About this file
This is a Limited and Directed Pre-Renovation Asbestos Survey Report prepared by Reliance Environmental, LLC for Kent Memorial Library, a Connecticut state and local property located at 30-32 North Main Street, Kent, CT. The survey was conducted on October 27, 2025, by a State of Connecticut licensed asbestos inspector to identify asbestos-containing materials (ACMs) prior to facility renovation. A total of 45 bulk samples were collected from the two-building property (Building #30, the Firehouse, and Building #32, the Library) and analyzed using Polarized Light Microscopy (PLM) according to EPA 600/R-93/116 protocol. The survey identified four locations containing asbestos at concentrations greater than or equal to 1.0 percent: vermiculite insulation in the attic of Building #30 (approximately 2,000 square feet), mastic in flooring layers on the second floor front room of Building #30 (approximately 1,500 square feet), window glazing on the exterior of Building #30 (35 windows), and 9" x 9" floor tiles on the first-floor stairs of Building #32 (approximately 100 square feet). The report notes that removal of all identified ACMs must be performed by a Connecticut State licensed asbestos abatement contractor and that abatement contractors should verify quantities and removal difficulty prior to submitting cost proposals.
The survey was performed for Ms. Sarah Marshall, Director of Kent Memorial Library, with the report prepared by Vidya N. Trivedi of Reliance Environmental, LLC, who holds current Connecticut Department of Public Health Asbestos Consultant-Project Designer certification (Certificate No. 000017, valid through March 31, 2026). The laboratory analysis was completed by Asbestos Identification Laboratory in Woburn, Massachusetts, which holds multiple state certifications and NVLAP accreditation. The report specifically notes that additional suspect materials may exist behind fixed walls, under flooring, or above ceilings, and if any such materials are discovered during renovation, all activities must cease pending sampling by a licensed inspector. The EPA recommends that vermiculite insulation not be disturbed and that any removal be performed by trained, accredited abatement contractors independent from the assessment firm to avoid conflicts of interest.

I. PROJECT NARRATIVE
Overview
On October 27 of 2025, a State of Connecticut licensed asbestos inspector from Reliance Environmental, LLC performed a limited and directed pre-renovation asbestos survey for Kent Memorial Library of a property located at 30-32 North Main Street, Kent, CT. The purpose of this inspection was to determine the presence of asbestos in suspect building materials so that all issues related to asbestos containing materials could be addressed prior to renovation of the referenced facility.
Samples were collected according to 40 CFR Part 763.86 and 29 CFR Part 1926.1101 and analyzed using Polarized Light Microscopy (PLM) using EPA 600/R-93/116 protocol.
A total of Forty-Five (45) bulk samples were collected from the above noted facility.
Please refer to table in Section II for various types of building materials sampled during this asbestos survey.
Summary of Results
The Asbestos Identification Lab analyzed the bulk samples. Section III presents the complete list of analytical result for samples collected.
“MATERIALS FOUND TO CONTAIN GREATER THAN OR EQUAL TO 1.0 PERCENT ASBESTOS

SURVEY”
Note: SF-Square Feet PACM-Presumed Asbestos Containing Materials Location Asbestos Containing Materials (ACM) Approximate
Quantity Attic – Firehouse (Building
#30) Vermiculite (PACM) ~ 2,000 SF
Second Floor – Front Room, Firehouse (Building #30)

First Floor – Stairs, Library (Building #32) 9” x 9” Floor Tiles ~ 100 SF
Specific Notes:
1. This inspection has been performed based on standard industry practices. The possibility however exists that suspect asbestos-containing materials may be located behind fixed walls, under fixed Flooring or above fixed ceilings. If additional materials are seen or become accessible, all activities shall cease and the materials shall be sampled by a licensed inspector to determine the presence of asbestos.
Reliance #25-LIBRARY-01 3 30-32 North Main Street, Kent, CT
2. Please note that certain OSHA, 29 CFR 1926.1101 regulations apply if materials containing less than 1% asbestos are disturbed.
3. The abatement contractor shall verify the quantities of asbestos containing materials indicated in the table above and degree of difficulty that will be encountered during removal prior to submitting quotes.
4. Removal of all asbestos containing materials listed in the table above shall be removed by a CT State licensed asbestos abatement contractor.

Dear Vidya N. Trivedi, Thank you Vidya N. Trivedi for your business.
Michael Manning Owner/Director
Asbestos Identification Laboratory has completed the analysis of the samples from your office for the above referenced project.
The Analysis Method is BULK PLM ANALYSIS, EPA/600/R-93/116The information and analysis contained in this report have been generated using the EPA /600/R-93/116 Method for the Determination of Asbestos in Bulk Building Materials. Materials or products that contain more than 1% of any kind or combination of asbestos are considered an asbestos containing building material as determined by the EPA. This Polarized Light Microscope (PLM) technique may be performed either by visual estimation or point counting. Point counting provides a determination of the area percentage of asbestos in a sample. If the asbestos is estimated to be less than 10% by visual estimation of friable material, the determination may be repeated using the point counting technique. The results of the point counting supersede visual PLM results. Results in this report only relate to the items tested. This report may not be used by the customer to claim product endorsement by NVLAP or any other U.S.
Government Agency.
The EPA recommends you should assume vermiculite contains asbestos and not to disturb it. Airborne asbestos fibers present a health risk through inhalation, so the first step is to not disturb the material, which could release fibers into the air. If you disturb the insulation, you may inhale some asbestos fibers. The degree of health risk depends on how much and how often this occurred. If you choose to remove the vermiculite insulation, this work should be done by a trained and accredited asbestos abatement contractor that is separate and independent from the company that performed the assessment of the vermiculite insulation to avoid any conflict of interest.
