About this file
This document is Attachment 3: 52.212-2 Evaluation for Commercial Products and Commercial Services, dated 04/18/2025, Revision 02. The attachment outlines the Government's approach for evaluating quotations for a commercial products and services procurement. The Government will issue a purchase order to the most advantageous quoter based on three primary evaluation factors: Technical capability, Past Performance, and Price. The comparative evaluation process will compare quotations to determine which provides the best benefit, with the Government reserving the right to select a quotation that exceeds minimum requirements but is not obligated to do so. The past performance evaluation will assess risks by reviewing the quoter's performance history through sources like customer surveys, Contractor Performance Assessment Reporting System (CPARS), and the contracting officer's previous experience. Price evaluation will be conducted by totaling all line item prices.
