About this file

This is Addendum #3 to a construction project for the Kent Memorial Library, issued by Wyeth Architects on November 20, 2025, involving the Kent Library Association, Inc. and the State of Connecticut. The addendum addresses renovations and additions to the existing Kent Memorial Library located at 32 North Main Street, Kent, Connecticut, with work encompassing architectural, mechanical, and electrical construction across the 1922 original library building, a 1958 addition, and a firehouse structure. The document clarifies scope items including masonry restoration and cleaning limited to the 1922 library, interior brick veneer cleaning, window infill work at removed openings, brick removal from the firehouse and 1958 addition, and installation of Tectum ceiling panels with revised reflected ceiling plans provided. The last day for bidder questions is November 21, 2025, at 2:00 PM, the final addendum will be issued by November 25, 2025, and sealed bids are due December 5, 2025, at 4:00 PM, a deadline revised from the original November 26, 2025 date. A mandatory pre-bid conference was held on November 4, 2025.

Hazardous materials abatement is included within the contractor's scope of work, with testing reports documenting lead paint in the Reading Room, asbestos-containing materials in firehouse windows and 1958 addition stairs (both already scheduled for removal), and carpet mastic containing asbestos on the second floor of the firehouse, which the architect recommends removing and encapsulating with leveling compound. The project is partially funded by Connecticut State Library funds, including $2 million in state bond funds. The owner retains responsibility for final hazardous materials testing. Revised specifications and drawings addressing indoor air quality testing, glazing requirements, bid form revisions, and supplementary general conditions have been posted to CTsource and Dropbox for all potential bidders.

Questions From Bidders:

Follow-up from Addendum 2:

Q5: Section 01 45 23 lists IAQ testing, and also refers to Div 23 05 93 (TAB) for this testing and cleaning of HVAC systems. However section 23 05 93 does not address this at all. It goes on to address IAQ testing, blower door testing, an IAQ management plan, some independent testing, and building flush, similar to LEED projects.

a. Is this a requirement for this project?

b. If yes who will be responsible for this work?

A: Addendum 2:

Section 230596 - TESTING, ADJUSTING AND BALANCING FOR HVAC addresses testing, adjusting, and balancing of the air system.

Section 233100 - HVAC DUCTS AND CASINGS addresses cleaning of new ductwork.

a. See revised 014523 - TESTING FOR INDOOR AIR QUALITY_rev1, attached.

b. The Contractor

Q36: In review of the specs for this project, Section 01 45 23 lists IAQ testing, and refers to Div 23 05 93 (TAB) for this testing and cleaning of HVAC systems. However, section 23 05 93 does not address this at all. It goes on to address IAQ testing, blower door testing, an IAQ management plan, some independent testing, and building flush, similar to LEED projects. We need to know who will be responsible for this work. It can add considerable cost to the project. Please advise.

A: See answer to Q5 above.

New Questions Q1: Please provide a revised reflected ceiling plan (RCP) that better defines the locations of the Tectum panels? Per the RCP plan key, these panels should be illustrated on the drawings; however, aside from a few notes on the RCP and sectional views indicating some locations, it is difficult to determine the full extent of where they are to be installed. They are also not listed in the room finish schedule.

A: See revised A2.1A_rev1, A2,1B_rev1, A2.2_rev1, and 10.1_rev1

Q2: Clad Wood Window supplier is inquiring if they can provide a Clad Wood

Window Package in place of the Aluminum Storefront windows called out on A10.4 schedule?

A: No. See explanation in answer to Q40 in Addendum 2.

Q3: Please clarify which windows are to receive window treatments?

A: Motorized shades identified in Section 124900 - ROLLER WINDOW SHADES are for Community room 211 windows 211A through 211H. There are no other shades in the project.

Q4: Per spec section 04 01 20 | Masonry Restoration and cleaning calls for the

Repair, repointing, cleaning, and sealing masonry units. However, drawings don’t show the related to any of this scope, please advise.

A: Masonry restoration and cleaning is limited to the 1922 library. For the exterior, see B5/D3.1 and G7/A3.3. For the interior, see exposed brick for cleaning in D1/A7.4 and B1/A7.4.

Q5: Masonry Cleaning | Dwg A7.4, D1 & B1 shows cleaning of existing brick veneer(Interior).

A: Correct. See answer to Q4.

Q6: Masonry infill in Rm 126 openings | See below snapshot of the dwg with question. Please confirm if these infills are at removed windows.

A: Yes, they are at existing windows.

Q7: All existing building elevation shows as Brick to be removed. Is this our part of scope or demolition? If this is our part of scope, based on the wall section I assume this exterior wall type is Brick +CMU+Brick. Is this correct?

A: Brick removal occurs on the Firehouse and 1958 addition only; not the original 1922 library. Removal is in the Contractor’s scope. It is our working understanding the wall is CMU + Brick on the first level, and wood stud + brick on the second level. This will need to be confirmed during demolition.

Clarifications:

1. Hazardous Material abatement will be part of the contract. The three reports (attached) show lead present in the Reading Room and isolated instances of asbestos containing material (ACM) in other areas. The major components include:

• Paint in the Reading Room tested positive for lead. See 2025-11-20 KML

Lead Asbestos Letter, attached.

• The windows in the Firehouse show ACM. They are already being removed in the project;

• The stairs in the 1958 addition down to the basement contain ACM.

They are already being replaced in the project;

• The carpet mastic on the second floor of the firehouse contains ACM.

Wyeth Architects suggests considering removing the carpet, then encapsulate the remaining adhesive with a leveling compound which will also help the future floor of the Community room.

• The Owner is responsible for final testing.

2. Gridlines were renamed. They are not bubbled with a revision cloud in the

Addendum 3, Revision 1 drawings.
