About this file

This is a General Information document for the Kent Memorial Library renovation and expansion project in Kent, Connecticut, prepared by the Kent Library Association, Inc., a 501(c)(3) tax-exempt organization. The project involves comprehensive renovations and additions to the existing library building located at 32 North Main Street, Kent, CT, with construction documents prepared by multiple consulting firms including Wyeth Architects (architecture), Morrissey Engineering LLC (structural), Salamone & Associates (MEP systems), and SLR Consulting Engineers (civil). A mandatory pre-bid conference is scheduled for Tuesday, November 4th at 2:00 PM at the library location. The contract documents include detailed drawings organized by series (architectural, civil, structural, mechanical, electrical, plumbing, and fire protection plans), specifications divided into sections 00-50, supplementary general conditions, and historical documents from a 1994 library addition. The project requires strict adherence to a soil and erosion control plan, coordination of parking for construction crews with the library and neighbors due to limited street parking availability, and submission of shop drawings for all components prior to ordering for architect review and approval.

Funding for this project is provided in part by Connecticut State Library funds, including $2 million in state bond funds. The contract documents specify that where products are identified as "Basis of Design," they are proprietary and must be included in base bids, with substitutions considered only if approved by the architect based on quality and cost considerations. Critical project requirements include achieving a maximum of 1.0 air changes per hour at 50 Pascal through blower door testing to meet thermal performance standards, with three mandatory testing phases during construction. All floors must be maintained at equal levels regardless of material thickness, all installations must follow manufacturer specifications and recommendations strictly, and fire-rated assemblies must be coordinated per code requirements. A Structural Condition Report prepared by Morrissey Engineering LLC dated July 31, 2023, is included in Division 50 for reference, though no as-built drawings from the 1994 addition are available.

ADDITIONAL GENERAL INFORMATION

This information applies to all documents in the contract: drawings, addendum, sketches, supplemental information, General and Supplementary General Conditions, Owner’s supplemental information and all specifications:

1. TAX EXEMPTION: The Kent Library Association, Inc. is organized under the tax code 501c3: holds a valid IRS tax exemption.

2. The contents and functions of the Library will have moved prior to the start of construction to allow full access to the site and buildings.

a. Parking is an issue: parking around and near the building is available to the General Contractor.

b. Parking for crews and subcontractors needs to be thoughtfully coordinated with the Library and neighbors as street parking is limited.

c. Neighboring parking lots are not to be used unless arrangements have been made in advance.

3. If any discrepancies are found between this document and any referenced Specifications, bring the discrepancy to the attention of the architect for clarification.

4. Where specific products are listed, please assume that the client wants that particular listed product.

Substitutions will be considered, but the status of any proposed substitution will be determined solely by the architect based upon potential quality and savings to the client - including the time (costs) necessary for the architect and their consultants to review the proposed substitution.

5. DEFINITIONS:

a. “Basis of Design”: Where Products are identified as: “Basis of Design”, they are designed as part of an architectural system: when one product changes, it can affect the choice of other products in that system. During the Bidding process, these are to be viewed as proprietary and included in the base bids. When additional items are listed in the specifications after a product identified as “Basis of Design”, they may be proposed after contract execution as a change and will be examined by the architect and accepted or rejected. Rejection may be based on a request for additional time, money or both.

b. “CHRO” means: Commission on Human Rights and Opportunities.

c. “Construction Grant Administrator” means: Construction Grant Administrator for the CT State

Library

d. “DAS” means: Department of Administrative Services.

e. “DECD” means: Department of Economic and Community Development.

f. “DEEP” means: Department of Energy and Environmental Protection.

g. “SHPO” means: State Historic Preservation Office.

h. "Furnish" means supply and deliver to project site, ready for unloading, unpacking, assembly and installation.

i. "Install" is used to describe operations at the project site including unloading, unpacking, assembly, erection, placing, anchoring, applying, working to dimension, finishing, curing, protecting, cleaning and similar operations.

j. "Provide" means furnish and install, complete and ready for the intended use.

k. “Or approved equal” means: approved by the architect.

l. “Insulation Barrier”: Air permeable (breathing) netting intended to hold cellulose or other loose insulation to a stated pressure. See Section 072100 – Thermal Insulation, #5 Cellulose Insulation.

m. “Weather Barrier”: Exterior building wrap intended to slow air movement and create a water resisting barrier protecting framing and generally stopping water penetration of the structure / building. See Section 072500 – Weather Barriers.

n. “Air Barrier”: Airtight (and watertight) layer preventing air or water from penetrating the building. The air barrier is a continuous layer: under slab, up walls, around windows and doors, weatherstripping, and under the roof creating a continuous sealed envelope. Different materials make up an air barrier including: tapes, rigid air-tight closed cell insulation, impermeable roofing sheet material, sheet air barriers, weatherstripping, and possibly others. The thermal performance of the building will ultimately require an airtight layer / barrier. The final determination of proper installation is the blower door test.

o. “Drawings”: any size document with graphic representations of the work. Drawings are generally (but not limited to) 24” x 36”.

p. “Sketches”: Drawings of sizes other than 24” x 36” used to graphically clarify the scope and intent of the primary drawings.

q. “Specifications”: written information describing scope, quality, performance, material or industry standards - describing products, models, warranty’s, manufacturer’s, manufacturer’s recommendations, installation instructions and performance standards. Also included in “Specifications” are administrative standards and requirements for performing the work.

Included by reference in the Specifications is the Owner-Contractor Agreement, including all Supplemental and General Conditions.

r. “Documents”: Drawings, sketches and specifications. These form the basis for the Contract for Construction.

6. Strictly adhere to the soil and erosion control plan. All barriers are to be installed prior to any construction and fully maintained throughout the period of construction.

7. Provide shop drawings for all components. All products are to be submitted as shop drawing for review by the architect before ordering. The review is for the design intent.

8. All floors are to be at the same level (except the 1922 original library building): regardless of material thickness. The substrates are to be selected and managed to maintain equal levels for all materials, typical.

9. All products are to be assembled and installed strictly per the manufacturer’s instructions and recommendations. Use materials, accessories and fasteners from the same company responsible for the primary products or as recommended by the primary manufacturer for the type of installation shown. All installations are to be complete and operational. All assemblies are to maintain the manufacturer’s full warranty.

10. Coordinate framing and finish materials as required by code for all fire rated assemblies as noted on the drawings. These are to include walls, floors and roofs where required by interior or exterior fire separations and floors and interior partitions where ratings are called for on the drawings.

11. The thermal performance of this building requires that blower door testing achieves a maximum of 1.0 air changes per hour at 50 Pascal. Air barriers (and taping) are to create an airtight enclosure achieving this air-change per hour rating. This standard must be met. If the standard is not met, the source of air leaks are to be found and sealed and retested until the standard is met.

a. The first blower door test is to be performed following the installation of the exterior foam insulation and installation air barriers.

b. The second blower door test is to be performed when the insulation is complete, but the insulation has not been covered.

c. The third blower door test will be at substantial completion, before the certificate of occupancy.

d. If any of the tests fail, the source of the problem(s) must be found and repaired and retested until the required ACH is attained.

12. A Structural Report was prepared by Morrissey Engineering LLC dated 7/31/23 titled: Kent Memorial

Library, Kent, CT – Structural Condition Report. A copy is included in Division 50.
