Appendix 8 Test

Test

Functional Annex

Dated: 29 Jan 2008

A. General Information.

The Deputy for Test is the MDA Director’s principal advisor for BMDS testing. The Deputate’s mission is to conduct comprehensive and effective testing of the BMDS. The Deputate is organized with a Deputy Director, administrative support staff, and four Directorates: BMDS Readiness Directorate, Combined Test Force Directorate, Test Policy and Strategy Directorate, and Test Resources Directorate. The Directorates work collaboratively with BMDS elements and programs to plan, schedule, integrate and assure readiness of the system under test. It provides the test support for BMDS-level and program-element-level testing in both ground and flight test venues, and conducts comprehensive BMDS testing and analysis. The responsibilities of this Directorate include:

· Planning and designing tests

· Provisioning the test support system

· Conducting test operations

· Analyzing test data and producing test reports

· Developing test policies and processes

· Assuring overall test readiness

· Characterizing overall BMD System readiness The Test Functional Area is led by the Test Functional Manager and supported by test functional leaders and employees who are matrixed to BMDS element and program teams across the Agency. They support the worldwide BMDS test mission. The Test Functional Manager is responsible for ensuring: MDA test policies and processes are standardized and applied consistently; test ‘lessons learned’ are shared across the Agency; and the test workforce is ready at all times to support the Test mission.

Contractor support to the Test Functional Manager covers these functional areas:

· Area 1, Test Support

· Area 2, BMDS Test Data Analysis and Tools Support

· Area 3, BMDS Truth Data Analysis and Tools Support The Test Deputate obtains contract services support from contracts which will continue under the MiDAESS program. Task orders awarded under one or more of these contracts delineate specific task instructions and project requirements

1.C. Estimated Man-year Equivalents (MYEs)/Performance Locations - (Area 1) Test Support.

The first chart shows the total MYEs by location in October 2008 and October 2010. Eighty-one NCR contractor postitions will relocate to Huntsville, AL as part of Base Realignment and Closure (BRAC). Those contractor employees remaining in the NCR will relocate to Fort Belvoir, VA. The second chart lists a sample skill mix for contractor support staff.

1.D. Deliverables/General Work Products - (Area 1) Test Support.

· Management Plan

· Transition Plan

· Monthly Status Reports

· Funds and Labor Hour Expenditure Reports

· Executive-level decision memoranda and guidance letters (Draft documents)

· Presentation and Briefing Materials

· Scientific and Technical Reports and Studies

· Safety Assessment Reports

· Technical letters, special trip reports, and other special reports This Draft RFP provides Contract Data Requirements List (CDRL) submittals common to all MiDAESS contracts. Specialized or tailored CDRL items will be included in final requests for proposal (RFPs) for each functional annex/area.

1.E. Anticipated Contract Awards - (Area 1) Test Support.

We anticipate a minimum of two contract awards under full-and-open competition for the tasks in “Statement of Work—Test Support.” They will support planning and designing tests; provisioning tests; performing test operations; and conducting test analysis and reporting. Each selected contractor must be capable of performing all of the tasks provided in the Statement of Work at all locations listed in this annex.

We are continuing our search for additional small business opportunities in this area. Final determinations will be made after reviewing responses to our sources sought announcement.

We will determine the number of MYEs awarded with the first set of task orders from on-going manpower reviews and an analysis of existing contracts transitioning into the MiDAESS program. We intend to award a near equal share of available MYEs with the first set of task orders. We anticipate the MYEs on the first set of task orders for the Test Support activity to total approximately 486 MYEs, to be divided into two task orders of 243 MYEs each. We will award subsequent task orders based on evaluation criteria such as cost and ongoing performance as explained in this Draft Request for Proposal (DRFP), the final RFP and contract for Test Support and subsequent task order specific RFPs.

1.F. Small Business - (Area 1) Test Support.

The applicable NAICS Code is 541330 and Size Standard is $25 million annual revenue for the tasks in the “Statement of Work—Test Support”

1.G. Security Requirements - (Area 1) Test Support.

We require a minimum of SECRET security clearances for all employees. At contract award we require a minimum of 10% of staff with a TOP SECRET security clearance with a final TOP SECRET clearance requirement of 100 when all MYEs are awarded. The final RFP for Test Support will include exact requirements for security clearances and need dates.

1.H. Travel Requirements - (Area 1) Test Support.

Contractor employees should expect to travel approximately 10% to 25% of their time to various locations depending on their job function for support to system test planning, provisioning, mission execution, and analysis and reporting activities.

1.I. Government Furnished Information/Equipment/Support - (Area 1) Test Support.

· MDA will provide access to MDA facilities as required, including on-site work stations with computers and telephones

· Access to Planning, Programming, Budgeting, and Execution System (PPBES) information

· Government laptops and Blackberries may be provided on a need-justified basis

Note: We expect up to 30% of this effort to occur at offsite locations if government facilities are not made available in Huntsville, Alabama, as currently planned, in the 2010 timeframe.

1.J. Source Selection Criteria - (Area 1) Test Support.

The DRFP includes source selection criteria we will use for the Test Support solicitation.

The final RFP will include a Sample Problem specific to Test Support. Below is a sample problem representative of the problem you will see in the final RFP.

Test Support Sample Problem: Your company is responsible for providing test support to a new program, the air-launched hit-to-kill interceptor. Describe how you would do test planning, test provisioning, test execution, and test analysis and reporting, including what factors you need to consider, how you derive test requirements, to whom you would need to talk, what documentation you need to prepare, what coordinating you need to do and how you provide for unforeseen contingencies.

1.K. Organizational Conflict of Interest - (Area 1) Test Support.

The MDA Director relies on the Deputy for Test to provide unbiased analysis, judgment and recommendations for action. The potential for conflicts of interest, whether real or perceived, is significant for those prime and subcontractors providing support to the Deputy for Test and also providing support elsewhere in the Missile Defense Agency. Careful analysis of conflicts of interest must be accomplished by each offeror. We will allow both prime and subcontractors to accomplish this work only after the Contracting Officer approves a thorough and comprehensive mitigation plan that ensures your work remains independent of other program work. This area has been identified as one that will require more stringent OCI measures. See Section H, Clause H-08, Organizational Conflicts of Interest (OCI) (January 2008), for additional guidance.
