1. Overview

The steps to install a TALCO TPS and to ac vate the residen al sprinkler system in FEMA’s Manufac-tured Housing Unit (MHU) are described in detail in this document.

1. Decide where on the site the TPS should go.

2. Prepare the base to mount the TPS on.

3. Place the TPS on the prepared base and anchoring.

4. Instruc ons for connec ng piping, hose and electrical connec ons.

5. Instruc ons for filling the tank and the system piping to the MHU.

6. Instruc ons for star ng and tes ng for proper opera on.

7. Instruc ons for monthly tes ng while TPS is being used.

8. Instruc on for de-commissioning TPS unit.

9. Instruc ons for maintenance while unit is in storage

Detailed descrip ons of each of the steps are given in this installa on document for the TALCO TPS.

Unless specifically stated, the instruc ons below are requirements for the proper installa on of the

TPS and MHU sprinkler systems. In all instances, devia ons from this document require advance approval from FEMA’s Contrac ng Officer’s Representa ve (COR)

Every TPS is to be installed on a properly prepared base.

Every TPS is to have heat trace protec on for the hose and sprinkler riser installed

Every TPS must have the connec on between the MHU sprinkler riser and the insulated hose assembly wrapped in insula on

Every TPS enclosure must be anchored using MHU anchors.

2. Where to Place the TPS

The loca on of the TPS on the MHU installa on site will depend on the specific condi ons of each site. The TPS must be posi oned so that the 30 foot long hose and electric cord can reach the connec on points of the MHU. Preferred loca ons of the TPS rela ve to the MHU are illustrated in

Figure 1. Note the minimum set-back dimensions between the MHU and the TPS, and between the porch/ramp and the TPS that are shown in Figure 1. The dimensions shown are minimum, the distances can be greater than the minimum values shown in the figure without the need for approval from FEMA, as long as the TPS is placed within the boundaries of the lot. If site condi ons require placing the TPS closer to the MHU than shown in Figure 1, obtain approval from FEMA’s COR before proceeding. The set-back dimensions between the TPS and MHU were established to give room for installa on and maintenance of the skir ng and under-home connec ons. The set-back dimensions between the TPS and the porch/ramp were established to discourage climbing from the porch/ramp onto the top of the TPS unit.

Figure 1. Acceptable loca ons for the TPS unit. TPS posi on is to be determined by site condi-ons. TPS hose and wire are 30 feet long. Ensure that placement of the TPS connec on of the hose and wire to the MHU connec on points. Dimensions shown are minimum; actual dimen-sions may be longer but not shorter.

3. Preparing the Base

The TPS must be installed on a prepared level base. The base must be level within one-half inch (1/2”) in ten (10) feet. The TPS base can be a gravel pad, ABS pads, or a pre-exis ng concrete or asphalt sur-face. A gravel pad is the preferred installa on method. Unless required by local code, do not install a new concrete, asphalt or other hard surface pad for the TPS. Installa on of a new hard surface to be used as a base for the TPS must be pre-approved by FEMA’s COR. If the local soil can support the weight of the MHU, it can support the weight of the TPS without any other special prepara on other than preparing the base. A gravel pad or ABS pads are required to facilitate installa on, decommission-ing, and removal of the TPS, by ensuring adequate space is present for the forks of a fork li . ABS pads may be used only where the slope of the ground across the length of the 8 . installa on site is equal to or less than two inches. ABS pads should not be used where leveling of the site results in removal of more than 2 inches of soil from one end of the site. (i.e., the soil surface should not extend above the top of the ABS pad anywhere.) Where site slope exceeds 2 inches in 8 ., a gravel pad/base is required

Gravel pad used as the base for the TPS:

A prepared gravel base is the preferred method for installa on of the TPS. Gravel must be retained inside a wood frame, fabricated on site to provide a level base for the TPS. Three-quarter inch (¾ inch) crusher run mix is the preferred gravel product; if this is not available, propose an alternate mix to

FEMA’s COR.

Fabricate the wood frame from pressure-treated 4”x__ or 6”x__ lumber (see Figure 2). Landscape mbers are also acceptable. Pressure treated lumber shall be rated for exterior use, in contact with ground. Use American Wood Preservers’ Associa on (AWPA) Use Category (UC) UC4A or be er.

Where lumber mee ng this requirement is not available, other use category lumber may be used if approved by FEMA’s COR.

The dimensions of the wood frame shall be not less than 3½ inches high (nominal 4” lumber or m-ber), 10 . long and 6 . wide. This is large enough to accommodate all of the TPS units in current in-ventory, and will permit replacement of the TPS without modifica ons to the base if it becomes nec-essary to replace the TPS. Install blocking in each corner to reinforce the corner connec ons; mini-mum size of blocking is 4”x4”.

Pin all layers of mber used to fabricate the frame to the ground using rebar. Rebar pins shall be driv-en at least 24 inches into the ground. Pin loca ons shown in Figure 2 are the minimum number of pins that are required

Figure 2. Pressure˜treated wood frame for gravel base under TPS, showing minimum required dimensions. Consider making the frame up to a foot wider to provide space to install the required ground anchors to tie down the TPS inside the frame.

Where the slope of the site exceeds the thickness of the bo om mber or lumber used to fabri-cate the wood frame, build up a retaining wall on the high areas as needed to keep the soil out of the TPS base. Where a retaining wall is built, only the lowest layer of wood framing is to be filled with gravel. Figure 3, Figure 4, and Figure 5 show the desired installa on on site eleva ons that may be encountered. Be careful to layout the frame and retaining wall so that the fork li truck can place the TPS on the prepared base safely and without damage to the TPS or base.

MOVING AND OR LIFTING THE TPS ENCLOSURE

The outside sling a achment points (shown in the above drawing) of the li ing bar built into the top of the TPS enclosure are to be used to li units using a crane or other approved li ing machine or de-vice. Use as a minimum a 2 leg wire bridle, each leg being a 1/4” wire, 6 x 19 improved plow steel

IWRC cable, with at minimum a thimble in the end that a ached to a 1/2” screw pin shackle to the top outside a achment points of the TPS. The other end should have a 6 inch eye that would be a ached to the li ing device. With the legs being 4 feet long it will create a 60 degree angle between the two legs giving the bridle a 1 ton working load limit. (See Figure 1 on the following pages)

The TPS can also be li ed using 2 single 1/4” x 4 foot cables (FIG. 2)that are men oned above (see fig-ure 2 on the following pages) or using a 1 inch nylon sling straps rated for 1000 lbs. each (see Figure 3 on the following pages).

Use only wire-rope/ nylon slings or chains that have permanently affixed and legible iden fica on markings as prescribed by the manufacturer, and that indicate the recommended safe working load for the type (s) of hitch(es) used, the angle upon which it is based, and the number of legs if more than one. is used.

Alarm panel is in the cardboard box labeled ALARM PANEL. See the pictures below. The alarm panel cardboard box is located in the TPS unit to the right of the entrance door on top of the installa on parts box

Le hand picture shows a 6 inch diameter by 6 foot long PVC pipe that comes in the TPS enclosure. It will be right in the front when opening the door to the en-closure. Both ends are taped closed and inside the pipe is 1 each 1-/8” insula on tube approx. 19” long , 1 each 1/2 inch by 2 . conduit with an electrical fi ng a ached, and 1 each 6 inch in diameter by approx. 6 feet insula on for the dis-charge. Items are pictured below.

1. Dig a trench to protect the water hose assembly and the electric cable. The trench must be not less than 24 inches deep, and 7 inches wide. The trench should reach from the edge of the prepared base for the TPS to underneath the MHU, inside the skir ng.

2. Cut the 6” PVC pipe to keep the 90° PVC pipe elbow as close to the side of the TPS as possible.

The PVC pipe should run to the ground just barely touching the edge of the ABS pad, wood frame, or hard surface prepared base.

4. Measure and cut the ver cal sec on of 6” PVC pipe to length on the TPS side so the elbow just touches the bottom of the trench. Cut a second length of PVC pipe to encase the cable and hose

Where it exits the trench under the MHU. The exit pipe should extend above the surface of the ground not less than 8 inches.

5. Slip the PVC elbows, and pipe over the TPS end of the electric cable and the water hose assembly.

(It will be easier to thread the cable through the PVC pipe first since the connec ng plug on the end of the cable is large.) Test fit the PVC pipe, make adjustments as necessary. If the pipe is not snug fi ng, glue the PVC parts together, otherwise, glue is not necessary. The flange on the side of the

TPS can be easily removed during decommissioning by removing the bolts in the flange.

6. Lay the water hose assembly and electric cable in the trench. Be sure to remove any sharp rocks or debris that could cut into the cable.

7. Posi on the PVC pipe around the hose and cable at the MHU end of the trench. This pipe must extend above grade not less than 8 inches to protect the cable from rodents.

8. Extend the hose assembly to the point of connec on under the MHU. Lay the excess hose neatly on ground inside the skir ng underneath the MHU.

9. Remove the protec ve pipe caps from the sprinkler drain pipe and from the sprinkler riser pipe on the underside of the MHU. Lay them nearby under the MHU so that they can be re-used during decommissioning. Remove the protec ve cap from the end of the hose assembly.

10. Connect the water hose assembly to the sprinkler riser using the fi ngs and pipe thread tape provided in the TPS parts box. See Figure 9, and 10 on the following pages). The parts box includes a union, close nipples, a 45° elbow, a 90° elbow, and pipe thread tape. The hose may be connected to the riser in any of the arrangements shown in depending on site condi ons. You will not need to use all of the pipe fi ngs provided in the parts box.

The length of hose that is le inside the TPS enclo-sure should be posi oned in long rounded bends from the discharge piping to where it exits the en-closure. Please do not kink the hose. In Photo P you will no ce the hose looks flat in places but when the hose is pressurized it will become round.

In Photo Q you will no ce that when pressurized the hose assumes the rounded shape permi ng full flow of water when needed.

Connect Heat Trace Cable to the MHU

Run the end of the heat trace cable into the MHU. TALCO has only one type of heat trace cable and one method to connect the heat trace cable to protect the portion of the fire sprinkler riser in the MHU that is beneath the floor of the MHU from freezing. The following pages give the proper procedures for connecting the heat trace cable.

CAUTION!

THE ENDS OF THE HEAT TRACE CABLE MUST BE CAREFULLY PREPARED. CUT THE CABLE CLEANLY THROUGH, AND ENSURE THAT NO PART OF THE WIRES IN THE OUTER BRAID (UNDER THE OUTER ORANGE INSULATION) IS IN CONTACT WITH THE WIRES IN THE INNER CORE. THE HEAT TRACE IS PROTECTED BY A GROUND FAULT

CIRCUIT BREAKER THAT WILL TRIP IF THE WIRES ARE IN CONTACT WITH ONE ANOTHER. IF THE BREAKER TRIPS, THE HEAT TRACE IS NOT ACTIVE.

Every end of the heat trace cable must be covered by an end seal provided in the TPS parts kit. The cable is very sensitive to moisture in the air; failure to install the end seal on the end of the cable will result in short circuit of the heat trace cable.

Heat Trace Installation

Two pull tapes were installed between the sprinkler riser pipe and the insulation above the belly board.

Heat trace cable from the TPS will be run from the end of the insulated hose assembly into the MHU using one of the pull tapes. (The second pull tape is a spare.) There is a Splice Kit in the TPS parts box that will not be used in this procedure.

1. Fish the heat trace cable from the end of the insulated hose assembly into the MHU. Use the pull tapes provided or an electrician’s fish tape to fish the new heat trace cable into position. The heat trace cable must be located directly against the pipe under the pipe insulation. See Figure 16, below.

2. Cleanly cut the end of the heat trace cable 12 – 16 inches above the floor of the water heater closet. Install a new End Seal from the TPS parts kit onto the cut end of the heat trace cable. The Splice Kit that is in the TPS parts kit will not be used. See Figure 17, below.

3. Fill the trench and tamp the soil lightly. Be sure no rocks or sharp edges are in contact with the electric cable.

Figure 17. An End Seal must be installed on the cut end of the heat trace cable.

3. Preparing and Locking the Mechanical Interlock

The mechanical interlock installed on the rear of the MHU is shipped from the factory set up to be locked in the OFF position. We need the interlock to be locked in the ON position to prevent tampering with the TPS power supply, so there is a minor modification that must be made to the switch handle on the mechanical interlock. The handle is designed so that this modification can be easily done. (Note: In the event of an incident, we instruct the fire department to cut off the lock with bolt cutters to switch the

TPS power off.)

1. The Talco TPS has a circuit breaker panel inside the TPS. Ensure that ALL of the breakers are switched OFF.

2. Route the cable assembly to the mechanical interlock as described earlier in this guide.

3. Cut a small hole in the top of the MHU skirt directly beneath the mechanical interlock for the electric cable. Work the connector and cable over and through the skirt. Extend the electric cable to the point of connection.

4. Loosen and remove the protective cover on the bottom of the mechanical interlock assembly.

The cover is attached to the interlock, and simply swings back and away once it has been unscrewed.

5. Insert the plug from the TPS cable into the receptacle on the bottom of the mechanical interlock.

The plug can only be inserted one way; look at the tabs on the plug and the receptacle and align them. Once properly aligned, the plug can be easily inserted.

Note: The mechanical interlock is designed so that the connection can only be put together when the switch is in the OFF position. This is an important safety feature.

6. Tighten the locking ring on the plug assembly, securing the plug and cord to the interlock.

7. Leave the switch on the mechanical interlock in the OFF position for now.

8. Switch the 240V / 30A circuit breaker inside the MHU main electric panel that supplies power to the mechanical interlock / TPS to the ON position.

9. Proceed to the next step in the installation – Pressure Tests.

CAUTION!

THE MECHANICAL INTERLOCK IS DESIGNED SO THAT IT CANNOT BE SWITCHED TO THE ON POSITION UNLESS THERE IS

A CABLE PLUGGED INTO THE INTERLOCK. DO NOT ATTEMPT TO ROTATE THE SWITCH HANDLE UNTIL THE CABLE IS

PLUGGED IN AND THE LOCKING RING ATTACHED TO THE PLUG IS SECURELY ATTACHED (HAND TIGHT) TO THE

MECHANICAL INTERLOCK RECEPTACLE.

DO NOT PROCEED UNLESS YOU ARE SURE THAT THE BREAKERS INSIDE THE TPS ARE OFF.

Fill Water Tank & Pressure Test the System

Pressure test of the TPS and MHU sprinkler system are to be completed before fully activating the TPS.

The pressure test is performed in two stages – a low‐pressure test using street pressure through a garden hose, and a pump‐pressure test using the pump in the TPS to pressurize the system. If a leak is present and we test using only the pump‐pressure, much more water could be released into the MHU than if we test at lower pressure.

Pressure tests are to be performed before installing cover plates on the sprinklers in the MHU, and before installing insulation around the connection between the insulated hose and the MHU sprinkler riser, so that it will be easier to find any leaks. The Low Pressure test is to be performed before turning on power to the TPS so that if a leak occurs inside the TPS, the potential electrical hazard is minimized.

Perform the pressure test following the instructions given below. The instructions for the low‐pressure test include a step to fill the water tank using a garden hose.

Hook up a 3/4 inch garden hose to the connec on shown in the photo to the le . When full shut off the hose and disconnect the hose.

There are two fans mounted on top of the water storage tank. As you face the TPS unit, just to the right of the storage tank fill connec on is a flexible duct hose. (Fan 1) Gently pull the air circula on duct

(keeping one hand on the connec on to the fan) and extend the duc ng down to the floor of the enclo-sure. When the air temperature reaches 80 degrees F for longer than 5 seconds the fan will start and circu-late the warmer air in the top of the enclosure to the bo om of the enclosure un l the temperature reach-es 75 degrees for 5 seconds and will then shut off. No adjustment is necessary as this fan is controlled by the PLC in the control panel.

Photo on the le shows the nipple that is threaded into the top of the pump casing. There is a 1/4” valve

Connect the black wire to the black terminal and the red wire to the red terminal. Close and latch the control panel shut and ensure the shipping foam block has been removed from the outer front door of the panel. Save the foam block for de-commissioning.

A er the tank and discharge hose has been filled and the pump has had the air bleed off the casing plug in the TPS plug into the MHU receptacle.

NOTE: All valves have a tag label with their func‐ on indicated.

Ensure the pump discharge valve near the top of the pump riser piping is open. Turn the main dis-connect switch to the on posi on. Pump will start if the pressure in the system is below the cut in point ( approx. 30 psi) and will run for approx. two minutes if pressure is maintained and will then shut off. When the pump runs and is flowing wa-ter flow alarm will sound and the fire alarm light will come on. The audible alarm can be silenced by pressing the silence bu on that is mounted below the alarm panel mounted on the outside of the enclosure. The light will con nue to be flash and the audible alarm will reac vate in one hour if the condi on is not corrected (no flow detected by the flow switch).

If the pressure is high enough the pump will not start. To test the opera on of the pump open the test valve located to the right and just below the pressure gauge as shown in the photo to the right.

Opening this valve will allow water to flow through the black tube (black tube just below the test valve) that is connected back to the tank. When the pump starts and the water flows it will ac vate the alarm.

When the pump runs smoothly close the test valve slowly and it will stop the flow from the pump even though the pump is s ll running and the alarm will de-ac vate. The pump will run for approx. 2 minutes and shut off if pressure is above the start pressure setting (approx. 30 psi).

Heater and Fan 1: The heater and fan 1 is ac vated when the enclosure temperature drops to 42 degrees F or below for 5 seconds. The heater and fan will remain on un l the temperature rises to 45 degrees F or above for 5 seconds. Maintenance alarm sounds at 37 degrees F.

Water Flow Alarm: When the flow switch has closed for 3 seconds, the fire alarm light and audible alarm terminals will be ac vated. The fire alarm light will remain on un l the water flow switch is opened. Pressing the silence bu on will silence the audible alarm and will reac vate in one hour if condi on is not corrected. NO ADJUSTMENT IS NECESSARY

Heat Trace Low Temperature Alarm: When the temperature from the heat trace probe reads below 40 degrees F for more than 5 seconds, the common alarm light and audible alarm will be ac vated. The common alarm light will remain on un l the temperature rises to 45 degrees. Pressing the silence bu on will silence the audible alarm and will re-ac vate in 12 hours if the condi on is not corrected.

(NO ADJUSTMENT IS NECESSARY)

Pump: The pump will ac vate when the pressure switch closes for longer than 2 seconds. The pump will remain on for at least two minutes and un l the pressure switch is opened. The pump will also ac vate when the “pump on” push bu on is pressed. (NO ADJUSTMENT IS NECESSARY)

Heat Trace: The heat trace is ac vated when the heat trace probe temperature drops to 42 degrees F or above for 5 seconds. Maintenance alarm sound at 37 degrees F.

Fan 2: Fan 2 will ac vate if the enclosure temperature probe rises above 80 degrees F for longer than 5 seconds. The fan will remain ac ve un l the temperature drops below 75 degrees for 5 seconds.

By pressing the OK on the PLC in the picture above the display on the PLC will show current hose (top readout) and enclo-sure temperature (bo om readout).

Insulate Water Hose Connection

After verifying that the connection between the end of the TPS hose assembly and the sprinkler riser is leak free, install insulation around the connection. Ensure that the entire pipe and hose are insulated.

Spare pipe insulation is shipped with the TPS. (If insulation is not included in the TPS, locally procured insulation for 1½ inch pipe insulation that provides at least 1” of insulation all around the pipe, or locally procured R‐30 faced fiberglass batt insulation wrapped around the connection and overlapping the pipe insulation above and below (with the paper face outside) are acceptable for this purpose.) Securely fasten all insulation with tape. See Photo 3.

Photo 3. Water connection insulated and completed.

Final Setup

1. Check to be sure that the electric power is ON and that the TPS has been activated in accordance with the manufacturer’s instructions.

2. Perform a pump water flow test. Open the system test valve. Let the pump run until the FIRE alarm on the outside of the TPS activates. There should be both flashing light and loud sound from the alarm unit labeled “Call the Fire Department…” After checking the alarm, close test valve slowly. The pump should stop automatically after a few seconds.

3. Check that the heat trace is functioning. If the heat trace probe reads below 42 degrees F the heat trace should be operating and the cable should feel warm to the touch. Press the “OK” ” button on the SIEMENS controller to display the current hose temperature, which is the top readout, bottom readout is the enclosure temperature.

4. Close and lock the TPS door. Clean up the work area and remove all debris. Parts that are not used in the installation should be stored inside the TPS.

5. At the Mechanical Interlock on the rear of the MHU, remove the tabs on the switch handle that prevent a lock from being inserted into the handle. The tabs are scored and easily removed with a screwdriver or needle‐nose pliers. Photo 2 provides details.

6. Insert the padlock provided with the MHU into the switch handle to lock the switch in the ON position. The padlock uses the same key as the door on the TPS and the door to the water heater closet inside the MHU. Padlock should be located in a kitchen drawer or in the sprinkler parts box inside the MHU.

7. Install cover plates on each of the sprinkler heads inside the MHU. Follow the procedure in the instructions located further in this manual.

8. Mount the red sprinkler spare parts box inside the water heater closet. Use screws into studs.

9. Place the sprinkler spare parts in the red box inside the water heater closet. Spare parts that are shipped inside the cardboard box in the refrigerator should include one sprinkler, one cover plate, one metal wrench to be used on the sprinklers, and, in some cases, a tool to remove the Decoshield pipe cover.

10. Close and lock the water heater closet.

11. The keys to the TPS, Mechanical Interlock, and Water Heater Closet are all the same. These keys are NOT to be left for the occupant. Keys should be turned over to the maintenance contractor.

12. Leave…
