About this file
This document is a Hazardous Material Information report prepared for the Kent Memorial Library project in Kent, Connecticut, detailing existing environmental conditions and contractor responsibilities for remediation work.
The project involves the renovation of the Kent Memorial Library and an existing Firehouse building, both of which contain identified hazardous materials requiring abatement. Asbestos-containing tile flooring and adhesives have been identified in limited quantities, while lead paint has been confirmed in the 1922 Library Reading Room (Room 117) and the Existing Loft (Room 200) at toxic levels due to pre-1978 application. Additional lead paint and asbestos at non-toxic levels have been identified in various other locations. The General Contractor is responsible for all hazardous material removal and abatement work, which may include encapsulation where approved by the Owner and Authorities Having Jurisdiction. Related requirements are detailed in the Instructions to Bidders (Document 002113), Section 024119 (Selective Structure Demolition), and the Wyeth Architects Letter on hazardous materials and abatement requirements included in Addendum #3.
The document establishes that abatement activities must include preparation, cleanup, disposal, and re-occupancy clearance testing. If additional hazardous materials are discovered during construction that affect work progress, the General Contractor must propose a remediation strategy and plan to the Architect and Owner for approval before proceeding. All costs associated with remediation, schedule impacts, and required modifications must be fully documented and incorporated into a Change Order prior to work commencement. Supporting documentation includes environmental survey reports from Reliance Environmental, LLC dated November 4 and November 19, 2025, addressing asbestos and lead paint screening, along with applicable state and federal regulatory references.
