Appendix 10 Worldwide Deployment
Worldwide Deployment Functional Annex
Dated: 29 Jan 2008
A. General Information.
The Deputy for Integration and Fielding is the principal advisor to the Missile Defense Agency (MDA) Director for Ballistic Missile Defense System (BMDS) integration and fielding issues relating to the Agency’s procurements. The Deputate’s mission is to synchronize the efforts to integrate, test, and field the Ballistic Missile Defense System to the warfighter. The Deputate is organized with a Deputy Director, and three Directorates: Warfighter Support Center; BMDS Integration; and BMDS Worldwide Deployment.
The Worldwide Deployment Program Management Office is led by a Headquarters staff with functional matrix support teams centered in Huntsville, AL and also assigned to geographically separated organizations. It provides support to all BMDS elements and programs. Specific functional responsibilities are to provide:
· Deployment planning and integration
· Site activation expertise for tactical and test facility acquisition management
· Site activation expertise to perform environmental management
· Deployed site support and sustainment through transition
· Support for BMDS Element integration.
This Deputate provides a continuum of activities and products required to deploy, sustain, and enhance an operational BMDS system. It performs the following functions: Site Development, Site Activation, Environmental Compliance, Test and Facilities Design and Construction, and Commissioning and Deployment Integration of BMDS activities worldwide. The discipline of site activation includes planning, support, execution, and integration of activities required to achieve site selection; site construction; system installation, test and integration; system verification; transfer of system operations to the operational user; and sustainment and delivery of system enhancements.
Contractors support the Deputate across all areas of responsibility. The Deputate obtains deployment and operational expertise from contract support services contracts which will continue under the MiDAESS program. Task orders awarded under one or more of these contracts delineate specific task instructions and project requirements.

C. Estimated Man-year Equivalents (MYEs)/Performance Locations.
The first chart shows the total MYEs, by location, in October 2008 and October 2010. This workforce is not expected to shift significantly by FY 2010 because of Base Realignment and Closure; except the pending move within the National Capitol Region (NCR) from the Navy Annex to Fort Belvoir, VA. The second chart lists a sample skill mix for the Directorate’s contractor support staff.

J. Unique Source Selection Criteria.
This DRFP includes source selection criteria we will use for the Worldwide Deployment solicitation.
The final RFP will include a sample problem specific to the Worldwide Deployment Directorate. Below is a sample problem representative of the problem you will see in the final RFP.
Worldwide Deployment Sample Problem: November 2009, the MDA Director requests an AN-TPY2 radar asset currently being utilized in support of ongoing testing of the Ballistic Missile Defense System (BMDS) at Vandenberg Air Force Base (VAFB) be deployed to the US Air Force Base at Incirlik, Turkey. The emplacement will be permanent to include an operations building, power substation and water substation. This deployment is in response to a rapidly developing threat scenario that is emerging from South Central Asia. Your team has the task of making this happen by the end of FY 2010 (September 2010). What tasks do you need to do, what documentation do you need to prepare, with whom do you need to interface/coordinate and what is the schedule for your work?
K. Organizational Conflict of Interest.
The MDA Director relies on the Deputy for Integration and Fielding to provide unbiased analysis, judgment and recommendations for action. The potential for conflicts of interest, whether real or perceived, is significant for those prime and subcontractors providing support to the Deputy for Integration and Fielding and also providing support elsewhere in the Missile Defense Agency. Careful analysis of conflicts of interest must be accomplished by each offeror. We will allow both prime and subcontractors to accomplish this work only after the Contracting Officer approves a thorough and comprehensive mitigation plan that ensures your work remains independent of other program work. See Section H, Clause H-08, Organizational Conflicts of Interest (OCI) (January 2008), for additional guidance.
