Technical Instructions
20 March 2015
Applicability. These procedures apply to Technical Instructions issued per the Studies/Advanced Capability Improvements Option CLINs.
Contents. Technical Instructions issued under this contract shall be in writing and issued via a modification to the contract.
Format. The attached form will be used for issuance of the Technical Instructions. Contractor format will be acceptable for the results of the Technical Instruction effort and CDRLs.
Procedures
When the Government has a Technical Instruction requirement, the Contracting Officer will issue a Draft Technical Instruction on the attached form to the Contractor with a request to the Contractor to submit a plan for accomplishing the task. The Draft Technical Instruction will include, but not be limited to, the description of the task to be performed, the period of performance, and a description of the deliverables. Issuance of a Draft Technical Instruction does not authorize performance of the task.
The Contractor shall submit a Technical Plan within seven (7) calendar days after receipt of the Draft Technical Instruction, or within such time as otherwise indicated by the Contracting Officer. The Technical Plan will include a brief description of the method and approach to accomplish the task and the information identified above, with supporting rationale. Please include associated costs and travel costs in the plan as well.
Upon receipt of the Technical Plan, the Contracting Officer will provide either an executed Technical Instruction, or advise the Contractor of changes required to the Technical Plan or proposed pricing. Once the Contracting Officer and the Contractor have agreed on the contents of the Technical Plan, the Contracting Officer will sign and provide the effective date authorizing the start of the effort and issue the Technical Instruction via a modification to the contract. The Technical instruction will include the items listed above in the Content Section.
