The following chart provides the values to be included in all Offerors’ price proposals to determine the Offeror’s total evaluated price.
Location* Differential San Diego, CA $56,178 Seattle, WA $2,538,367 Portland, OR $3,557,607
b. An Offeror whose location is not listed in the above Government provided port differential tables shall submit a bidder’s question requesting a Government provided port differential be calculated for the Offeror’s proposed location for the USS SAN DIEGO (LPD 22) FY21 DSRA.
7. Locality Deduction
a) Locality specific work items as identified in Section L, paragraph V.A.7 above, will not be evaluated as a component of an Offerors’ Total Evaluated Price. Instead, the Government will evaluate the Offeror’s submitted narrative as well as other than certified cost and pricing data in accordance with FAR 15.403-3, for verification as to whether the Offeror has provided justification supporting its pricing.
Work Item Description 980-11-003 Temporary Off-Ship Berthing to include Galley and Mess Hall, Equivalent to BOQ/BEQ nd
Ship’s Force Office and Training Space; Provide (Option Item; Out of Homeport Only) 992-21-001 Defuel Ship; accomplish (Option Item; Non-Naval Base Ports Only)
Offerors must submit pricing for all work items in J-4 ‘WI Pricing’ tab. The Government understands that Offerors will submit $0 pricing for certain inapplicable locality specific work items (i.e. MUSTIN-based Offerors submitting $0 for Out of Homeport’ work items and vice versa). Offerors will then add the total values of the work items identified above and insert the total figure as a negative value in the ‘Total Proposed Evaluated Price’ tab, as designated by the row labeled ‘Locality Deduction.’
b) In support of an Offeror’s proposal for all priced work items identified above, the Offeror must provide a narrative as well as other than certified cost and pricing data in accordance with FAR 15.403-3 for each work item, including a minimum of one (1) historical for work tasked in the last 24 months and one (1) quote issued within the past 12 months.

b. Provide a signed letter identifying and confirming ownership of a dry dock and pier capable of berthing the vessel during the applicable time period in accordance with the Execution Milestones & Key Events (Attachment J-3). The representative who signs the letter must be authorized to contractually bind the company. If the Offeror is utilizing a subcontractor for physical resources (dry dock and pier), a letter signed by the subcontractor identifying and confirming committed access to the proposed dry dock and pier is required. The subcontractor representative who signs the letter must be authorized to contractually bind the company. The proposed dry dock and pier facilities, whether owned by the Offeror or subcontractor, must be accessible by the USS SAN DIEGO without any modification to the vessel.
c. Provide a copy of the Offeror's current Master Ship Repair Agreement (MSRA), or proof of MSRA equivalency that meets the requirement of CNRMC instruction 4280.1. SECTION M - EVALUATION FACTORS FOR AWARD
Section M - Evaluation Factors for Award
EVALUATION FACTORS FOR AWARD
GENERAL
A. The Government intends to award one (1) OR two (2) separate Firm Fixed-Price contracts for the completion of the USS SAN DIEGO (LPD 22) FY21 DSRA and USS MUSTIN (DDG 89) FY21 DMP to the Offeror(s) whose proposal(s), represent the best value to the Government.
B. Offerors are advised that the Government intends to make award on the basis of initial proposals without conducting discussions with Offerors, but the Government reserves the right to conduct discussions if determined by the Contracting Officer to be necessary (see paragraph (f)(4) of FAR 52.215-1). Therefore, each initial offer should contain the Offeror’s best terms from a price and technical standpoint. Should the Government establish a competitive range and enter discussions for either the USS SAN DIEGO or USS MUSTIN evaluation and source selection, the scope of that determination and discussions will be limited to either the USS SAN DIEGO or USS MUSTIN only unless discussions are necessary for both.
C. Offerors are advised that the Government will not evaluate any proposal information not contained within the body of each proposal.
II. BASIS OF AWARD
A. The Government will select the best overall offer(s), based upon an assessment of Cost/Price Factor and Non-Price Factor 1: Eligibility. One (1) contract or two (2) separate contracts may be awarded to complete the USS MUSTIN and the USS SAN DIEGO Availabilities to the Offeror(s) who is/are deemed responsible in accordance with FAR 9.104, whose proposal(s) conform(s) to the RFP’s requirements (to include all stated terms, conditions, representations, certifications, and all other information required by Section L of this solicitation) and represents the best value to the Government utilizing Lowest Price Technically Acceptable (LPTA) source selection procedures in accordance with FAR 15.101-2.
B. For the USS MUSTIN and USS SAN DIEGO
a. The best value basis for award will be based on the following evaluation factors:
Non-Price Factor
a) Factor 1: Eligibility Factor Cost/Price Factor
a) Factor 2: Price
b. Ratings will be applied to each factor as follows: Non-Price Factor 1 will be rated as either ‘acceptable’ or ‘unacceptable.’ A separate Factor 1 rating will be applied for each USS MUSTIN and USS SAN DIEGO.
C. The Government will initially only evaluate the Offeror with the lowest priced proposal submitted in response to each availability. The Government will only evaluate the lowest Offeror(s), which proposal(s) represent(s) the combined, lowest total evaluated price to the Government. Following price evaluation, the Government will then make a determination as to whether the lowest priced Offeror(s) meet(s) the minimum technical requirements. If the lowest priced Offeror(s) is/are determined to be technically acceptable, no competing proposal(s) will be reviewed. In addition, if the Government determines discussions are necessary, the Government will complete a technical evaluation of all Offerors and establish a competitive range. The SSA will base the source selection decision on an assessment of proposals against all source selection criteria in the solicitation.
III. EVALUATION FACTOR DESCRIPTIONS
USS MUSTIN and USS SAN DIEGO
A. Factor 1 – Eligibility Factor:
The objective of this factor is to:
1. Assess whether, upon receipt of proposals, the Offeror holds a Master Ship Repair Agreement (MSRA) or has demonstrated equivalency as outlined in Section L, subsections V.B.1 and V.D.1 for Factor 1.
2. Assess whether the Offeror has ownership or committed access to a dry dock and pier capable of berthing the vessel, in accordance with Section L.
B. Factor 2 - Price
1. The Government will assess price proposals in accordance with FAR 15.404 to determine reasonableness of proposed pricing based on the information contained in the availability’s Pricing Workbook. The Government will not conduct a price realism analysis on any aspect of an Offeror’s price proposal. Although award will be made based on an Offeror’s total price, a price proposal that is found unreasonable and/or unbalanced may be rejected. Unbalanced pricing exists when, despite an acceptable total evaluated price, the price of one or more contract line items is significantly overstated or understated.
2. Total evaluated price for each availability shall be calculated by adding:
a) The price of the basic contract line item numbers (CLIN) (this amount shall match the total price of all work items),
b) The price of all option CLINs,
c) Contractor’s Fully Burdened Ship Repair Labor Rate & Material Burden Rates as applied to all
Growth Reservation CLINS (Base and Option) and New Work,
d) The price of the Extension Day Rates as listed in Attachment J-4 (USS SAN DIEGO) and
Attachment J-14 (USS MUSTIN), and
e) As applicable, the value of the inter-port differentials (as identified in Section L of this solicitation)
3. Evaluated price for Extension Day Rates and Fully Burdened Ship Repair Labor Rates & Material Burden Rates (as applied to Growth Reservation CLINs and New Work) shall be calculated in the following manner:
a) Growth Reservation CLINs (Base and Option)
(1) Multiply the proposed fully burdened ship repair labor rate by the number of hours associated with (1) each Growth Reservation CLIN and (2) New Work allocation to yield the labor hour price.
(2) Multiply the material burden rate proposed by the dollar value of material associated with (1) each Growth Reservation CLIN and (2) New Work allocation to yield the burdened material price.
(3) Add the sum of labor hour and material dollar price to find the total price for each Growth Reservation CLIN and New Work allocation. (Note, the offeror’s Fully Burdened Ship Repair Labor Rate & Material Burden Rate as applied to New Work allocation will be included in the Total Evaluated Price for evaluation purposes only. This figure will not be incorporated into the contract at the time of award; however, the offeror’s Fully Burdened Ship Repair Labor Rate & Material Burden Rate will be utilized for pricing of New Work arising during contract execution.)
a. Extension Day Price
(1) Multiply the proposed daily rate by the number of days associated with that rate to yield the evaluated price for the dry dock and pier-side extension. Offerors are advised that the number off extension days used to calculate the Extension Day Price are for evaluation purposes only.
4. Subcontracting Plan: (For large businesses only.) The Government will assess the plan for:
a) Compliance with FAR clause 19.704; subcontracting goals identified in Section L, V.A.4.b; and FAR 52.219-9 to include all subparagraphs in FAR 52.219-9(d).
b) Adequate rationale for any proposed goals that are lower than the goals identified in Section L, V A.4.b.
5. Inter-port Differential
a) The inter-port differential chart in Section L provides the values to be included in all Offerors’ price proposals to determine the Offeror’s Total Evaluated Price.
IV. EVALUATION FACTOR RATINGS
The ratings will be based on what is contained in or referenced in the proposal, not on information obtained from other sources. The adjectival ratings described below are guides; a proposal need not have all aspects of the rating description to be rated accordingly. The ratings are set as follows:
A. Non-Price Factor 1: USS MUSTIN and USS SAN DIEGO
1. For Factor 1 for each ship, the rating reflects whether the information submitted in response to Factor 1 for that ship meets or does not meet the minimum requirements through an assessment of the proposal. The evaluation will identify any inconsistencies in Offerors’ proposals. The ratings for Factor 1 are as follows:
Rating Description
Acceptable Proposal clearly meets the minimum requirements of the solicitation.
