Off the Lots (OTL) MHU’s: Can the Government please clarify how the Contractor should charge back for items with install issues or for items that are required to be brought up to FEMA standards? Such as, plumbing under an OTL MHU is not centrally plumbed to a single drain (in most cases) – each of the ~7-10 plumbing drains have to be plumbed to a central drain before connecting to the main sewer drain outlet.

B-4 Per our established accounting practices and FAR Part 31, we are required to apply G&A to total costs, excluding subcontractor costs; therefore, this paragraph is inconsistent with our accounting practices and would result in an under recoupment of overhead expenses. Would the Government consider revising this paragraph to allow the application of G&A and other applicable indirect costs on the “non-fixed Price CLINs” in accordance with the Offeror’s accounting practices, but preclude the application of fee to these costs?

Can FEMA please confirm whether maintenance and deactivation will or will not be included as scope elements under the Full and Open/Large Business Contracts?

C-2 Clock stoppage is often an issue during missions; the requirement for all clock stoppages to be requested and approved in advance and then reported back as resolved can be time consuming and often is only needed for short periods of hours to a few days. Will the COR be able to consider pre-defined clock stoppage approvals if a trend is identified? (Example: If permitting is an ongoing issue taking 2 additional days, then the contractor could simply notify COR of the clock stoppage and the COR could immediately acknowledge the stoppage.)

C-4-5 Who will verify land ownership? FEMA will conduct a verifed loss inspection, which will verify land ownership.
C.4.3.2 Grab rails have never before been required on standard steps. Is this now going to be a requirement ofr isd this a mistake and just meant to be on the ramps and platform steps?
Standard stairs require grab rails.
C.4.2.12 Insulated skirting requirement will cause a maintenance/mold problem in hot, humid climates. Plus, the inventory of this product in distributors warehouses will not be sufficient to handle a large mission of 250 or mre units. Can this requirement be relaxed when the climate does not call for such insulation?

C.4.3.1 A minimu of 6" and maximum of 7.5 inches for the drop from the entry level to the platform of the stairs is consistent wqith the stair tread requirements but seems to be a trip hazard coming out of the home. In the past we have set the platform as close to the entry level (adjusting for frost heave) as possible. Are we now to change to make it the same as the step tread ?

If so, would that be a request to the Contracting Officer to reallocate funds within the CLIN table?

C-6 Reference: C.1.9.1.1.5.1 defines Historic Preservation Survey as conducting research, obtaining information from officials, and compiling previous surveys and designations. States and municipalities vary widely in the availability of their cultural resources information. Some states, such as Washington and Texas, have a detailed and easily accessible on-line database of their archaeological and built environment recorded resources. Others, such as California and Idaho, have a detailed database but online access requires submission of a request to state-run research centers who then perform the searches for a fee that is commensurate to the amount of resources in a search area, so the fee varies depending on the size and location of the search area.
Some states, such as Colorado, have an online database but require a fee to use it. Other states have limited or no on-line access. The same is true of municipalities.
Question: Does this task assume that the research and information gathering for CLIN #0002BC will be done via online databases or by telephone and/or written contact with state and/or local officials, with no travel to and physical presence at the archives required in order to meet the Section F, #47 two operational day deliverable requirement?

Conceptual design: The requirement currently states that drainage should be designed to a 10 year flood standard, but in 50% and 100% design standards, it states drainage should be to a 100 year flood standard. Can the Government confirm that the 100 year flood standard is a typo and should be changed to 10 year flood standard?

C.1.9.2.12 C-26 References: C.1.9.2.12 Construction Proposal Price Breakdown states, “The contractor shall furnish a price breakdown, including itemization in sufficient detail to permit an analysis of all costs such as: 1. Material, 2. Labor, 3.
Equipment, 4. Subcontracts, 5. Overhead, 6. Profit, 7. General and Administrative. Under steady state, no. If contractor is awarded a contract, the contractor may submit a proposal to FEMA for consideration.
C-27 Should this section of the performance work statement be updated to reference FEMA P-361, Safe Rooms for Tornadoes and Hurricanes: Guidance for Community and Residential Safe Rooms, Third Edition (2015) and ICC 500-2014 ICC/NSSA Standard for the Design and Construction of Storm Shelters? C-55 Reference: The table in Section 4.2 on Basic Installation Items includes requirements for Equipment to Spot, with referenced paragraphs C.4.4.1.
However, on page C-55 Equipment to Spot is included in the Basic Installation work and chargeable to CLIN 0004AA for MH/PM or 0004AB for TTs, but in referenced paragraph C.4.4.1 the work is chargeable to CLIN 0004AE CLIN 0004AA is tied to permits in Attachment 60 CLIN Chart, not Basic Installation, and CLIN #0004AB is not listed in the chart.
Questions/Recommendations:
1) Please clarify which CLIN to use for Equipment to Spot.
2) Since Equipment to Spot may not be required for all installations, recommend removing this requirement from the Basic Installation work to reduce costs and create a new CLIN, Equipment to Spot, to be used only when required and with the COR’s approval.

Blocks and piers #5:
“Note: The contractor has the option to propose alternative method for blocking to the COR. However, any alternative method for blocking the units shall meet or exceed the requirements in the Performance Work Statement, State or local codes, and shall be approved by applicable entities.”
The above statement is contradictory when it states that the “COR can authorize alternative methods, but they still must meet the requirements for blocking and strapping”. An example would be the Pan System. The Pan System has a different configuration for blocking and strapping requirements that would not necessarily meet the same blocking or strapping requirements set forth here in the scope. Taking this into consideration, can the Government please clarify if alternative methods could still be used?

Previously, we have installed stair platforms as close to the entry level (adjusting for frost heave) as possible. Are we now required to change the drop from the entry level to the stair platform to make it the same as the drop between the stair treads?
