Strategic Overview

• MDA is executing the National Defense Strategy and Defense Guidance

- Deters potential ballistic missile attacks and prevents coercion

- Dissuades potential adversaries from continuing to invest in ballistic missiles

- Defends the U.S. and its allies against ballistic missile attacks

• Missile Defense is becoming a key force multiplier for the protection of operational and national assets

- Point/area defense for sensors, command and control, and seats of government

- Mobile surge capability to meet new threats

“Integrated” BMDS Workforce

• An “Integrated” BMDS approach applies to the workforce, as much as, to hardware development

• MDA conducted re-engineering studies between 2004 and 2006 to determine the best approach for organizing the Agency and the BMDS for success in the future

• One conclusion from the studies was to convert from project-oriented to “Functional Matrix” workforce management

- Civilian workforce was organized in a functional management construct in October 2007

- MiDAESS Program was initiated in 2007 to implement functional matrix management for the support contractor workforce

6ms-111853 / 021809

MiDAESS Program Mission

• Implement national engineering and support services for the BMDS mission across the enterprise

• Enhance the sharing of BMD expertise and knowledge across the agency

• Centralize the acquisition of support services manpower in a more efficient manner – one program office

• Reduce agency overhead cost enterprise-wide

- Eliminate Other Government Agency (OGA) administration cost and fees

- Reduce number of contracts from 250+ to an estimated 30 (final number based on industrial market)

7ms-111853 / 021809

MiDAESS Acquisition Strategy

• Consolidates legacy program Systems Engineering and Technical Assistance (SETA) efforts

• Reduces from 250+ legacy contracts to a lesser number

- 73% of current legacy contracts have Less than 25 Man-Year Equivalent (MYE)

- 50% of current legacy contracts have .5 to 6 MYEs

- Current SETA contracting structure creates a significant overhead and administrative burden for the Agency

• Creates an Advisory & Assistance Services (A&AS) construct for functional management and accountability

8ms-111853 / 021809

“Functional Capability Group” Approach MiDAESS Enterprise-wide Strategy (National)

• Two Competitions in Parallel

- Full & Open (F&O) Unrestricted

- Small Business Set-Aside (SBSA)

• Multiple Group Indefinite Delivery/Indefinite

Quantity (ID/IQ) Contract Awards

- Streamlined Competitive Task Ordering

- Task Order Identification by Functional

Contract Line Item Number (CLIN)

ScopeFunctional Capability Group• A&AS work is based on Agency charter and business practices”:

- Acquisition Executive:

Group 2

- Program Mgmt: Groups 1, 3, 4

- Agency Ops: Groups 5, 6

• Work is aligned vertically by function and horizontally across programs for better BMDS “integration” and “sharing of expertise” across the Agency

• Work is being brought in-house on “MDA contracts” vice paying administrative costs to Other Government Agencies (OGAs)

OCI Viewpoint – New Legal Cautions!

• Agency prefers an organizational conflict of interest (OCI) free environment

• OCI waivers discouraged: considered only in best interest of government

• Categories of OCI (from legal counsel)

- Unequal access to information

- Biased ground rules

- Impaired objectivity

• Associated concerns

- Firewall cannot adequately mitigate impaired objectivity

- Mitigation plans do not automatically resolve OCI

MiDAESS Acquisition Timelines

• January 2008: released “draft” Request For Proposal (RFP) for market research

• February 2008: industry days #1 & industry comments

• March-July 2008: re-visited MiDAESS approach and re-structured strategy based on industry comments

• August-October 2008: finalized strategy

• November 2008: released market research #2 announcement

• December 2008: industry days #2 (focused on Organizational Conflict of Interest) & industry comments

• January 2009: released “draft” RFP #2

• February 2009: industry days #3

13ms-111853 / 021809

More Work To Do On MiDAESS!

• Spring 2009 (~April 2009): released “Final” RFP

• Summer 2009 (~June 2009): receive proposals

• Summer 2009 (~August 2009): initial proposal evaluations complete

• Fall 2009 (~September 2009): contract awards

• For MDA, MiDAESS is a huge step toward a new way of doing business

- Other AA&AS approaches are proven concepts, e.g., Seaporte

- MDA strategy brings 16 different functional acquisitions under one program

14ms-111853 / 021809

MDA Way Ahead

• Agency has made progress in fielding and testing the “integrated” BMDS

• Countering complex future threats will require a focused effort from industry

- Need the best and the brightest

• Successful support contractor workforce transition is key to the future of the BMDS

- Agency is depending on MiDAESS workforce to be “integrated”, innovative, share fresh new ideas, and provide “enterprise-wide solutions”
