About this opportunity

The Department of Veterans Affairs Veterans Integrated Service Network 1 is seeking snow removal services for the VA Medical Center in Togus, Maine through a Request for Quote (RFQ) issued under simplified acquisition procedures for commercial services. The services encompass comprehensive snow and ice removal operations including clearing buildings, walkways, stairs, entrances, and loading docks, with strict performance requirements including 24/7 availability and response within one hour of weather events. Vendors must use the specified de-icing product (Cutting Edge Pro PowerMelt+) and maintain a four-foot clear path in priority areas while adhering to VA security and health directives, including proof of current vaccinations and tuberculosis testing. The government will evaluate quotations based on four primary factors: lowest evaluated price, technical capability (acceptable/unacceptable), past performance (acceptable/unacceptable), and certification compliance. The deadline for submission is December 18, 2025, at 11:00 AM EST, with quotes to be sent directly to contract specialist Tyler M. Kenyon at tyler.kenyon@va.gov.

This solicitation is set aside exclusively for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) under NAICS code 561790 with a small business size standard of $9 million. The contract structure includes a base year and four optional one-year renewal periods, beginning upon contract award with service operations spanning from October 1st through May 31st annually (5 months for the base year and 8 months for option years), extending through May 31, 2030. Pricing will be structured on a monthly basis with vendors required to provide a unit cost per month followed by an annual total, with payment guaranteed regardless of whether services are required in any given month. Vendors must comply with Service Contract Act wage determination WD # 2015-4009 Revision #32 and cannot subcontract more than 50 percent of the government-paid amount to firms that are not certified SDVOSBs or VOSBs. The place of performance is located at 1 VA Center, Augusta, Maine 04330.

The purpose of Amendment 0002 dated 12/17/2025 is to answer an additional industry question as follows:

Additional Question:

Based on answer to Question #6 regarding changing the CLIN Structure for unit by the month, 5 months for base year and 8 months for Option years. Does this mean you want a unit cost per month, followed by a total for that CLIN year? If we base our pricing by the month and there is a particular month with no services required does that mean, we don’t get paid for that month? Or is it just a flat rate per month that we bill out for those duration periods?

Answer: Yes, the Government is requesting a monthly price for the base and following option periods followed by a total for that CLIN period. If no services are required to be performed on any given month, vendors will still be paid regardless.

The purpose of Amendment 0001 dated 12/17/2025 is to answer industry questions. Please see attachement for further information.
