162MUSTINJ-11N/AWI 992-11-010, Ship Towing Service; provide (OPTION ITEM; Out of Homeport ONLY) - Requires the contractor outside of San Diego to tow the vessel from its homeport to the location of the contractor and back to the vessels homeport once the availability has been accomplished.

Contractor has competed numerous availabilities of vessels homeported in San Diego and this is the first time a NAVSEA tow has been incorporated on a vessel that is self propelled into the specification.

Page 213 of the solicitation section a) The IPD applicable to the USS MUSTIN (DDG 89) FY21 DMP must be included in all offers and is calculated using foreReferenceable costs for fuel, towing and pilot charges, and travel to the contractor’s facility by applicable Government personnel. The following chart provides the values to be included in all Offerors’ price proposals to determine the Offeror’s Total Evaluated Price.

Location* Differential San Diego, CA $249,033 Seattle, WA $2,890,328 Portland, OR $3,128,771

Question #1 - As this item is designated as an option item, is it the intent for the Government to use one of MSC's towing/salvage tugs to accomplish the tow and if they cannot accommodate the schedule have the contractor provide commercial towing services?

Question #2 - If the vessel has a propulsion system, why is it necessary to accomplish towing the vessel rather then have the vessel come under its own power?

Question #3 - Why does the vessel need to be towed both ways?

Question #4 - If the USS MUSTIN does require a tow, shouldn't the cost already be covered within the Inter-port Differential (IPD) stated within the solicitation?

Contractor believes that by having the IPD stated within the solicitation as well as pricing the option item for the tow evaluated together essentially doubles the IPD for this vessel and gives San Diego contractors an unfair advantage prior to bidding any other work within the specification.
