Quality, Safety & Mission Assurance

Quality, Safety & Mission Assurance

Functional Annex

Dated: 29 Jan 2008

A. General Information.

The Quality, Safety and Mission Assurance (QSMA) Directorate performs a continuous assessment of the engineering, technology, production and programmatic processes/practices used to develop and operate the Ballistic Missile Defense System (BMDS). The Directorate reports directly to the MDA Director. It identifies and addresses high risk attributes and increases confidence in achieving mission success while ensuring the safety of property and personnel.

The Directorate is organized and led by a Director, two Deputy Directors, a Chief Engineer for quality, safety, and mission assurance, and Functional Leads for each MDA program. It supports the Headquarters staff and all its functional managers. It also provides matrixed support to all elements and programs across the BMDS, including the role as integrator of industry and government efforts to field the BMDS.

Contractor support to the Directorate includes the MDA safety program, occupational health program, quality assurance and mission assurance programs. The Directorate obtains expertise in quality, safety, and mission assurance from service contracts under the MiDAESS program. Task orders awarded under one or more of these contracts delineate specific task instructions and project requirements.

This annex includes the statement of work and general information for the QSMA area.

C. Estimated Man-year Equivalents (MYEs)/Performance Locations.

The first chart below shows total MYEs by location, in October 2008 and October 2010 for each support area. Some National Capitol Region (NCR) contractor employees will relocate to Huntsville, AL as part of the Base Realignment and Closure (BRAC). Those contractor employees remaining in the NCR will relocate to Ft. Belvoir, Virginia. The second chart lists a sample skill mix for the contractor support staff.

Performance locations in addition to those in the first chart below will require access to other contractor locations during the performance of audits, meetings and other functions addressed in the statement of work above. PPBS Non-Disclosure Agreements will also be required (upon award the successful offerors will complete for its staff, to include team members and subcontractor staff).

D. Deliverables/General Work Products.

· Management Plan

· Transition Plan

· Funds and Labor Hour Expenditure Reports

· Monthly Status Reports

· Technical Reports, Studies

· Executive-level decision memoranda and guidance letters (Draft documents)

· Presentation and Briefing Materials

This Draft RFP provides Contract Data Requirements List (CDRL) submittals common to all MiDAESS contracts. Specialized or tailored CDRL items will be included in final requests for proposal (RFPs) for each functional annex/area.

E. Anticipated Contract Awards.

We anticipate a minimum of two small business set-aside contract awards, each covering the full range of safety, quality, and mission assurance responsibilities. Each selected contractor must be capable of performing all of the tasks provided in the Statement of Work at all of the locations listed in this annex.

We will not award all 122 MYEs with the first set of task orders. We will determine the number of MYEs to be awarded on the first set of task orders based upon on-going manpower reviews and an analysis of existing contracts transitioning into the MiDAESS Program.

We will award a nearly equal share of available MYEs to all contract recipients with the first set of task orders. We will award subsequent task orders based on evaluation criteria such as cost and ongoing performance as explained in the draft request for proposal.

F. Small Business.

The applicable NAICS Code is 541712 and Size Standard is 1,000 employees for the “Statement of Work—Quality, Safety and Mission Assurance.”

G. Security Requirements.

We require a minimum of a SECRET security clearance for all employees. At contract award we require a minimum of two TOP SECRET security clearance with a final TOP SECRET clearance requirement of ten percent when all 122 MYEs are awarded. Ten percent of personnel, may require a TS/SCI clearance.

H. Travel Requirements.

Contractor employees should expect to travel from 15% to 50% of their time to various locations of systems, specific components, manufacturing sites, integration sites, and test sites.

I. Government Furnished Information/Equipment/Support.

· MDA will provide access to MDA facilities as required, including on-site work stations with computers and telephones

· Access to Planning, Programming, Budgeting, and Execution System (PPBES) information

· Government laptops and Blackberries may be provided on a need-justified basis

J. Unique Source Selection Criteria.

This Draft RFP includes source selection criteria we will use for QSMA.

The final RFP will include a Sample Problem specific to QSMA. Below is a sample problem representative of the problem you will see in the final RFP.

QSMA Problem: You are providing technical support requiring you to address technical issues occurring from participation in Pedigree reviews, Design Certification Reviews, Failure Review Boards and Technical Interchange Meetings. A recent Pedigree review identified an avionics box that experienced a current glitch during a thermal cycle. Describe the process you will use to assess root cause of the non-conformance and what actions you would take to communicate the issue to all parties involved.

K. Organizational Conflict of Interest.

The MDA Director relies on the Director of QSMA to provide unbiased analysis, judgment and recommendations for action. The potential for conflicts of interest, whether real or perceived, is significant for those prime and subcontractors providing support to the Director of QSMA and also providing support elsewhere in the Missile Defense Agency. Careful analysis of conflicts of interest must be accomplished by each offeror. We will allow both prime and subcontractors to accomplish this work only after the Contracting Officer approves a thorough and comprehensive mitigation plan that ensures your work remains independent of other program work. This area has been identified as one that will require more stringent OCI measures. See Section H, Clause H-08, Organizational Conflicts of Interest (OCI) (January 2008), for additional guidance.
