Government Responses, p31 In reference to section I.15: the question was “Are offerors required to complete this table?”
Response: “Yes”
We note that I.15 (page 307 of 581 in the original RFP) was struck from the revised RFP (page 389 of 665). Please clarify. Is there a requirement for offerors to complete the original I.15 table with the initial proposal submission? If so, in which tab/sub-tab?
I.15 requested the same information as H.13. Provide answer for H.13 under Tab 2, Sub-Tab 2.
Government Responses, p32 In reference to the question on header/footer text point size, the question was “Can text in the header and footer be 8 point or smaller? How small can it be?”
Response: “No”
Please clarify. What is the required minimum point size for header/footer text?

See L.7.2 Proposal Files: "...A standard, 12-point minimum font size applies. Arial or Times New Roman fonts are required. Tables and illustrations may use a reduced font size not less than 8-point and may be landscape."
Section M 18Aug2017, pM-2 For the tabs that do not apply to an offeror's proposal (i.e., the SB tabs for a F&O offer), are we to include those sub-tabs but leave them blank?
Or are we to only include sub-tabs that we are completing?
Only include sub-tabs applicable to the vendor competing.
Section L 18Aug2017, pL-29 Paragraph L.7.4.2.2 states the page limit for Corporate and
Field Organizational Structure and Chart is a maximum of 25 pages.
The paragraphs below limit the section to 4 pages plus a chart for corporate, and 4 pages plus a chart for field. This would be a total of 10 pages.
Please clarify the page limitations for this sub-tab.
Tab 2 (Factor 2) Sub-Tab 2b (Sub-Factor 2b) Allows for more than one chart. "One chart per organization within the field structure shall be on 1 page each,"

Section L 18Aug2017, pL-41 Paragraph L.7.5.2.4 - this paragraph number is used for both
Evidence of Responsibility and Partnering Agreement.
Should the paragraph for Partnering Agreement be changed to L.7.5.2.6?

Section J 18Aug2017, J.48 We note that with the change in the CO to Mr. Edwards, the e-mail address for returning PPQs has been changed in
Attachment 48.
Please confirm that PPQs previously distributed to our references and returned to the original e-mail address for Mr.
Williams will still be accepted.
All PPQs that were previously submitted to Mr. Williams have been sent to Mr. Edwards. All future PPQs should go to Mr. Edwards
Government Responses, p40 In reference to Sub-Tab 3, Financial Responsibility form, the
Q&A response states, "Sub Tab 3 Financial Responsibility
Form added as attachment."
We are unable to locate this form as an attachment. Would the Government please provide it?

Section L.7.1a 18Aug2017, pL-6 What is the maximum size for each e-mail? We note that the
TS drawings are typically very large files and may be difficult to e-mail unless split into multiple e-mails.
Offerors will be permitted to submit multiple emails to satisfy the requirement.
Section L.7.5.2.1 18Aug2017, pL-34 We note that Amendment 0001 (posted to FBO 07/07/2017) did not include a SF30. Offerors only have SF30s for
Amendments 0002, 0003, and 0004 to complete. Please confirm that this is acceptable or provide the SF30 for
Amendment 0001 if we are to complete it.
This will be acceptable.
Section L.7.4.1 18Aug2017 pL-13 The instructions state that offerors are to provide "all TS1 submission requirements." Please clarify which Section J
Attachments are to be completed for TS1.

Please clarify - in Section J, Attachment 63 is an acronyms list (pJ-3, J-181).

Section L.7.1.a 19Aug2017 pL-6 Please confirm that the electronic submission is to include both a PDF and the Word/Excel files for every section (price and non-price).
The instruction states "In addition, the offeror’s proposal shall be submitted in Microsoft Office format as applicable and be compatible with MS Office 2013." Please clarify if this is in reference to all volumes or only the price tabs. We note that our Technical volume is comprised of multiple documents and large file sizes.
Recommend clarifying the requirement to PDF versions of the entire proposal (all volumes) plus Microsoft Excel files for the cost proposal CLIN table.
Provide both PDF and Word/Excel versions.
