Kent Memorial Library Expansion - Project Manual and Bidding Documents
This is a comprehensive project manual and bidding document package for the Kent Memorial Library Expansion, a renovation and addition project sponsored by the Kent Library Association, Inc. (a 501(c)(3) tax-exempt entity) in Kent, Connecticut, with partial funding from the CT State Library including $2 million in State bond funds. The project involves extensive renovations and additions to the existing library facility at 32 N. Main Street, Kent, CT, encompassing structural steel work, masonry restoration, mechanical and electrical systems, plumbing, HVAC, fire protection, interior and exterior finishes, and specialized systems including elevator installation and comprehensive sustainability features. A mandatory pre-bid conference is scheduled for Tuesday, November 4th at 2:00 p.m. at the library. Requests for Information (RFIs) are due by 2:00 p.m. on Friday, November 21st, and bids must be submitted by 2:00 p.m. on Wednesday, November 26th to Wyeth Architects (6 Maple Street, Chester, CT 06412). Work is scheduled to commence by Monday, February 2nd, 2026, with Substantial Completion by Friday, February 5th, 2027, and Final Completion by Friday, April 30th, 2027. The bid is valid for 120 days after the due date.
The project requires bidders to be prequalified by the Connecticut Department of Administrative Services (DAS) for projects exceeding $500,000 and is subject to Connecticut prevailing wage rate requirements, CHRO contract compliance regulations, and a 25 percent Small Business Enterprise (SBE) and 6.25 percent Minority Business Enterprise (MBE) subcontractor participation set-aside for non-SBE bidders. A performance bond and labor/materials payment bond each valued at 100 percent of the contract amount are required. Bidders must provide proof of minimum insurance coverage including Worker's Compensation ($500,000), Commercial General Liability ($1,000,000 per occurrence/$2,000,000 aggregate), and Automobile Liability ($1,000,000), with the State of Connecticut and the Kent Library Association listed as additional insureds. The project incorporates sustainable design requirements including energy performance standards requiring maximum 1.0 air changes per hour at 50 Pascal (verified through blower door testing at three phases), indoor air quality testing, low-VOC materials specifications, and waste management/recycling targets. General Contractor overhead and profit are bid separately as a percentage of construction costs, with individual division costs broken down in the bid form. The project manual references AIA standard forms (A101-2017, A201-2017, A312 for bonds) and Connecticut General Statutes requirements for prevailing wages, nondiscrimination, and contract compliance.

1.2.1 Correlation and Intent of the Contract Documents
Add to the end of Subparagraph 1.2.1:
1.2.1.1a In the event of conflicts or discrepancies among the Contract Documents, interpretations will be based on the following priorities:

2. Addenda with those of later date having precedence over those of earlier date
3. The Supplementary Conditions
4. The General Conditions of the Contract for Construction
5. Drawings and Specifications
In the case of an inconsistency between Drawings and Specifications or within either document not clarified by addendum, the better quality or greater quantity of work shall be provided in accordance with the architect's interpretation.
ARTICLE 3; CONTRACTOR
3.4 Labor and Materials
Add the following Subparagraphs 3.4.2.1 and 3.4.2.2 to 3.4.2:
3.4.2.1 After the Contract has been executed, the Owner and the architect will consider a formal request for the substitution of products in place of those specified only under the conditions set forth in the General Requirements (Division 1 of the Specifications).
3.4.2.2 By making requests for substitutions based on Subparagraph 3.4.3 above, the Contractor:
.1 represents that the Contractor has personally investigated the proposed substitute product and determined that it is equal or superior in all respects to that specified;
.2 represents that the Contractor will provide the same warranty for the substitution that the Contractor would for that specified;
.3 certifies that the cost data presented is complete and includes all related costs under this Contract except the architect's redesign costs, and waives all claims for additional costs related to the substitution which subsequently become apparent; and
.4 will coordinate the installation of the accepted substitute, making such changes as may be required for the work to be complete in all respects.
ARTICLE 3.5; Warranty
Add the following paragraph to Article 3.5 :
3.5.3 The General Warranty for the work of the General Contractor is to be 18 months from Final Completion.
This does not affect longer warranties on materials and equipment identified throughout the Specifications in the Project Manual or provided or required by and of product manufacturers and related products and services.
ARTICLE 7; CHANGES IN THE WORK
Add the following Subparagraph following 7.2.1:
7.2.2 Time Limits on Claims - An additional claim or request for a Change Order made after the initial claim has been implemented by Change Order will not be considered.

Any contractor who is not obligated by agreement to make payment or contribution on behalf of such persons to any such employee welfare fund shall pay to each mechanic, laborer or worker as part of such person’s wages the amount of payment or contribution for such person’s classification on each payday."
13.9.2 Each Contractor who is awarded a Contract on or after October 1, 2002, shall be subject to provisions of the Connecticut General Statutes, Section 31-53 as amended by Public Act 02-69, “An Act Concerning Annual Adjustments to Prevailing Wages.” No wage adjustment will be made to the Contract for any wage increase under this Article.

(c) the employer understands the penalties for knowingly filing false payroll records.
The DECD Funding Recipient shall keep records satisfactory to DECD and hold DECD harmless in any disputes regarding Conn. Gen. Stat. Sec. 31-53c.
Please refer to http://www.ctdol.state.ct.us/wgwkstnd/prevailwage.htm for further guidance.

Attached is a State Form: “Contractor Prequalification Program Required Documentation” checklist.
13.11 Temporary Utilities: The contractor shall include the cost of temporary utilities in the proposed contract bid price. Temporary utilities include but are not limited to: internet access, telephone, sanitary facilities and service and potable water.
13.11.1 Temporary Electricity: The Owner will pay for electrical power during the construction phases of this project. Where temporary heat or cooling is required for the construction process; and can be provided by temporary means (for example: propane heaters), the general contractor is required to provide those options. If, in the opinion of the architect or client, electricity is being used instead of available temporary options, the client may invoice the general contractor for the energy used.
13.12 Project Sign: A Project Sign is required as part of the Contract. The Project Sign is the responsibility of the General Contractor and shall conform to the attached Project Sign Template. See Division 50: Project Sign Template.
13.13 Liquidated Damages: In the event the General Contractor does not achieve Substantial Completion of the work by the dates agreed in the Basic Agreement, and no Change Order has been fully executed for additional time, the General Contractor agrees to pay the Owner $_____ per calendar day (following the contract date of Substantial Completion) until the work is complete as determined by the architect. This amount is to be mutually agreed prior to the signing of the final Contract for Construction.

PART 1 - GENERAL
SUMMARY
This section specifies administrative requirements for compliance with the Contract Documents, governing regulations, codes, and standards.
Requirements include obtaining permits, licenses, inspections, releases, and similar documentation, as well as payments, statements, and similar requirements associated with regulations, codes, and standards.
Refer to General and Supplementary Conditions for requirements for compliance with governing regulations.
DEFINITIONS
General: Definitions contained in this article are not necessarily complete but are general to the extent that they are not defined more explicitly elsewhere in the Contract Documents.
Indicated refers to graphic representations, notes, or schedules on the drawings and other paragraphs or schedules in specifications and similar requirements in the Contract Documents. Where terms such as "shown," "noted," "scheduled," and "specified" are used, it is to help locate the reference; no limitation on location is intended except as specifically noted.
Directed: Terms such as "directed," "requested," "authorized," "selected," "approved," "required," and "permitted" mean "directed by the Architect," "requested by the Architect," and similar phrases. However, no implied meaning shall be interpreted to extend the Architect's responsibility into the Contractor's area of construction supervision.
Approve: The term "approved," where used in conjunction with the Architect's action on the Contractor's submittals, applications, and requests, is limited to the responsibilities and duties of the Architect stated in General and Supplementary Conditions. Such approval shall not release the Contractor from responsibility to fulfill Contract Document requirements, unless otherwise provided in the Contract Documents.
Regulation: The term "regulations" includes laws, statutes, ordinances, and lawful orders issued by authorities having jurisdiction, as well as rules, conventions, and agreements within the construction industry that control performance of the work, whether they are lawfully imposed by authorities having jurisdiction or not.
Furnish: The term "furnish" is used to mean "supply and deliver to the project site, ready for unpacking, assembly, installation, and similar operations.
Install: The term "install" is used to describe operations at project site including the actual "unloading, unpacking, assembly, erection, placing, anchoring, applying, working to dimension, finishing, curing, protecting, cleaning, and similar operations."
Provide: The term "provide" means "to furnish and install, complete and ready for the intended use."
Installer: An "installer" is an entity engaged by the Contractor, either as an employee, subcontractor, or sub-subcontractor for performance of a particular construction activity, including installation, erection, application, and similar operations. Installers are required to be experienced in the operations they are engaged to perform.
The term "experienced," when used with the term "installer," means having a minimum of three (3) previous projects similar in size and scope to this project and familiar with the precautions required and has complied with requirement of the authority having jurisdiction. Where experience with manufactured products are involved: “experienced” means fully trained in the installation, operation, adjustment and balancing of the selected manufactured items, including all necessary controls, accessories and/or related equipment.
Project Site is the space available to the Contractor for performance of the work, either exclusively or in conjunction with others performing other construction as part of the project. The extent of the project site is shown on the drawings and may or may not be identical with the description of the land upon which the project is to be built.
Testing Laboratories: A "testing laboratory" is an independent entity engaged to perform specific inspections or tests, either at the project site or elsewhere and to report on and, if required, to interpret results of those inspections or tests.
Or equal, or the term: or approved equal mean: or approved equal as approved by the architect.
SPECIFICATION FORMAT AND CONTENT EXPLANATION
This article is provided to help the user of these Specifications understand the format, language, implied requirements, and similar conventions. None of the explanations shall be interpreted to modify the substance of Contract requirements.
Specification Format: These Specifications are organized into divisions, sections, or trade headings based on the Construction Specification's Institute's format and the MASTERFORMAT numbering system. This organization conforms generally to recognized construction industry practice.
Specification Content: This Specification has been produced employing conventions in the use of language and the intended meaning of certain terms, words, phrases when used in particular situations and circumstances.
These conventions are explained as follows:
Language used in the Specifications and other Contract Documents is the abbreviated type. Implied words and meanings will be appropriately interpreted. Singular words will be interpreted as plural and plural words interpreted as singular where applicable and where the full context of the Contract Documents so indicates. The architect will be the final arbiter of the intended meaning of language used throughout the Documents.
Imperative Language is used generally in the Specifications. Requirements expressed imperatively are to be performed by the Contractor. At certain locations in the text for clarity subjective language is used to describe responsibilities which must be fulfilled indirectly by the Contractor or by others when so noted.
Assignment of Specialists: The Specification requires that certain specific construction activities shall be performed by specialists who are recognized experts in the operations to be performed. The specialists must be engaged for those activities, and the assignments are requirements over which the Contractor has no choice or option. Nevertheless, the ultimate responsibility for fulfilling Contract requirements remains with the Contractor.
This requirement shall not be interpreted to conflict with enforcement of building codes and similar regulations governing the work. It is also not intended to interfere with local trade union jurisdictional settlements and similar conventions.
Trades: Use of titles such as "carpentry" is not intended to imply that certain construction activities must be performed by accredited or unionized individuals of a corresponding generic name, such as "carpenter." It also does not imply that requirements specified apply exclusively to tradespersons of the corresponding generic name.
DRAWING SYMBOLS
Mechanical/Electrical Drawings: Graphic symbols used on mechanical and electrical drawings are generally aligned with symbols recommended by ASHRAE. Where appropriate, they are supplemented by more specific symbols recommended by technical associations including ASME, ASPE, IEEE, and similar organizations. Refer instances of uncertainty to the architect for clarification before proceeding.
INDUSTRY STANDARDS
Applicability of Standards: Except where Contract Documents include more stringent requirements, applicable construction industry standards have the same force and effect as if bound or copied directly into Contract Documents. Such standards are made a part of the Contract Documents by reference. Individual sections indicate which codes and standards the Contractor must keep available at the project site for reference.
Referenced standards take precedence over standards that are not referenced but recognized in the construction industry as applicable.
Unreferenced standards are not directly applicable to the work, except as a general requirement of whether the work complies with recognized construction industry standards.
Publication Dates: Where compliance with an industry standard is required, comply with standard in effect as of date of Contract Documents.
Updated Standards: At the request of the architect, the Contractor, or authority having jurisdiction, submit a change order proposal where an applicable code or standard has been revised and re-issued after the date of the Contract Documents and before performance of work affected. The architect will decide whether to issue a change order to proceed with the updated standard.
Conflicting Requirements: Where compliance with two or more standards is specified and they establish different or conflicting requirements for minimum quantities or quality levels, the most stringent requirement will be enforced, unless the Contract Documents indicate otherwise. Refer requirements that are different but apparently equal and uncertainties as to which quality level is more stringent to the Architect for a decision before proceeding.
Minimum Quantities or Quality Levels: In every instance the quantity or quality level shown or specified shall be the minimum to be provided or performed. The actual installation may comply exactly within specified tolerances with the minimum quantity or quality specified, or it may exceed that minimum within reasonable limits. In complying with these requirements, indicated numeric values are minimum or maximum values, as noted, or appropriate for the context of the requirements. Refer instances of uncertainty to the Architect for decision before proceeding.
Copies of Standards: Each entity engaged in construction on the project is required to be familiar with industry standards applicable to that entity's construction activity. Copies of applicable standards are not bound with the Contract Documents.
Where copies of standards are needed for performance of a required construction activity, the Contractor shall obtain copies directly from the publication source.
Although copies of standards needed for enforcement of requirements may be part of required submittals, the architect reserves the right to require the Contractor to submit additional copies, as necessary, for enforcement of requirements.
Abbreviations and Names: Trade association names and titles of general standards are frequently abbreviated.
Where acronyms or abbreviations are used in the Specifications or other Contract Documents, they mean the recognized name of the trade association, standards generating organization, authority having jurisdiction or other entity applicable to the context of the text provision. Refer to the "Encyclopedia of Associations," published by Gale Research Company, available in most libraries.
GOVERNING REGULATIONS / AUTHORITIES
The architect has contacted authorities having jurisdiction where necessary to obtain information necessary for the preparation of Contract Documents; that information may or may not be of significance to the Contractor.
Contact authorities having jurisdiction directly for information and decisions having a bearing on the work.
Trade Union Jurisdictions: The Contractor shall maintain and require subcontractors to maintain complete current information on jurisdictional matters, regulations, and pending actions as applicable to construction activities. The manner in which Contract Documents have been organized and subdivided is not intended to indicate compliance with trade union or jurisdictional agreements.
Discuss new developments at project meetings at the earliest feasible dates. Record relevant information and actions agreed upon.
Assign and subcontract construction activities and employ tradesmen and laborers in a manner that will not unduly risk jurisdictional disputes that could result in conflicts, delays, claims, and losses.
SUBMITTALS
Permits, Licenses, and Certificates: For the Owner's records, submit copies of permits, licenses, certifications, inspection reports, releases, jurisdictional settlements, notices, receipts for fee payments, judgments, and similar documents, correspondence and records established in conjunction with compliance with standards and regulations bearing upon performance of the work.

k. “Insulation Barrier”: Air permeable (breathing) netting intended to hold cellulose or other loose insulation to a stated pressure. See Section 072100 – Thermal Insulation, #5 Cellulose Insulation.
l. “Weather Barrier”: Exterior building wrap intended to slow air movement and create a water resisting barrier protecting framing and generally stopping water penetration of the structure / building. See Section 072500 – Weather Barriers.
m. “Air Barrier”: Airtight (and watertight) layer preventing air or water from penetrating the building. The air barrier is a continuous layer: under slab, up walls, around windows and doors, weatherstripping, and under the roof creating a continuous sealed envelope. Different materials make up an air barrier including: tapes, rigid air-tight closed cell insulation, impermeable roofing sheet material, sheet air barriers, weatherstripping, and possibly others. The thermal performance of the building will ultimately require an airtight layer / barrier. The final determination of proper installation is the blower door test.
n. “Drawings”: any size document with graphic representations of the work. Drawings are generally (but not limited to) 24” x 36”.
o. “Sketches”: Drawings of sizes other than 24” x 36” used to graphically clarify the scope and intent of the primary drawings.
p. “Specifications”: written information describing scope, quality, performance, material or industry standards - describing products, models, warranty’s, manufacturer’s, manufacturer’s recommendations, installation instructions and performance standards. Also included in “Specifications” are administrative standards and requirements for performing the work.
Included by reference in the Specifications is the Owner-Contractor Agreement, including all Supplemental and General Conditions.
q. “Documents”: Drawings, sketches and specifications. These form the basis for the Contract for Construction.
6. Strictly adhere to the soil and erosion control plan. All barriers are to be installed prior to any construction and fully maintained throughout the period of construction.
7. Provide shop drawings for all components. All products are to be submitted as shop drawing for review by the architect before ordering. The review is for the design intent.
8. All floors are to be at the same level (except the 1922 original library building): regardless of material thickness. The substrates are to be selected and managed to maintain equal levels for all materials, typical.
9. All products are to be assembled and installed strictly per the manufacturer’s instructions and recommendations. Use materials, accessories and fasteners from the same company responsible for the primary products or as recommended by the primary manufacturer for the type of installation shown. All installations are to be complete and operational. All assemblies are to maintain the manufacturer’s full warranty.
10. Coordinate framing and finish materials as required by code for all fire rated assemblies as noted on the drawings. These are to include walls, floors and roofs where required by interior or exterior fire separations and floors and interior partitions where ratings are called for on the drawings.
11. The thermal performance of this building requires that blower door testing achieves a maximum of 1.0 air changes per hour at 50 Pascal. Air barriers (and taping) are to create an airtight enclosure achieving this air-change per hour rating. This standard must be met. If the standard is not met, the source of air leaks are to be found and sealed, and retested until the standard is met.
a. The first blower door test is to be performed following the installation of the exterior foam insulation and installation air barriers.
b. The second blower door test is to be performed when the insulation is complete but the insulation has not been covered.
c. The third blower door test will be at substantial completion, before the certificate of occupancy.
d. If any of the tests fail, the source of the problem(s) must be found and repaired and retested until the required ACH is attained.
12. A Structural Report was prepared by Morrissey Engineering LLC dated 7/31/23 titled: Kent Memorial
Library, Kent, CT – Structural Condition Report. A copy is included in Division 50.
