About this file
Section M is an Evaluation document for a Request for Quote (RFQ) for Exhibit Build services supporting the Defense Security Cooperation Agency (DSCA) at the Dubai Air Show in November 2025. The solicitation is a Firm-Fixed Price (FFP) contract using NAICS code 561920 for Convention and Trade Show Organizations, with quoters to be evaluated using a Best Value Tradeoff methodology. Vendors must submit detailed technical specifications and proposals that demonstrate capability to meet the solicitation requirements to be deemed technically acceptable.
Key evaluation criteria include a binary technical rating system (Acceptable/Unacceptable) where proposals must meet minimum solicitation requirements. Price will be analyzed using FAR 15.404-1(b) techniques to determine fairness and reasonableness. The contract has a 120-calendar day price firm period, and the government reserves the right to reject offers that do not substantially comply with solicitation terms or are not in the public interest. A written notice of award can result in a binding contract without further action by either party.
