Task Ordering
• Task Order evaluation criteria will include:
- Small Business utilization on prior MiDAESS Task Orders
- Past Performance on prior MiDAESS Task Orders
- Technical solution to accomplish the effort
• Task Orders will include :
- Resolution of potential organizational conflicts of interest
(OCI)
- Pricing based on fixed rates for labor as contained in the contract and fixed burden factor for any associated travel and incidental other direct costs (ODCs)
- Performance objectives and standards/thresholds (stated at the contract level or amended, as necessary, at the task order level)
09-MDA-4148 (08 JAN 09)
Cross Teaming
• Cross Teaming is prohibited at the prime and subcontract level for the basic contract and subsequent task orders.
- Enhance Competition
• Neither a prime contractor nor a subcontractor can propose on more than one team in one functional capability group.
• Exception is if the supply chain for one function is exclusive to one subcontractor then more than one prime contractor may include this critical supplier in their proposed list of subcontractors. Market research must be submitted to support this assertion.
• Prime contractors can add subcontractors to their team at any time during contract performance upon notification to
PCO.

Source Selection Methodology
• Evaluation factors
- Past performance is more important than price
Past Performance evaluation will be based on a subjective integrated assessment of current and past performance record based on
— Recency
— Relevancy
— Quality
- Technical capability will be evaluated as acceptable or not acceptable.
- Price evaluation will be based on fair and reasonable fully burdened labor rates and total evaluated price
