accurate proposals and to allow for adequate time for subcontractor/vendor solicitations/evaluations/selections, we request that the proposal due date be extended from 01 March 2021 at 10:00 am, Eastern Standard Time to 15 March 2021 at 10:00 am, Eastern Standard Time.Proposal response date is extended from 1 March 2021 to 22 March 2021.

Contractor requests a follow clarification to A0005+BQ+139-209+AMD_0005 question 161.

Question 161:

The scope of work for WI 980-11-002 Ship's Force Office Space and Temporary Classroom; provide (OPTION ITEM; Out of Homeport ONLY) appears to contain work that has nothing to do with the geographic location of where the vessel will be worked.

Please clarify as to why the stated work item needs to be bid by out of port contractor's and does not need to be priced by potential offers located in San Diego.

Contractor believes that this requirement should be applicable to all offers Response 161:

No changes to this work item. If awarded locally in San Diego, the government provided berthing barge, comes with classrooms and office spaces.

Follow Up Question 161:

Contractor fails to see how the berthing barge provided by the government for locals potential offers in San Diego comes with classrooms and office spaces and the barge provided to Out of Homeport offers does not come with the same amenities.

Is the berthing barge with classrooms and office space provided to the local San Diego offers not suitable for a intercostal tow?

If the intent is to provide a different berthing barge to San Diego offers then Out of Homeport offers, please provide the type of berthing barge that will made available to Out of Homeport offers so that the contractor may price work item 857-11-001 (E10) Personnel Berthing Barge Support; provide (OPTION ITEM; Out of Homeport ONLY) accordingly.A Navy berthing barge is only provided to local San Diego based contractors. It is not capable of intercoastal tow outside of the homeport.

233 MUSTIN RFP General Errata 9 and Errata 10 were issued on 2/16/21. Contractor is in the process of requesting the additional references added from Errata 9 and 10 as listed in questions 40 - 49 above.

Many of the additional references added via Errata 9 and 10 will require heavy subcontractor support in order to be compliant with the solicitation requirements.

Due to the late issuance of the required references introduced into the solicitation with Errata 9 and 10, please consider the following:

1) Please extend the proposal due date of March 1st to March 15th or an additional two weeks from when the contractor receives the additional references.

2) If a proposal extension can not be granted, please remove the additional requirements imposed with the addition of Errata 9 and 10 that cannot be disseminated within the proposal time constraints.

These extensions will be necessary for contractor to request and receive subcontractor quotes, review entire specification and references, submit questions, allow time to answer questions and contractor time to incorporate answers into our proposal.Proposal response date is extended from 1 March 2021 to 22 March 2021; reference AMD 0006
234MUSTINJ-14WI: 992-21-001 E10

(MUSTIN) Amendment 0005, J-14 Rev 1 list item 992-21-001 as "OPTION ITEM", however Errata 10 changed it to "Non-Naval Base Ports Only".

Please advise which one is correct. The correct title is "Option Item, Non-Naval Base Ports Only". See AMD 0007 updated J-14 for correct WI titles.
235SAN DIEGOJ-14Amendment-0005 included a revised J-14 Rev-1 along with Errata 009 and 0010 specifications.

Contractor notes that the work items listed below received in Errata 009 and 0010 have specifications with "Out of Homeport Only" struck out from the title of the spec. However, the corresponding J-14 Rev-1 Pricing Workbook still states "Out of Homport Only" for these same work item titles. The 'IF THEN' formula within the J-14 Rev-1 is then summing all values for these work items and subtracting it from the TEP.

Contractor believes that the Errata specs are correct and that all bidders are being directed to price the below work items. If the Government concurs, then the J-14 needs to be revised by removing "Out of Homeport Only" from the work item titles so the IF THEN formula sums the truly "Out of Homeport Only" work items.

243-10-001 (E9), 261-11-001 (E9), 261-21-001 (E9), 261-22-001 (E9), 262-21-001 (E9), 311-30-001 (E9), 423-10-001 (E9), 463-11-001 (E9), 522-11-003 (E9), 531-11-001 (E9), 531-51-002 (E9), 532-10-001 (E9), 532-12-001 (E9), 541-11-001 (E9), 541-21-001 (E9), 568-10-001 (E9), 588-21-003 (E9), 593-11-004 (E9), 593-21-001 (E9), 593-21-002 (E9), 595-00-001 (E9), 612-21-001 (E9), 763-11-001 (E9), 993-11-002 (E9).

Bidder’s Question:

1. Does the Government concur with the above finding and assumptions?

2. Does the Government concur that all bidders are being directed to price the above work items to be included in the TEP

3. Will the customer issue an Amendment with a corrected J-14 that matches the issued Errata 009 and 0010 specifications?

4. In order to depressurize the schedule to afford contractors ample time to prepare/submit accurate proposals and to allow for adequate time for subcontractor/vendor solicitations/evaluations/selections, we request that the proposal due date be extended from 01 March 2021 at 10:00 am, Eastern Standard Time to 15 March 2021 at 10:00 am, Eastern Standard Time.

Bidder’s Question

Understanding that the “Locality Deductions” work items prices will be removed from the Govt’s calculation of the Total Evaluated Price (TEP), how will the Gov’t evaluate the total expected cost to the Gov’t associated with a contract award to a bidder not located in the “Homeport”? From the Govt’s proposal evaluation perspective, why would the Gov’t evaluate bid values that do not include the total expected cost to the Gov’t associated with the location of the successful bidder? The Government has taken into consideration its expected costs in and out of homeport. Offerors will be evaluated in accordance with Sections L and M.

255MUSTINJ-14Tab B11(MUSTIN) Amendment 0005, J-14 Rev 1 on the "Total Proposal Evaluated Price" tab B11 is not calculating correctly as a result of the "USS MUSTIN FY21 DMP" tab not being updated to reflect the Errata 9 and 10 title changes.

These changes which removed the "Out of Home port only" (from the titles of multiple work items) were not updated in the J-14 Rev1 and therefore is creating erroneous values on the Total Proposal tab.

Please correct and provide a new J-14 reflecting all of the Errata and BQ's as soon as possible. Reference AMD 0007 for revised J-14.
