Base Access Procedures for MACC Contractors
These instructions will be for the MAIN personnel requiring access through the duration of the contract, and not sub-tier contractors with periodic access requirements. These individuals will be issued a SFMIS Pass/DBIDS card for the duration of the base-period contract. The initial SFMIS Pass/DBIDS card issued will be valid through XXXXXX (end date for base year contract) and will need to be renewed and in place by XXXXXX (start date for first option year extension) of each option year exercised to coincide with the option year start date for the present year. It is highly recommended this be re-accomplished at least one month prior to the start date for each option year to ensure no down time between the SFMIS Pass/DBIDS card expiring and getting the extension granted.
Kirtland Air Force Base (KAFB) procedures to follow to be issued base access via SFMIS Pass/DBIDS card:
1. The contractor shall fill out the “SFMIS Pass Request Sheet” for the individuals who will require continuous access to the installation for their services for the duration of the contract.
2. The INDIVIDUAL obtaining the pass shall fill out the “Criminal Background Check Information” form by hand and ensure legibility. This needs to physically be done by the individual to eliminate any issues with incorrect SSNs being provided. SFS could look at falsified SSNs being provided as intentionally providing false information to the government and take appropriate actions if necessary.
3. In addition, please provide an email to Susan Leitner containing a MS Excel attachment of the individuals requesting a SFMIS Pass/DBIDS card. Your list should include columns for the eleven specific categories identified on the “Contractor SFMIS Pass Request” document provided.
4. The AE shall select two individuals from of the list provided to grant base access for their sub-contractors (probably the PM and another management position). This will be done by placing a phone call to the Truman Gate (505-846-6438) and providing the sub-contractor’s company name, the name of the individuals requiring access and the requesting individual’s Social Security Number. This process will also apply to individuals within the company who have not already been given a SFMIS Pass/DBIDS Card.
These passes will be three (3) day duration passes. If the sub requires access to exceed three days, this will have to be accomplished every third day. There is also an option to have this temporary pass issued with the sponsoring individual present at the Truman Gate. For this option, a 30 day pass can be issued to the individual requiring access.
Note: The PM or alternate will be responsible to ensure their subs have access prior to the sub arriving at the Truman gate.
