About this file
This addendum clarifies requirements and decisions from the Pre-Bid Conference for the Kent Memorial Library construction project involving the library and firehouse in Connecticut. The project scope includes roof replacement over the second story of the firehouse due to code non-compliance framing, lowering and rebuilding of the existing wood-framed floor in the 1958 addition, removal of a landing at the bottom of existing stairs, and discretionary replacement or preservation of wood-framed firehouse walls per contractor determination. A pre-bid conference was held on November 4, 2025, with attendance documented in the addendum. The bid submission deadline has been extended to Friday, December 5, 2025, by 4:00 p.m., with the final deadline for bidder questions set for November 21, 2025, by 2:00 p.m. Additional addenda addressing requests for information and hazardous materials assessment will be issued by November 12, November 19, and November 25, 2025. Bidders may schedule site visits with the Library Director Sarah Marshall at 860-927-3761.
The project is funded with $2,000,000 in state funding, with financing confirmed in place. All bidders must be DAS-certified and use the AIA 101 Stipulated Sum contract format with bid documents found in Division 00, Section 00 40 00. The project budget has not been disclosed. Liquidated damages will apply due to state involvement, with the amount to be determined by mutual agreement prior to contract execution. The owner will cover electrical power, water, and building permit fees during construction, though the contractor retains responsibility for permit procurement. The contractor is not responsible for Builder's Risk insurance, which the owner will secure independently. Temporary heat or cooling requirements must be provided by the contractor using temporary means when necessary, with costs exceeding 10% of the owner's regular utility usage to be billed monthly to the contractor. Worker parking will be arranged offsite but nearby, with staging available on the existing paved driveway. A hazardous materials assessment is underway, with findings and abatement responsibility determination to be communicated in an upcoming addendum.

Attached: Pre-Bid Conference attendance list
The focus of this addendum is topics discussed at the Pre-Bid Conference.
Addendum #2 will be issued by Wednesday, November 12 with responses to RFIs.
If needed, an additional Addendum may be issued by Wednesday, November 19.
The last Addendum will be issued by Tuesday, November 25 with responses to remaining RFIs and questions due by Friday, November 21 by 2:00pm.
Points From Presentation:
• Bid format and documents are in Division 00.
• Bidders must use Bid Form in Section 00 40 00.
• All bidders must be DAS-certified.
• We will use an AIA 101 Stipulated Sum contract.
• Parking for workers will be offsite but nearby. That will be resolved by the time construction begins.
• The buildings will be emptied by the owner prior to construction. E.g.
books, shelving. furniture, etc.
• There is some area for staging on site – what is now the paved driveway.
• The roof over the second story of the firehouse is to be replaced because the current framing does not meet code.
• The existing wood-framed floor in the 1958 addition (new rooms 103, 104,
105) is to be lowered/rebuilt to the level of adjacent spaces. This may involve cutting a portion of the top of the 1958 foundation.
• Do not ask questions of library staff, Board, volunteers, or neighbors.
Questions From Bidders:
Q: What is the state-funded amount?
A: $2,000,000
Q: Is funding in place?
A: Yes
Q: Will the town waive the permit fee?
A: At the conference, the owner shared they’re in negotiations with how much the town will discount the building permit fee.
Following the conference, the owner decided to pay for the building permit per
#3 below.
Q: What is the budget for the project?
A: The budget is not known.
Q: Will there be liquidated damages?
A: Since the state is involved, yes. Amount to be determined by mutual agreement prior to signing a contract.
Q: Are there hazardous materials?
A: There is currently a report underway. It will be shared with the potential bidders in an upcoming Addendum.
Q: Is abatement part of the project?
A: At the conference, we stated it would be the owner’s cost with work completed before construction.
Following the conference, the owner decided to wait to determine who will be responsible for abatement until after seeing the report. That decision will be in an upcoming addendum along with the reports.
Q: Are the wood-framed walls of the firehouse to be saved or replaced?
A: That is up to the contractor’s discretion.
Q: Can contractors visit the library with sub-contractors?
A: Yes. Coordinate with Library Director Sarah Marshall at 860.927.3761 or smarshall@biblio.org.
Q: Can the Bid date be extended?
A: Upon discussion with the owner following the conference – yes. The Bid is extended until the following Friday, December 5 by 4:00pm. See item #1 below.
Clarifications and Changes
1. The bid due date is moved to Friday, 12/5/25 by 4:00pm
2. Update Supplementary General Conditions Section 13.11.1 to:
Temporary Utilities: The Owner will pay for electrical power and water during the construction phases of this project. Where temporary heat or cooling is required for the construction process and can be provided by temporary means (for example: propane heaters), the general contractor is required to provide those options. If utilities during construction exceed the Owner’s regular usage by more than 10%, the contractor will be billed on a per month basis.
3. Following the conference, the owner decided to cover the building permit fee. The contractor is still responsible to procure the permit.
4. The contractor does not need to cover Builder’s Risk. The owner will take out their own coverage.
5. There is a +/- 2” landing at the bottom of the existing stairs in the firehouse that will need to be removed. We assume it’s concrete.
