About this file

This is Addendum #2 issued by Wyeth Architects on behalf of the Kent Memorial Library project in Kent, Connecticut, addressing clarifications and revisions to the original bid package. The project involves renovation and expansion of the Kent Memorial Library building (originally constructed in 1922 with additions in 1952, 1958, and 1994) and an adjacent Firehouse, classified as Construction Type VB wood frame with limited masonry. The scope includes all new wiring, roofing, HVAC systems, fire suppression system installation, toilet partition specifications, and tower clock work. Key project milestones and site constraints are detailed in the bid form and demolition plans. The bid submission deadline was extended to December 5, 2025, at 4:00 PM (changed from the original November 26, 2025 date). Bidders may submit proposals via hard copy or digital delivery (email or download link). The project site is limited by the property line as the contract boundary, with partial split-rail and chainlink fencing on east and south sides, limited site lighting restricted to 1 foot candle per Town of Kent regulations, and off-site worker parking to be resolved prior to construction. No pre-bid conference is currently applicable, with the final question deadline set for November 21, 2025, at 2:00 PM.

This is a prevailing wage rate job under Connecticut General Statutes §31-53, requiring contractors to comply with the CT Department of Labor prevailing wage schedules and DAS General Building Construction (Group C) prequalification classification. A bid bond is not required, and retainage is set at 5%. Daily liquidated damages will be determined by mutual agreement prior to contract execution. The Owner will cover the building permit fee but the contractor must procure the permit; the Owner will also secure a separate Builder's Risk policy. Performance and Payment Bonds at 100% are required with specific insurance limits and project-specific endorsements detailed in the Supplementary General Conditions, Article 11. The project includes three add alternates to be priced separately in the bid form. Substantial completion and final completion dates are specified in the bid package, with no working hour constraints. The Kent Library Association, Inc. holds tax-exempt status. All communications regarding questions, clarifications, and addenda should be directed to Sara Holmes at Wyeth Architects (sholmes@wyetharchitects.com or 860-526-5111).

Cover (date revised) Table of Contents (revised) 000100 - Definitions & Standards (revised) 000200 - General Information (revised) 102800 - Toilet, Bath & Custodial Accessories (revised) 109990 - Tower Clock (new) Project Area Summary dated 9/26/24 “KML Project Area Summary 2025-09-26.pdf” Measured Drawings of Library Building dated 2/11/22 “IQT-WA-32 North Main Street-Library-02-11-22.pdf” Measured Drawings of Firehouse Building dated 2/4/22 “IQT-WA-32 North Main Street-Firehouse-02-04-22.pdf”

Questions From Bidders:

Q1: Prevailing Wages are not in the specification manual.

A: See Section 00 03 00 - Instructions to Bidders: 1.02: This is a Prevailing

Wage Rate Job. Prevailing wage rate information: CT Department of Labor:

https://portal.ct.gov/dol/divisions/wage-and-workplace-standards/prevailing-wage?language=en_US

Q2: AS0.1 Site Plan - Note about Location of Tank Removal. No other information provided.

A: There are two tanks:

• One indoor tank is in the Firehouse and will be removed by the Owner prior to construction.

• One buried tank is shown on AS0.1 off the southeast corner of the original 1922 library. To the best of our knowledge, it is a double-lined 550-gallon installed in 2007. The Owner will have the oil removed prior to construction. The Contractor will remove the tank.

• (Note the existing condition drawings dated 2/11/22, attached, incorrectly show a tank in the original library basement.)

Q3: No specification provided for Toilet Partitions.

A: Toilet Partitions added to Section 10 28 00 - Toilet, Bath and Custodial

Accessories. See revised section, attached.

Q4: No specification provided for the Clock at the clocktower A: See Section 10999 - TOWER CLOCK, attached.

Q5: Section 01 45 23 lists IAQ testing, and also refers to Div 23 05 93 (TAB) for this testing and cleaning of HVAC systems. However section 23 05 93 does not address this at all. It goes on to address IAQ testing, blower door testing, an IAQ management plan, some independent testing, and building flush, similar to LEED projects.

a. Is this a requirement for this project?

b. If yes who will be responsible for this work?

A: Section 230596 - TESTING, ADJUSTING AND BALANCING FOR HVAC addresses testing, adjusting, and balancing of the air system.

Section 23 31 00 - HVAC DUCTS AND CASINGS addresses cleaning of new ductwork.

Questions about Section 014523 - 01 45 23 – TESTING FOR INDOOR AIR

QUALITY will be addressed in Addendum #3.

Q6: Drawing A10.7 Wall Types & Schedule missing from the drawing set.

A: A10.7 does not exist. Disregard.

Q7: 101423 Room ID Signs specification provided in manual. Schedule of required signage is not included. Please advise.

A: See A10.1 which says:

PROVIDE ADA COMPLIANT SIGNS WITH RAISED LETTERS AND BRAILLE:

1. ROOM SIGNS FOR ROOM TYPES:

ELECTRICAL

CUSTODIAL

RESTROOMS

MECHANICAL

IT

2. RESTROOMS

Q8: Thanksgiving week is not a favorable week to bid projects. Sub-contractor bid coverage may be lacking. Please consider extending to the later part of the following week for best pricing results.

A: Per Addendum #1, the due date is extended to 12/5/25 by 4:00pm.

Q9: I noticed on the DAS Website Documents were added. Unable to decifer any changes to the original drawings that were posted. What Changed if any?

A: On the DAS Portal, the files are listed oddly and we can’t correct them now that it’s published.

• Disregard “10-20-25-abbreviated bid ad -1.docx”

• The two files entitled “10-28-25 Bid Ad.docx” are identical

• The file “KML Drwg for Printing 10-15-25.pdf” is the compiled version of architectural, civil, structural, MEP drawings for ease of printing. The sheets within are identical to the separated drawings per discipline.

Q10: What % is the bid bond?

A: Bid bond is not required. Use 0%.

Q11: Is a project schedule required with the bid?

A: The Project schedule is not required for the bid. Acknowledgement and agreement with the dates of Substantial Completion and Final Completion are part of the Bid Form.

Q12: What is the retainage?

A: 5%

Q13: What are the daily liquidated damages?

A: Per Addendum #1, the mount to be determined by mutual agreement prior to signing a contract.

Q14: Are permit fees waived?

A: Per Addendum #1, the Owner will cover the building permit fee. The contractor is still responsible to procure the permit.

Q15: Bid logistics: Confirm bid due date/time and submission method (CTSource

vs. physical delivery), and whether a bid bond is required.

A: For the bid time and date, see answer to Q8.

The bid can be delivered hard copy or digitally (email or link for download).

We are not responsible for mailed bids that do not arrive on time.

A bid bond is required. See answer to Q10.

Q16: Pre-bid details: Any RSVP needed, check-in location, parking/PPE/site access rules, and whether a sign-in sheet will be published.

A: a. For project milestones, see Section 00 04 00 - BID FORM

b. Working hour constraints: none

c. The Kent Library Association, Inc. is tax exempt: See Bid Form: Offer: b.

d. Site constraints: See Sheet D1.1 - First Floor and Site Demolition Plan, and Sheet AS0.1 - Site Plan: The Property Line is the Contract Limit Line.

e. Per Addendum #1, parking for workers will be offsite but nearby. That will be resolved by the time construction begins.

Q21: Bonds/insurance: We understand 100% Performance & Payment Bonds are required; please confirm insurance limits or any project-specific endorsements.

A: Insurance Limits, and Project-Specific Endorsements: See the Supplementary General Conditions - Article 11; Insurance and Bonds

Q22: It appears that the bids are due at 2pm on Wednesday 11/26 (day before

Thanksgiving) That week is historically difficult to get anything out of anyone due to vacations, travel etc. Making the bids due in the afternoon prior to Thanksgiving is not ideal. Would the committee consider pushing the bid date until the following Tuesday- 12/2/25?

A: See answer to Q8.

Q23: What is the amount of the deductible for the builders’ risk policy?

A: Per Addendum #1, the Owner will take out their own Builder’s Risk policy.

Q24: Total Square Footage of Building A: See Project Area Summary, attached.

There is a loft above the Reading Room in the original 1922 library.

There is a second floor in the Firehouse and the landing in the new connector.

Q26: Is the area lit at night?

A: The Town of Kent has a lighting limit of 1 foot candle on the ground throughout the Town. This Project has limited site lighting. See AS0.1 - Site Plan for 10 site lighting bollards and limited building mounted fixtures (architectural and electrical sheets).

The surrounding area has streetlights on North Main Street.

Q27: Is the building fenced in?

A: No. There are partial split-rail and chainlink fences along portions of the east and south sides.

Q28: Is there a wireless monitoring system?

A: No.

Q29: Is there a security guard? Is it 24/7?

A: No.

Q30: Distance to nearest fire department, is it paid or voluntary?

A: The Kent Volunteer Fire Department is 0.3 miles away at 28 Maple Street.

Q31: Distance to the nearest fire hydrant.

A: 34’ from the northwest corner of the site on North Main Street across

Library Avenue.

Q32: Is there a sprinkler system?

A: The existing building does not have a Fire Suppression System.

The New Project includes a Fire Suppression System. See related Fire

Protection Drawings and Specification Sections.

There is no site irrigation system currently nor planned.

Q33: What year was the building built?

A: 1922, 1952, 1958, 1994

Q34: What is the type of building construction?

A: Construction Type VB, wood frame and limited masonry

Q35: What year was the last update of wiring, roofing, plumbing, heating?

A: Unknown. Last update of wiring, etc: not applicable as the renovations will involve all new wiring, roofing, and HVAC.

Q36: In review of the specs for this project, Section 01 45 23 lists IAQ testing, and refers to Div 23 05 93 (TAB) for this testing and cleaning of HVAC systems. However, section 23 05 93 does not address this at all. It goes on to address IAQ testing, blower door testing, an IAQ management plan, some independent testing, and building flush, similar to LEED projects. We need to know who will be responsible for this work. It can add considerable cost to the project. Please advise.

A: See the answer to Q5.

Q37: The demo drawings for HVAC/Mechanical show removing an underground oil storage tank and its related oil fill/vent piping, along with a 275 above ground tank in the Firehouse. Can you tell us the capacity in gallons of the UST tank? Are the tanks full? Partially full? Is there a concrete cover over the UST tank? Please advise.

A: See the answer to Q2.

Q38: Brasco no longer produces the window listed in the spec. Please advise.

A: Brosco 2025 edition catalog (Book of Designs) still carries the single glazed interior windows.

Q39: Drawing 10.7 Wall types is missing from the set of drawings. Please advise.

A: See answer to Q6

Q40: Would Windsor Window & Door Company (brand) aluminum exterior wood windows be permitted?

A: The windows and doors in the bid package are the Basis of Design.

See Clarification 1 below for definition which includes:

“During the Bidding process, these are to be viewed as proprietary and included in the base bids. When additional items are listed in the specifications after a product identified as “Basis of Design”, they may be proposed after contract execution as a change and will be examined by the architect and accepted or rejected.”

Q41: What is the percentage of the bid bond?

A: See answer to Q10

Q42: What will the liquidated damages be?

A: See answer to Q13.

Q43: Will the local permit fees be waived?

A: See answer to Q14.

Q44: Is there space in the building that can be used for an office?

A: That is up to the General Contractor’s discretion. The Owner will be out of all buildings.

Q45: Given the complexity of this project we are requesting a bid date extension of at least 2 weeks.

A: See answer to Q8.

Q46: Given the complexity of the project and tight and tight confines of the site, we feel that a 12 month substantial completion deadline is not achievable without adding significant costs for extended working hours. Is it possible to extend the duration to an 18-month substantial completion schedule?

A: Use the timeline described in the bid package.

Q47: Can you please provide more details on stairs. The details and sections shown on A8.2 and A8.3 do not show what the stairs are built out of.

A: The main stair is wood framed. See G9/A8.3 for example.

Clarifications:
