Update #24 ·

The purpose of this notice is to provide Industry with the official Missile Defense Agency (MDA) "OCI Policy Statement" for the MiDAESS acquisition strategy. (Policy is contained in attachment to this notice.)

The MDA has restructured the MiDAESS acquisition strategy to seek a more efficient way of doing business enterprise-wide. The concept aligns the requirements in functional groups to allow Functional Managers to better address skill sets, commonality in requirements/work, and overall synergy throughout the Agency. The MDA is contemplating conducting one source selection that includes two Requests for Proposals (RFPs): 1) Full and Open competition and 2) Small Business Set-aside competition. The RFPs would be released simultaneously with separate multiple awards for functional groups.

The Agency is structuring the MiDAESS effort to address national (enterprise-wide) Advisory and Assistance (A&AS) contractor support services, i.e., at all MDA locations, which includes, but is not limited to the geographic locations of a) National Capital Region (NCR)/Ft. Belvoir, Virginia; b) Huntsville, Alabama; c) Dahlgren, Virginia; d) Colorado Springs, Colorado; e) Ft. Greely, Alaska; f) Vandenberg AFB, California; g) Albuquerque, New Mexico; h) Los Angeles AFB, California, etc., and other CONUS and OCONUS locations. Specific locations are based upon the requirements and details will be provided in the final RFP.

Hold questions that pertain to this policy until the Draft RFP has been received and reviewed in conjunction with the policy.

Questions/comments pertaining to the OCI Policy Statement "must" be submitted as part of the formal Draft RFP comment process.

Update #23 ·

The purpose of this notice is to provide an update to Industry on the status of the MiDAESS acquisition.

The Missile Defense Agency conducted a pre-Acquisition Strategy Panel (ASP) meeting in August 2008 to review the MiDAESS program. The MiDAESS program office brief several overarching acquisition strategy revisions to Senior Leadership. The proposed revisions to the acquisition strategy include conducting one source selection with two RFPs, one RFP issued on a full and open competition basis and one as a small business set aside. The RFPs would be released simultaneously with separate multiple awards based on separate functional groups. It is contemplated there will be five functional groups in each RFP, identified in separate CLINS, based on commonality of the areas. Proposed groups for the full and open RFP are: Acquisition Support, Engineering, Deployment Support, Agency Operations, and Security. Proposed groups for the small business set aside are: Quality, Safety, and Mission Assurance (QSMA); Acquisition Support; Engineering; Deployment Support; and Agency Operations. NAICS codes will be established per group and each group will have multiple contracts awarded. For example, the Engineering group may include separate CLINs for systems engineering, test, and advanced technology areas. Offerors will be required to submit proposals to include all CLINs in the applicable group, unless the solicitation states otherwise. Multiple awards will be made at the group (Engineering) level, i.e., potential offerors/teams must propose and be capable of performing the requirements at the Engineering "group" level covering multiple CLINs. Contracts awarded in the Engineering group will include separate CLINS for systems engineering, test, and advanced technology. Task orders applicable to each CLIN will be competed among the contractors awarded contracts in the Engineering group. Potential offerors are reminded that this strategy is not final. Therefore, only the strategy contained in the final RFPs should be utilized for proposal purposes.

As stated in our previous draft RFP, we have met with some Industry representatives who had previously requested meetings to discuss their potential organizational conflicts of interest. We have received good feedback from Industry on the processes some firm have established with other agencies for mitigating or avoiding certain conflicts of interest. We continue to be concerned about bias-type or impaired objectivity conflicts. As part of the next draft RFP, we will solicit input from Industry on proposed approaches to address bias-type or impaired objectivity conflicts.

Currently, the MiDAESS Program Office is working the proposed strategy for the two RFPs. We expect to release the Draft RFPs in Fall 2008. Subsequently, we plan to hold an industry day in November/December timeframe. Final RFPs are expected to be released on/about December 2008 with proposals due on/about February 2009.

Please hold any questions about the proposed revision to the acquisition strategy until the draft RFP is released, as there may be additional changes. The plan is to respond to questions after the draft RFP is released.

Update #22 ·

The purpose of this notice is to request information from industry to assist in finalizing the strategy for Missile Defense Agency Engineering and Support Services (MiDAESS) acquisitions and identifying qualified small businesses interested in and capable of performing the work described. Therefore, only small businesses need to respond to this notice.

Complete details are contained in the attachment.

Update #21 ·

The Missile Defense Agency Engineering and Support Services (MiDAESS) Program consists of a number of separate procurements for contractor support services. The Missile Defense Agency (MDA) continues to refine the acquisition strategy for the MiDAESS effort and finalize the specific details of the solicitations for each functional area. As noted in the Executive Summary to the January 2008 Draft RFP, the MDA was aware of inconsistencies in the acquisition strategy as many of the industry questions submitted following release confirmed. The MDA intends to release another Draft RFP in the fall of this year that will provide the final MiDAESS acquisition strategy and additional details on the specific functional efforts. In addition, another industry day or other similar forum is projected after release of the Draft RFP. More details will be provided later on this topic through the FedBizOpps website. The information received to date from industry has been of great value to the Agency in improving the overall strategy and achieving program success. The Agency also appreciates the continued interest in and support of this important initiative.

This announcement is for information and planning purposes only. It does not constitute an RFP and is not to be construed as a commitment by the Government.

Update #20 ·

This announcement provides an update to the MiDAESS program draft request for proposals (DRFP). The government received 679 questions from industry since releasing the DRFP on 30 Jan 08 (including duplicate questions). As stated in the DRFP cover letter, it was a "very draft" document and industry feedback was encouraged for additional market research. The questions are being reviewed and the acquisition strategy for MiDAESS is being finalized in parallel. Once the revisions to this acquisition strategy are complete, a revised DRFP will be released to provide the updated overarching MiDAESS strategy as well as provide responses to industry questions. An updated schedule for release of the revised DRFP will be published in the FedBizOpps as soon as it is finalized.

The government received a substantial number of organizational conflict of interest (OCI) questions. The OCI questions and other information received from potential offerors are being assessed. Potential OCI restrictions are being evaluated to ensure actual or potential conflicts are appropriately addressed as part of the overall MiDAESS acquisition strategy. Individual one-on-one meetings as requested by offerors relative to OCI issues will be conducted soon.

Update #12 ·

MiDAESS Update (4 December 2007)

We still intend to award the multiple MiDAESS contracts in phases. The awards will be by functional areas to align with our matrix organization.

Examples of functional areas include the following:

Engineering

Quality, Safety and Mission Assurance

Acquisition management

Financial management

Administrative

Etc

The winners in each of the functional areas will be supporting the MDA Headquarters in the National Capital Region as well as program office locations in Dahlgren VA, Huntsville AL, Los Angeles CA, Albuquerque NM, Colorado Springs CO and potentially others including overseas. We do not plan to award any location specific contracts unless we only need the support in one area.

Each Functional Manager will decide how much of what kind of support needs to be where. We expect to realize efficiencies from MiDAESS that will allow us to reduce our overall A&AS headcount. We also expect to move specific support among offices within MDA as the work ebbs and flows.

Work in each functional area will build up over time as existing contracts expire or reach option dates. We do not plan to terminate any existing contracts.

We have yet to decide which functional areas will be in Phase I. However, we do intend to award the Phase I contracts before the beginning of FY 2009. Awarding the remaining contracts may require as much as two additional years.

Where there will be a break in coverage, we will be either extending the current contracts or making sole source awards for a bridging period.

We are planning to release a draft RFP in late January 2008. That draft will contain the objectives and work statements for all the functional areas as well as the NAICs codes and source selection criteria.

Our intention is to prohibit exclusive teaming arrangements.

The MiDAESS program office will be in the National Capital Region for the foreseeable future. That program office will administer all of the MiDAESS contracts, but the Contracting Officer Representative will work for the functional manager. Our draft RFP anticipates four source selection areas: managerial, technical, past performance and cost/price.

Our current plan is to have a substantial, formal performance monitoring effort on each of the MiDAESS contracts. Where we will be making multiple awards from the same Statement of Work, we will use past performance (with a consideration of cost/price) as the basis for awarding additional tasks within the work scope.

I am not talking with any offerors now. Because of the number of offerors and my desire to keep everything balanced for everyone, our primary communications will be via the Fed Biz Ops and the PSC website. Everything will be on-the-table when we issue the draft RFP. We will consider every input.

The PM intends to update PSC approximately bi-weekly. The next update will be after our in-process review with senior management (December 20). The one after will come in mid January.

Update #11 ·

This announcement provides a response date for the information sought in Modification 3, posted November 16, 2007. Please send responses in MS Word 2003 format to MiDAESS@mda.mil by December 5, 2007.

Update #10 ·

As part of the continuing market research for the MiDAESS acquisition, industry is requested to respond to the following questions:

1. For those companies who believe that we should use a NAICS of 541712 for our technical/engineering support instead of 541330:

Please tell us why you think that (other than "because that is what we have done before").

2. For those companies who told us to avoid the mistakes of some recent support service procurements: Please tell us what those mistakes were.

3. For those companies who said that we should put "teeth" into our small business contracting goals: Tell us what sorts of things would constitute "teeth".

4. For those companies who intend to be part of a multi-company competing team: Please tell us the impact if we prohibited guaranteed work share for any team member.

5. For all companies who intend to participate: All companies winning a MIDAESS contract will get some minimum amount of work starting with contract award. After award, where there are multiple awards, we want to adjust future work (up or down) based in large part on past performance. The adjustment process could, over time, result in one of the "winners" having little or no work. Tell us your opinion of this and provide a rationale.

Please send responses in MS Word 2003 format to MiDAESS@mda.mil.

Update #9 ·

To All Potential Offerors on MDA's MIDAESS,

Lt General Trey Obering, MDA's Director has selected Terry Little as the interim MiDAESS Program Manager (PM). He is leading the effort to establish the MiDAESS requirements and will continue until there is a permanent manager. Terry intends to communicate the progress of the MiDAESS acquisition to industry on approximately a bi-weekly basis.

Previous FBO announcements and communications have alluded to a draft RFP release in 2007. That is not going to happen. Our current schedule anticipates a release in January 2008. The draft RFP will describe our anticipated total requirements for all functional areas, but will not be fully detailed. There will be enough definition for potential offerors to have a picture of the total scope of the MiDAESS effort, however.

The draft RFP will include the proposed NAICS codes for the various areas as well as potential set asides for small and/or disadvantaged business. Whatever rumors you may have already heard about these set-asides are not true; we have made no decisions about this - not even tentative ones.

We will provide, in the draft, proposed verbiage for Sections L and M as well as the Section H clauses. Past performance will be an important source selection factor. We will also address Organizational Conflict of Interest (OCI). It is our intention to provide area RFPs with similar structures, CLINs and clauses.
