MiDAESS Sources Sought

23 Oct 08

The purpose of this notice is to request information from industry to assist in finalizing the strategy for Missile Defense Agency Engineering and Support Services (MiDAESS) acquisitions and identifying qualified small businesses interested in and capable of performing the work described. Therefore, only small businesses need to respond to this notice.

The Missile Defense Agency (MDA) has restructured the MiDAESS acquisition strategy to seek a more efficient way of doing business enterprise-wide. The concept aligns the requirements in functional groups to allow Functional Managers to better address skill sets, commonality in requirements/work, and overall synergy throughout the Agency. The work identified in the Draft RFP released Jan 2008 is included in the functional groups (1-6) listed in Table 1. More specifically, Table 1 lists the functional group designations, acquisition content (by areas and subareas), contemplated NAICS codes, and associated size standard.

The MDA is contemplating conducting one source selection that includes two Requests for Proposals (RFPs): 1) Full and Open competition and 2) Small Business Set-aside. The RFPs would be released simultaneously with separate multiple awards for functional groups as identified below in Table 1. For small businesses that propose under the full and open competition (unrestricted) solicitation, there is a requirement to propose on all areas and subareas listed in the functional group.

However, the responses to this notification will be utilized in finalizing which portions of work will be solicited as small business set-asides.

As was stated in the Jan 2008 Draft RFP, the work must be performed Agency or enterprise-wide, i.e., at all MDA locations. Enterprise-wide includes, but is not limited to the geographic locations of a) National Capital Region (NCR)/Ft. Belvoir, Virginia; b) Huntsville, Alabama;

c) Dahlgren, Virginia; d) Colorado Springs, Colorado; e) Ft. Greely, Alaska; f) Vandenberg AFB, California; g) Albuquerque, New Mexico; h) Los Angeles AFB, California, etc., and other CONUS and OCONUS locations. Specific locations are based upon the requirements and details will be provided in the next version of the Draft RFP.
