About this file
This is an addendum to a construction contract for the Kent Memorial Library in Kent, Connecticut, addressing hazardous materials and abatement requirements. The document, dated November 20, 2025, is part of Addendum #3 and outlines the identification and required remediation of lead and asbestos hazardous materials discovered during pre-renovation surveys conducted by Reliance Environmental, LLC. Toxic levels of lead paint applied prior to 1978 have been identified in the Library Reading Room 117 and Existing Loft 200, requiring abatement due to planned carpentry and millwork removal and modification in these areas. Additionally, limited amounts of asbestos and lead have been identified in non-toxic levels in various other locations throughout the buildings. The General Contractor is designated as responsible for all hazardous materials abatement work and must comply with Connecticut Department of Public Health and Addiction Services standards for lead abatement as defined in Sec. 20-478 (2-98).
Abatement work includes encapsulation, replacement, removal, enclosure, or covering of materials containing toxic lead levels, along with all associated preparation, cleanup, disposal, and re-occupancy clearance testing. Supporting documentation for this requirement includes four survey reports and regulatory documents placed in Division 51 of the contract specifications: the Reliance Environmental Limited and Directed Pre-renovation Asbestos Survey Report dated November 4, 2025; two Reliance Environmental Limited and Directed lead paint XRF screening reports for the firehouse dated November 4, 2025 and November 19, 2025 for the library; and the Connecticut Department of Public Health and Addiction Services regulatory document along with EPA Lead Renovation, Repair & Painting Rule guidelines. The General Contractor must incorporate these abatement requirements and associated costs into their bid proposal.
