1 Section J - Attachment 11 N/A N/A N/A
Section J: Attachment 11 - Please identify the expected operation hours for supporting test sites during EMD and
LRIP.
All Developmental and Live Fire test events will consist of a 40 hour per week schedule.
Reliability growth and reliability qualification testing (RGT/RQT) will be based off a 50 hour per week schedule. For planning purposes, be advised that some supporting test sites adhere to a compressed work schedule that includes work hours greather than 8 hrs, e.g. in a 80 hour work period 72 hours of operations and 8 hours off (I day). Weekends are considered non-test/work hours.
2 Section J - Attachment 29 N/A N/A N/A
Can the customer provide the time period and number of vehicles that will be undergoing the amphibious portion of the cold weather testing in the vicinity of Valdez, AK? Is it a contractor responsibility for arranging vehicle storage and security during this time in Valdez?
Three (3) EMD prototypes will be required for the amphibious portion of the cold weather
(CW) DT/OT event 1st quarter FY 19 will be scheduled for Valdez, AK. Yes, contractor coordinated logistic support will be required. 0001
3 Section J - Attachment 1 N/A 3.6.4.1.2 N/A
With regards to SOW 3.6.4.1.2 Spares Packages and in particular as applied to LRIP and FRP vehicles, please confirm that the Contractor is to use Section F, Deliveries CLIN 6003
Period of Performance end date as the date upon which the
USG will have organic supply support in effect.
The USG has no definitive date as to when organic supply support will be in place. The generic rule of thumb is that provisioning takes
3-5 years to be established. Depot Support will not be available until NLT 4 yrs. Post IOC. In order to reduce confusion the USG will update
SOW 3.6.4.1.2 to remove language ", up to the beginning of Government organic supply support". CLIN 6003 identifies the final period that IIP spares are provided to the USG. USG standup of organic supply support does not impact this or other CLINs.
Section L, Attachment 1 - ACV 1.1 Solicitation - Questions/Answers Log
4 Section J - Attachment 1 N/A 3.6.4.1.2 N/A
In regards to SOW 3.6.4.1.2 Spares Packages and in particular as applied to LRIP and FRP vehicles, please confirm that section J, Att 08: OMS/MP, para 3.6 is the definition to be used for "LRIP and FRP initial vehicle usage" by the USMC
Operating Force units.
No, the OMS/MP values are only for purposes of developmental and operational RAM testing.
LRIP and FRP initial vehicle usage will be managed over time not to exceed the intended depot intervals. See paragraph 6 of the
OMS/MP. USG expects that IIP Spares mix will change for vehicle lots based on actual spares usage from earlier delivered and fielded vehicle lots.
5 Section B - CLINs N/A N/A N/A
CLIN 1005 Advance Capability Improvements
Please confirm the intention for this requirement. Is the customer expecting a dollar estimate with the RFP submission?
The Government is not asking the Contractors to propose the cost for this CLIN. The estimated cost of $30M will be reflected in Amendment
0001. The Contractors shall only propose fee.
6 Section J - Attachment 11 N/A N/A N/A Section J, Attachment 11, Figure 1: Please confirm which 3 vehicles are Options ?
TR2, TR3, and LF2 vehicles are options under
CLIN 0005.
7 Section F - Deliveries or Performance N/A N/A N/A
Regarding Section F, CLIN 0005, Option for 3 EMD vehicles and Section J, Attachment 11. If 3 vehicles are Options, then what corresponding SOW and Attachment #11 tests become
Options?
No DT, LFT&E, or OT test events will be effected by Section F, CLIN 0005, Option.
TR2, TR3, and LF2 vehicles are options.
Therefore no additional SOW paragraphs or test events become optional other than those already annotated.
8 Section J - Attachment 11 N/A N/A N/A
Section J, Attachment 11, Table 4: LRIP 1,2,3,4 (FUSL
Vehicles). This indicates the return of the FUSL to Contractor facility, while at SOW 3.8.3 it is mentioned the USG will dispose of the FUSL vehicles. Please clarify if the USG needs transportation assistance for FUSL vehicle disposal.
The USG will NOT require transportation assistance for movement of the four (4) FUSL
Vehicles after delivery per Section J, Attachment 11, Table 4: Vehicles LRIP1 through LRIP4, and USG acceptance of the vehicles by DD Form 250. Section J, Attachment 11, Table 4: Vehicles LRIP1 through LRIP4 will be updated to eliminate the requirement for the contractor to move those vehicles from Aberdeen, MD to the Contractor's facility.
9 Section J - Attachment 1 N/A 3.6.10 N/A
Ref Section J, Att 001, SOW para 3.6.10 Field Service
Representatives. To distribute FSR costs to CLINs 4002, 5002 and 6002, please confirm that the USMC Major Commands are defined as I , II and III Marine Expeditionary Forces.
The Attachment 15 – ACVs will be fielded to units other than Major Commands. “DRAFT”
ACV Fielding Table identifies the locations of
Commands and Organizations where ACVs will be fielded. FSR support should be distributed accordingly based on number of ACVs to be fielded at a given location. 0001
10 Section J - Attachment 1 N/A 3.6.10 N/A
Ref Section J, Att 001, SOW para 3.6.10 Field Service
Representatives. To distribute FSR costs to CLINs 4002, 5002 and 6002, please confirm that the sequence of distribution of
ACV 1.1 to the USMC Major Commands, is in the same order as listed in Section J, Attachment 15 ACV Fielding Table ( ie I
Marine Expeditionary Force at Camp Pendleton are the first to receive ACV 1.1)
Section J, Attachment 15 - "DRAFT" ACV
Fielding Table, identifies the locations of units that will receive ACVs. It does NOT represent the order in which ACVs will be fielded. For RFP response assume fielding order of: I MEF, Assault Amphibian School, II MEF, Exercise
Support Division, III MEF, PM AAA/AVTB.
11 Section B - CLINs N/A N/A N/A
Section B, CLIN 0003 Incentive. Section H, Para H.5 refers to
"a block of four (4) EMD vehicles" Does the Incentive only apply to the first block of 4 EMD vehicle or to each of the blocks of 4 vehicles?
The incentive only applies to the first block of 4
EMD vehicles.
12 Section M - Evaluation Factors N/A M.5.2.4 N/A
Section M.5.2.4 Total Evaluated Price. The formula to calculate Total Evaluated Price (TEP) is clearly identified
Comment: This para M.5.2.4 says the TEP will be utilized for
"Best Value Trade-Off analysis"
Request for Clarification: How will the TEP be incorporated into the M.6 Best Value Determination para?
TEP will be assessed along with AUMC in Bullets
#5 and #6 under section M.6.
13 Section F - Deliveries or Performance N/A N/A N/A
Regarding Section F, CLIN 0002: The Period of Performance
(POP) end dates are specified by calendar date. What is the corresponding calendar start date of the POP for this CLIN?
CLIN 0002 POP will begin at the effective date of the contract (19 May 2015).
14 Section F - Deliveries or Performance N/A N/A N/A
Section J, Attachment 11, Figure 1, EMD Test Schedule clearly shows a delivery sequence of 4, 4, 4 and 4. This conflicts with delivery in accordance with Section F, CLIN 0005, Option for 3 EMD vehicles (At 12 months after exercise eval). Please confirm that the deliveries to support EMD test are the correct sequence of deliveries.
TR2, TR3, and LF2 vehicles are options under
CLIN 0005. The Government intends on exercising CLIN 0005 as soon as possible after contract award. Section F will be revised in
Amendment 1 to reflect a revised vehicle delivery schedule.
15 Section F - Deliveries or Performance N/A N/A N/A
Current Section F shows a conflict between CLIN 0005 and
CLIN 0003. Should the delivery date for CLIN 0005 be greater than 12 months after exercising the option?
TR2, TR3, and LF2 vehicles are options under
CLIN 0005. The Government intends on exercising CLIN 0005 as soon as possible after contract award. Section F will be revised in
Amendment 1 to reflect a revised vehicle delivery schedule.
16 Section L - Instructions to Offerors N/A Section L.11, Proposal
Content and Volumes
Comment: Currently, all pages in the Technical Proposal are allocated to sub-factors (i.e., Water = 25, Land = 35, Carry &
Payload = 25, Protect = 25), resulting in a total of 110 pages allowed for the Technical Proposal. There are currently no pages allocated for an introduction or summary of the entire technical proposal.
Request: Is it permissible to include several pages of introductory or summary narrative in the Technical Proposal, as long as the total page count remains within the 110 page limit?
No, it is not permissible to include several pages of introductory or summary narrative for the entire Technical Proposal. An introductory or summary narrative is permitted for each sub-factor section and is part of the maximum page count for that sub-factor section.
18 Section L - Instructions to Offerors N/A Sections L.11 and M4.1 Pages 98 and 119
Comment: RFP Section L.11 states "The Offeror may provide
Annexes to support assertions in the proposal. Information submitted in an annex is limited to detailed weight statements, analyses, test reports, digital representations, drawings, photographs, modeling & simulation and specifications. Documentation other than what is required to support assertions provided in the Annex will not be evaluated and may render Offeror’s proposal non-responsive." Section M4.1 states highest credibility is given to
3rd party test results. In many cases, test results are best seen through video documentation that captures the dynamics feature of the test that is not apparent in still pictures which may lead evaluator to make erroneous conclusions if they do not have the test video. Similarly, DADS or other simulation of complex dynamic interactions can be most easily understood through a video clip of the results that cannot be fully understood in a couple still pictures.
Request: Will the Government consider expanding the types of information submitted in annexes to include video documentation and allow respondents to include video content of up to 30 seconds per video?
No, the Government will not expand the type of information submitted.
19 Section B - CLINs N/A Section B CLINS, Section F
Period of Performance Pages 2-29, Pages 36-40
Comment: There appears to be no place under the base contract CLINs to include the cost associated with the Training and ramp up of FSR and others during the time before the cited Options takes effect.
Request: Please provide direction as to where within the base contract CLIN structure the cited activity should be included, or in the alternative, change the Period of Performance for the Option CLINs to begin at base contract award and extend through the duration of EMD testing.
CLIN 1002 and Section F has been updated.
20 Section J - Attachment 1 N/A Section B, and Section J, Attachments 11, 29, and 1 Various
Comment: Vehicle DT3, has a transport schedule for DT3 to
Blount Island, Jacksonville FL. However, Jacksonville does not show up on any of the test schedules.
Request: Please provide details on what type of support is required at Blount Island, Jacksonville, FL, OT or DT.
The Blount island test event is a DT event that will concentrate on transportability testing.
Contractor support should follow the guidelines estiblished in SOW 3.5.3.1 & 3.5.1.6.
21 Section J - Attachment 30 N/A Section J, Attachment 30, Subsections 2 and 6.3 Pages 5 and 10
Comment: Section 2 of Attachment 30 states "At the end of the contract, the Contractor shall deliver to the Government the full IDE equipment, support software/utilities, all databases developed on or in support of the ACV Program, and all ancillary documentation in commercial and/or
Contractor format." Providing the entire IDE in accordance with this Attachment 30 statement could result in significant cost to the ACV 1.1 program.
Request: Is it the Government's intent that the contractor provide the full server and network equipment, software licenses, utilities and technical support to replicate the contractor IDE system? Or alternatively, will the Government consider modifying this requirement to allow for an export of required data?
No, it is not the Government's intent to have the contractor provide the full server and network equipment, software licenses, utilities and technical support to replicate the contractor IDE system. It is the Government's intent to receive the IDE environment as well as the data residing in that environment.
23 Section J - Attachment 1 N/A
SOW Section 3, Requirements, RFP Section B, and
RFP Section J, Attachment
22, Integrated Program Plan
SOW pages 12-13, RFP pages 23 and 26
Comment: As described in the SOW, FRP options for Lots 2 and 3 specify 30 vehicles per Lot:
"CLIN 5001 (Option) – The Contractor shall manufacture and deliver 30 ACV-P vehicles for FRP (Lot 2)."
"CLIN 6001 (Option) – The Contractor shall manufacture and deliver 30 ACV-P vehicles for FRP (Lot 3)."
However, Section B and the Integrated Program Plan (Section
J, Attachment 22) reflects 80 vehicles for CLIN 5001 and 38 vehicles for CLIN 6001.
Request: Please clarify the number of vehicles associated with these CLINs.
The SOW is incorrect and needs to be ammended. The RFP is correct, CLIN 5001 is 80 vehicles and CLIN 6001 is 38 vehicles.
24 Section J - Attachment 1 N/A SOW Section 3.3.6.1, Product
Drawings/Models
Comment: Currently SOW paragraph 3.3.6.1 states "The
Contractor shall develop a complete Product
Drawings/Models Package according to paragraph 5.3.3.3 of
MIL-STD-31000A, “Technical Data Packages,” that completely documents the system design delivered according to this
Contract." MIL-STD-31000A, paragraph 5.3.3.3 calls out annotated model requirements in sections b-e of section
5.3.3.1 of MIL-STD-31000A. The requirement of annotated 3D models in addition to 3D models with associated drawings is a major cost driver as compared to standard 3D models with associated 2D drawings.
Request: Is it the Government's intent to receive annotated models? Alternatively, recommend the Government consider adding the following text: "If 2D drawings contain required annotations as specified in Section 5.3.3.1 of MIL-STD-
31000A, parts b through e, then the associated 3D models do not require these annotations."
The Government's intent is to receive 3D CAD
Models with associated 2D Drawings per CDRL
A031, Option Selection worksheet. The
Government will not add additional text because MIL-STD-31000A Section 5.3.3.1 states that items b-e apply only "If 3D CAD Models form the design definition without 2D drawings..."
25 Section M - Evaluation Factors N/A Section M4.1 and Section M5.1Pages 119-120 and pages 122-125
Comment: Section M.4.1 states “Each sub-factor will receive one (1) adjectival rating and one (1) risk rating. Table 1 below reflects the adjectival ratings for sub-factors 1-4.” Section
5.1.1 indicates that “For sub-factor 1, the Government will assign adjectival ratings for Water Operations based on table
4 below:” Similar statements and tables exist for all Technical sub-factors. Table 1 shows 5 adjectival ratings, while Table 4 shows 3 adjectival ratings.
Request: It appears Table 4 takes precedence over Table 1 based on its specific requirements. Similarly for the other sub-factors. Please clarify which adjectival ratings are operative for the sub-factors.
Table 1 was provided as reference to the DoD
Source Selection Guide as it defines adjectival ratings. Tables 4-7 further clarify how the adjectival ratings will be assigned and takes precedence over Table 1.
26 Section B - CLINs N/A Section B CLINS, Section F
Period of Performance Pages 2-29, Pages 36-40
Comment: There appears to be no place under the base contract CLINs to include the cost associated with the technical work required to provide Integrated Logistics
Support (ref SOW Section 3.6) and Test during the time before the cited Options take effect. For example, CDRL A102 for the
Operator TM states it is due 90 days prior to start of TTD development, which places TM delivery in approximately
November 2016, or several months before the Option CLIN
1004 Period of Performance begins. There are numerous such examples.
Request: Please provide direction as to where within the base contract CLIN structure the cited activity should be included, or in the alternative, change the Period of Performance for the Option CLINs to begin at base contract award and extend through the duration of EMD testing.
CLIN 1004, PoP will be revised to reflect the ability to exercise the option at four months after contract award.
27 Section L - Instructions to Offerors N/A Section L21.1 Page 105
Comment: Section L21.1 states "Other than certified cost or pricing data is required to support cost-reimbursement CLINs only."
Request: Is it the Government's intent that Offerors provide
"other than certified cost or pricing data" for CLINs 1002, 1004, 1005, 1008, and 2004 only?
Yes, per Section L21.1 the Government is only seeking other than certified cost or pricing data for CLINs 1002, 1004, 1005, 1008 and 2004.
32 CDRLs All Block 4, Contract Line Item
Number N/A
Comment: All 134 CDRLs cite CLIN 0004 in Block 4, Contract
Line Item Number, which is the generic "no cost" CLIN.
Request: Please clarify which CLIN the work required to develop and deliver CDRLs should be priced.
The Offerors shall utilize the ACV SOW to CLIN
Crosswalk (paragraph 3.9) to price CDRLs.
33 Section J - Attachment 1 A102 SOW, Section 3.6.7, CLIN
1004, CDRL 102
SOW page 86, RFP 6
Comment: CLIN 1004, which authorizes Technical Manual work, is not exercised until September of 2017; however, CDRL A102 requires initial delivery of the TM 90 days prior to beginning of TTP development, which would be approximately November of 2016, or well before the option period. Similar issues exist with LMI, Supportability Analysis, and Training, which are all funded under this same CLIN 1004 and which have scope in the SOW, deliverables, and CDRL requirements well in advance of the CLIN 1004 option date.
Request: Please provide direction as to how the Offeror should schedule and estimate the cost of the cited scope or otherwise reconcile these apparent disconnects.
CLIN 1004, PoP will be revised to reflect the ability to exercise the option at four months after contract award.
35 Section J - Attachment 1 N/A Section 3.9, Crosswalk Matrix Page 101
Comment: Regarding the ACV SOW to CLIN Crosswalk table, row labeled:
3.5.1.5.4.2 FUSL Testing Rebuild Spares Analysis
0001 (CDRL A087)
Since the FUSL Vehicles fall under LRIP and are authorized in
CLIN 2001AA it would appear that these costs should be captured in one of the 2000 series CLINs
Request: Please clarify which series of CLINs the FUSL costs are associated with.
CDRL A087 is referenced appropriately and for pricing purposes falls under CLIN 0001.
36 Section F - Deliveries or Performance N/A Section 3 Pages 36 and 38
Comment: Section F, page 36, CLIN 0005, Period of
Performance states the Government may exercise the option within (1) month after contract award. Section F, page 38, CLIN 0005, Period of Performance states the contractor shall deliver QTY 3 EMD vehicles 12 months after option exercise.
Assuming the Contract Award is 12/1/15, then these CLIN 005
Option vehicles will be delivered by 11/30/16, which is two months prior to CLIN 0001 first vehicle deliveries.
Request: Recommend extending the the CLIN 0005 Period of
Performance to 16 months so vehicles will be delivered after
CLIN 0001 deliveries. This will also better align with the EMD
Government Test Schedule.
TR2, TR3, and LF2 vehicles are options under
CLIN 0005. The Government intends on exercising CLIN 0005 as soon as possible after contract award. Section F will be revised in
Amendment 1 to reflect a revised vehicle delivery schedule.
37 Section F - Deliveries or Performance N/A FAR 52.247-60 Page 36
FAR 52.247-60
For use when it is contemplated that shipping and other characteristics are required to evaluate offers as to transportation costs. Is this requirement applicable to all
CLINs or only to the cost reimburseable CLINs?
Clause will be removed in Amendment 1.
38 Section F - Deliveries or Performance N/A Exercise of Option CLINs Page 36
CLINs 1006 thru 1008 specifiy an exercise period of 2 months after EMD downselect decision. Should this be LRIP downselect decision?
Yes. Section F will be updated in Amendment 1 to reflect "one (1) month after Milestone C approval". 0001
39 Section F - Deliveries or Performance N/A Section F. CLIN 0005 36, 38 of 127
Exercise of this CLIN is stated as "within one month of contract award", (11/24/15 - 12/24/15) would require the 3 option vehicles (due 12 months after option exercise) to be delivered prior to the first lot of base vehicles in CLIN 0002 (to be delivered NLT 5 Jan 2017). Offeror suggests these 3 EMD vehicles be delivered concurrent with the last vehicle delivery of EMD base CLIN 0002 and extend CLIN period of performance to 4/1/17.
TR2, TR3, and LF2 vehicles are options under
CLIN 0005. The Government intends on exercising CLIN 0005 as soon as possible after contract award. Section F will be revised in
Amendment 1 to reflect a revised vehicle delivery schedule.
42 Section F - Deliveries or Performance N/A Section F. CLIN 1004 38 of 127
CLIN 1004 - Section F of the RFP period of performance ends
18 months after option exercise. Offeror suggests a CLIN period of performance of 29 months after option exercise to support logistics activities occuring in FY16 per the integrated program plan and continuing through EMD base execution period.
CLIN POP extended to 30 months.
43 Section F - Deliveries or Performance N/A Section F. CLIN 3001 - 3003 39 of 127
CLINs 3001-3003 - Section F of RFP states a period of performance of 24 months after option exercise. Offeror suggests a CLIN period of performance of 26 months after option exercise to accomodate delivery and fielding of LRIP
Lot 2 vehicles.
Section F CLINs 3001-3003 will be changed to reflect 26 months.
44 Section F - Deliveries or Performance N/A Section F. CLIN 1003 37 of 127
CLINs 4001-4003 - Section F of the RFP states Government may exercise the option within one (1) month after Full Rate
Production (FRP) decision. Offeror suggests exercise of option
9 months prior to Full Rate Production (FRP) decision to facilitate ordering of long lead items in support of FRP.
The Government will not exercise this option prior to the full rate production (FRP) decision review; however, the Government will consider addressing long lead items for FRP closer to MS
C down-select.
46 Section J - Attachment 1 N/A Section 3, CLIN 5001 & CLIN
In this section of the SOW, CLINs 5001 and 6001 each list quantities of 30 vehicles. In RFP Section B, these CLINs are listed as 80 and 38 vehicles respectively.
Please confirm that CLIN 5001 (FRP Lot 2) should be 80 vehicles and CLIN 6001 (FRP Lot 3) should be 38 vehicles.
See response for Q23.
55 Section J - Attachment 2 3.9.8.3 - ID 1193 143
Will the government provide US Air Force Technical Order
(TO) 1C-17A-9 to enable offerer to ensure requirement compliance?
Provided via AMRDEC on 4/9/15.
57 Section J - Attachment 23 N/A N/A N/A
Does the 9 April 2015 date in block c of the DD254 mean that the contractor is no longer authorized to store classified data since the date has passed?
No, the 9 April 2015 date was the original due date for the proposal. That date has nothing to do with storing classified data. The Government will modify the DD254 to reflect the due date of
18 May 2015 with Amendment 1.
60 Section M - Evaluation Factors NA N/A N/A
Is this an LPTA or Best value? This is not an LPTA. This is a best value trade-off as defined in M.
61 Section M - Evaluation Factors NA N/A N/A
Is it true that the Government will select the ACV 1.1 vehicle that is closest to producing ACV 1.2?
No, the Government will select the best value as defined in Section M.
62 Section L - Instructions to Offerors L.22.2 Original Equipment
Manufacturer
This section appears to deal with the situation where the prime contractor is NOT the OEM. But the last paragraph could be interpreted as applying to the prime who is also the
OEM. Specifically it states in the last paragraph: "The offeror shall provide in this volume a copy of all teaming arrangements, subcontractor agreements, and licensing agreements in place to execute the requirements of the contract and its options..." Nothing in this paragraph limits the requirement to a prime who is not the OEM. Are all offerors required to comply with this paragraph?
L22.2 in it's entirety only applies to offerors that are not the vehicle Original Equipment
Manufacturer.
63 Section A - Solicitation/Contract Form Cover Letter 1
In the Cover Letter, the Government stated they had submitted for approval of "Precontract Costs in accordance with FAR 31.205-32". Since this is critical to developing the cost proposal, has the Government received approval for
Precontract costs?
The Government has received approval to authorize precontract costs in accordance with
FAR 31.205-32. Section G has been updated to include precontract costs.
66 Section J - Attachment 15 N/A N/A N/A Will the USMC issue a final Attachment 15 - Field Plan time phased per site, per vehicle quantity?
See response for Q10.
67 Section J - Attachment 11 N/A N/A 4
Test Schedule Figure 3 shows Blount Island as a test venue but does not appear in Figures 1 or 5. What testing will be conducted at this venue?
See response for Q20.
68 Section F - Deliveries or Performance N/A CLINs 1002 & 1003 38
Is the scope of the test support & corrective action modifications for 13 vehicles or for 16 vehicles?
The Contractor shall scope for 16 vehicles.
69 Section C - SOW N/A 3.9 94
The period of performance for CLIN 1004 begins 10/2017, whereas the delivery of Log Products are due in 2016. Will
USMC please clarify the period of performance for these items?
The period of performance for CLIN 1004 was changed to begin in April 2016.
72 Section C - SOW N/A 3.3.34.1 54
When will military part numbers be available? Government drawing numbers will be provided after MS C. Parts that currently have NSNs and are already in the supply system can be researched via commercially available tools such as Haystack or Fedlog.
76 Section M - Evaluation Factors N/A Section M.6 Best Value
Determination Pages 126-127
Comment: Section M.6, Best Value Determination, includes no mention of the Total Evaluated Price, as that term is defined in Section M.5.2.4.
Request: Will the Government please clarify how Total
Evaluated Price will be used, if at all, in the best value determination?
See response to Q12.
77 Section H - Special Contract Requirements N/A
Section H-2, Criteria for the
Exercise of the LRIP Build
Option at Down-Select;
Section H-3 Not-to-Exceed
Vehicles Production at Down-
Select;
Section L22.4 Not-to-Exceed
Vehicles Production at Down-
Select
Pages 44 and
Comment: Section H-2, H-3, and L22.4 describe how the
Government intends to incorporate pricing for a projected additional 490 vehicles into its LRIP Down-Select decision, but does not appear to require pricing for these additional 490 vehicles as part of the instant proposal.
Request: Please confirm that a Not to Exceed (“NTE”) unit price for the FRP option for an additional 490 vehicles is not required at this stage of the proposal process.
The Government confirms that a Not to Exceed price for an additional 490 vehicles is NOT required at this stage of the proposal process.
79 Section L - Instructions to Offerors N/A Section L21.1 Page 105
Comment: Seciton L21.1 states "The information required in these cost/price instructions applies to both the Offeror, to any Major Subcontractors, to any Joint Venture team member or Inter-organizational Transfers required to meet the requirements of this solicitation. Major subcontractors, Joint
Venture team members and Inter-organizational transfers are referred to throughout the rest of this Solicitation as Major
Subcontractors and are defined at $50M."
Request: It is unclear to what the $50M figure applies; does the $50M apply only to the total of CPFF CLINS? Or to some other amount?
The $50M only applies to the CPFF CLINS.
