SECTION 16721
AUTOMATIC FIRE DETECTION AND ALARM SYSTEM
PART 1 – GENERAL
1.01 RELATED DOCUMENTS:

1.02 QUALIFICATIONS:
A. The fire alarm installing firm shall be the authorized dealer of the manufacturer. Installers shall be qualified technicians capable of installing the fire alarm system under the supervision of the local
Honeywell Representative. All terminations within the Honeywell FS90 FACP shall be made by the local authorized Honeywell Representative who shall make an operational lest of all devices in the system and certify that the system meets Honeywell Engineering Standards.
B. That firm shall maintain a staff of qualified technicians capable of installing and servicing the system for a 1-year period. They shall also maintain a stock of parts and components used in the system.
1.03 MANUALS:
A. Include the following in the operation and maintenance manuals:
1. Complete typewritten operating instructions. Two sets per Building.
2. Wiring diagrams for the control panel with all terminals identified. Two sets per Building.
3. A parts list for the system identifying the individual components with ordering numbers.
4. A separate reproducible as built floor plan showing the complete fire alarm system. This floor plan shall consist of fire zones, conduit size and routing, number and size of conductors and locations of all devices and junction boxes.
1.04 SCOPE:
A. The fire alarm system consists of a Honeywell FS90 Fire Alarm Control Panel (FACP) and associated circuits which will receive fire alarm signals from various devices, electronically process the signal, sound fire alarm audiovisual horns in all areas of the building, turn off air handling equipment, and transmit the alarm without other interfacing devices to the existing KAFB bridging amplifier network and Honeywell
Central Processing Unit (CPU) and cause the alarm data to be displayed on a CRT and printed on a wide carriage computer printer to indicate the building number, zone number, zone description (by floor, wing, etc.), hazard description, color graphics, and fire department dispatch information. There shall be no substitutions for the Honeywell FS90 panel.
B. Power supply shall be 120 volts, 60 HZ. The 24 volts, DC power for all system supervisory and control functions shall be provided by the Main Fire Alarm Control Panel power supply.
C. No signal circuit shall be initially loaded in excess of 85% of its rated ampere capacity.

D. Upon loss of building power the entire system shall operate on battery power for 24 hours and then be capable of sounding all signals for 15 minutes. Batteries shall be the sealed lead acid type and shall be contained in the main control unit.
PART 2 – PRODUCTS
2.01 SYSTEM OPERATION:
A. The actuation of any alarm initiating device shall cause the following to occur:
1. All audible devices shall sound continuously and all associated visual signals shall flash.
2. A red LED shall illuminate on the alarmed zone module.
B. A building signal shall be transmitted to the base fire station via dedicated telephone line. Transmit levels shall not exceed 0 dbm. All air handling fans shall be shut off, with automatic reset.
2.02 PRODUCT:
A. FIRE ALARM CONTROL PANEL (FS90):
1. The Fire Alarm Control Panel (FACP) shall be a Honeywell FS90 model only and shall be UL Listed independently as a Fire Alarm Control Panel in addition to being listed as a Data Gathering Panel in a proprietary multiplex system.
2. FACP shall be solid-state, modular design with integral static protection. All indicating lamps shall be a long-life, low-maintenance, solid-state light emitting diodes (LEDs) with a rated life of 40 years.
3. The FACP enclosure shall be surface or semi-flush mounted. The enclosure shall be hinged from the left and the covers shall have clear windows and a locking mechanism to keep the system operating and status switches from tampering. Keys shall be made available to Fire Department and DEMMC shop only. Finish shall be “Fire Alarm Red” and black.
4. All controls shall be labeled, all zone locations shall be identified, and the FACP shall be provided with a set of permanently mounted operating instructions. The government shall specify zones.
5. The FACP shall include the following:
a. All hardware and software for proper panel operation: The memory data for panel configuration and operation shall reside in non-volatile memory. If non-volatile memory is provided by battery-backed RAM, removal of the board shall not cause loss of memory contents.
b. Switches for Panel, Setup, Test, Reset, Manual Evacuation Alarm, Silence, and Acknowledge:
Individual supervisory LEDs shall be provided for Power, Run, Trouble, Disconnect, Low Battery, and Ground Fault.
B. INITIATING ZONES
1. Conventional: B boards shall supply specified number of zones. Each zone containing smoke detectors shall provide power and monitoring for up to twenty (20) detectors. All hardware and software shall be provided to facilitate selection of circuit performance per NFPOA series 72 Style C on-site.

2. Each zone shall have a red LED to indicate alarm and a yellow or amber LED to indicate a trouble condition. Each zone shall be provided with a disconnect switch to prevent alarms in the zone from initiating the alarm sequence. For trouble-shooting, it shall allow the alarm LED to indicate an alarm condition in the zone. When disconnected, a trouble condition will be indicated in the FACP.
3. Use the following for large buildings with numerous zones:
a. Smoke and thermal detectors shall be located where shown and required by NFPA 72E.
C. INDICATING ZONES:
1. BF board indicating circuits shall be provided. Each circuit shall provide power for polarized alarm signaling and a yellow or amber LED to indicate a trouble condition shall be provided to allow the
FACP to be tested without sounding alarm signals. When disconnected, the FACP shall indicate a trouble condition.
2. Provide supervised outputs to perform the annunciation and control functions as described herein.
Each output shall have a red LED to indicate when the output is energized and a yellow or amber LED to indicate trouble in the circuit.
3. Power sufficient for the FACP and initiating and indicating devices shall be provided. An automatic battery charger shall continuously apply the proper voltage to panel-mounted batteries in order to maintain a fully charged state. Battery charger shall be designed to operate with FACP manufacturer-recommended batteries.
4. Standby batteries of sufficient capacity to provide the indicated operation shall be mounted in FACP.
Batteries shall be maintenance-free, sealed lead-acid type. Battery connections to the power supply/ battery charger shall be fused or provided with equal protection.
5. To assure the ability of the internal batteries to deliver their stated capacity, supervision of the standby batteries shall be provided. Supervision of presence alone will not be acceptable.
6. The panel shall automatically remove the batteries from the panel power supply at no more than 1-minute intervals. A suitable load shall be applied to simulate operating conditions. During this period, no less than three separate battery measurements shall be automatically sampled. If all measurements sampled are at or above the stated battery capacity, the panel shall indicate a “low” battery condition by flashing a separate low battery LED and the Panel Common Trouble LED while sounding a local audible.
7. The low battery indication shall remain until it has been manually acknowledged and the battery capacity has returned to normal levels. When acknowledged, both LEDs shall go to a steady state and the audible will be silenced. The LEDs shall return to OFF when the batteries have returned to a charged state.
8. Removal of the batteries, a blown fuse, or a battery-wiring fault shall cause the same indication as low battery voltage.
2.03 MANUAL FIRE ALARM PULL STATIONS
A. Honeywell Model S464F, or approved equal
B. Provide at each location where shown on the plans a manual fire alarm pull station.
C. The pull station shall be operated by pushing in and pulling down on the handle which activates the normally-open alarm contracts. When activated, the pull station display the word ACTIVATED in bright
2 Feb 2012 Page 4 of 7 Attachment 13 yellow lettering. Resetting shall be accomplished by inserting the key and turning on quarter turn, and opening the front cover, causing the spring-loaded handle to return to its normal position.
2.04 PHOTOELECTRIC SMOKE DETECTOR
A. Honeywell-System Sensor Model 2151, or approved equal.
B. Provide at each location where shown on the plans a low voltage, dual chamber, photoelectric type smoke detector.
C. Each detector shall be calibrated and adjusted for sensitivity at the manufacturer’s factory to known standards. Each detector shall be self-compensating for the effects of air temperature, humidity, and atmospheric pressure. It shall not be necessary to field-adjust the sensitivity to compensate for the above effects.
D. Each detector shall have provisions to deter unauthorized removal.
E. Each detector shall contain an integral, visual indication of alarm with a field of view of 360 degrees.
Where a remote, external indication is required, the integral indicator shall remain active. An auxiliary relay shall be provided where required for interlock or other auxiliary functions. The relay may be integral to the detector housing or may be remotely mounted, but shall in any event provide a minimum of two isolated spdt (Form C) contacts.
F. Each detector shall have provisions for reset from a central location.
2.05 FIXED TEMPERATURE HEAT DETECTOR
A. Honeywell-Chemetronics Model 600 Series, or approved equal.
B. The Series 600 Heat Detector is attractive, durable and features combination rate-of-rise and fixed temperature operation. Heat detectors are available in 135°F and 200°F
C. temperature ratings. Rate-of-rise detects heat by quickly responding to a rapid
D. temperature increase. Rate-of-rise units have a wide spacing allowance of 50-foot centers. See specification table for details. Fixed temperature reacts to heat by responding to a specific temperature setting.
E. Series 600 Detectors use the same reliable pneumatic rate-of rise element of former models, but offer added aesthetic appeal. The pneumatic rate-of-rise element responds to a rapid rise in temperature, approximately
15°F. (8°C) per minute, by expansion of air within the sealed chamber faster than it can escape through a calibrated vent. The resultant increase in pressure depresses the diaphragm, causing the electrical contact to close the circuit. The fixed temperature element uses a fusible alloy. When activated, the external heat collector drops away to provide quick visual confirmation that the element has operated. The units protrude only 1-3/8 inch from the ceiling surface with a junction box mounting. They have pleasing contours and an
F. all-white finish that conforms to ceiling aesthetics. Each detector includes a patented reversible mounting plate. In one position, it easily attaches to 3.25" or 4" octagonal box, or plaster ring. In reverse, the plate can be used for open wiring without a junction box. A 1/4" space between detector and mounting surface allows for wire connections. All mounting screws are concealed. The detector attaches easily to the mounting plate with a push and twist motion. No tools are required.

2.06 DUCT SMOKE DETECTOR
A. Honeywell Model 32002812.
B. Duct smoke detectors shall be listed by Underwriters Laboratories, Inc. for air handling system.
C. They shall be designed to provide detection of smoke and combustion products resulting from fire in air conditioning and ventilating duct systems in compliance with the National Fire Protection Association
Standard NFPA 90A and Underwriters Laboratories, Inc. Further, they shall contain an photo-electric type detector and air-sampling chamber with sampling tubes extending through the width of the air duct. Alarm status indicating light will be visible from the front of the detector.
D. The detectors shall be used in the initiating device circuit of the DGP (FS90). The wiring to the detector shall be supervised. It shall include alarm relay contacts (2-SPDT) capable of handling loads of up to five
(5) amperes at 120V ac or 28V dc (resistive), or three (3) amperes at 220 or 240V ac, 50/60 Hz. Detector will be powered from FS90 panel, 24V dc.
E. Provide where shown on the plans.
2.06 AUDIO/VISUAL SIGNALLING DEVICES:
A. Audiovisual Alarm Horns and Strobes (Honeywell, Model XLSG1), or approved equal.
B. Audiovisual Alarm Horns shall be UL listed and shall have a high intensity flashing light and alarm horn as an integral unit. Both audio and visual components shall operate from the 24V dc polarized indicating circuits. All horns shall mount on standard 2 x 4-inch electrical boxes. The horn/strobe assembly shall be housed in a rugged, UV stabilized color impregnated engineered plastic.
2.07 AIR HANDLING SHUT DOWN CONTROL:
A. All newly installed fire alarm and HVAC fan systems shall contain a fan shut down relay located at each
HVAC motor starter or VFD, etc. The relay shall be wired to the Fire Alarm Control Panel and shall operate upon activation of any Alarm Detection Zone in the building..
PART 3 – EXECUTION
3.01 INSTALLATION:
A. Installation shall be accomplished in a professional manner by qualified personnel regularly engaged in and experienced in this type of work.
B. All conductors installed shall be continuous and same zone color code from device to device or from device to terminal block. There shall be no wire splices of any kind in wireways, raceways, or conduits. Splices may be accomplished in accessible junction boxes in accordance with the National Electrical Code.
C. All wire shall be copper and installed in conduit in a separate and segregated system.
D. Minimum #16 AWG TFN solid copper for station circuits, minimum #14 AWG solid copper for signal and power supply circuits.
E. All work concerning existing active portions of fire protection systems shall be coordinated with KAFB
Alarm Shop personnel to prevent false alarms and avoid unnecessary loss of protection.

F. Wiring:
9. All wiring shall be in accordance with the National Electric Code, local codes and National Fire
Protection Association Standard number 72. The minimum wire sizes shall be 12 gauge for AC power supply connections and auxiliary circuits, 16 gauge for DC power supply connections, 16 gauge for audible alarm circuits and 18 gauge twisted for transmission signal initiating circuits.
G. Provide one dedicated 20 ampere, 120-volt AC circuit to the main fire control panel.
H. Provide one ½” conduit from fire alarm control panel to the main telephone terminal cabinet. Provide 2 pair #18 copper-twisted conductors in accordance with base fire alarm color code.
I. All exposed conduit and junction boxes shall be painted to match existing area.
3.02 ASSISTANCE FROM HONEYWELL CORPORATION:
A. The contractor shall secure the services of the local Honeywell Representative for assistance in making connections to the Honeywell FS90 FACP. The Honeywell Representative shall provide all connections to the FACP and his decisions will take precedence over any connections shown on the contract drawings.
B. The local Honeywell Representative shall test the performance of the FSO FACP after work is completed and shall program the Central Processing Unit (CPU) to accept the new information provided by the FACP, and display the appropriate descriptive and action messages for each zones as required by KAFB Fire
Department. The FACP communication transmission levels will be jointly adjusted be base electronics unit
(Bridge Network) and the local Honeywell Representative (FS90 FACP). No FACPs will be terminated into the Bridge Network without prior level adjustments being accomplished.
3.03 FINAL ACCEPTANCE:
A. The electrical contractor shall demonstrate in the presence of the Honeywell Representative, the contracting officers representative, and KAFB electronics unit representatives the proper operation of the FACP, each alarm initiating device, each horn, each control function, each fan shutdown actuation, and transmission of all alarm, trouble, and supervisory signals, ground fault condition, power failure, battery stand-by, and other appropriate tests to assure that the completed system performs per specifications and manufacturers data.
B. The construction inspector (CI) shall set up separate time with contractor for the final inspection and/or acceptance test 7 days prior to test.
C. Contractor shall provide the services of a local manufacturer’s representative for any failures or deficiencies of the entire alarm system during construction and for the one-year warranty period from date of acceptance of the entire project.
D. Local manufacturer’s representative shall provide the government a person’s name and telephone number for notification of failure and deficiencies. Response time shall be within four hours from time of notification. This requirement shall be continuous for 24 hours each day during construction of this project, and for one-year warranty period following completion of the entire project.
3.04 AS-BUILT DRAWINGS:
A. The electrical contractor shall provide KAFB with a set of as-built floor plans showing the conditions after the contractor as completed his work. This will include all equipment relating to the fire detection system.
The as-built floor plans shall show all junction boxes, conduit routings, conduit sizes and types (RGS, flex, EMT, etc), number and type of conductors in each conduit, devices, conduit location (exposed or concealed) and other information relevant to the as-built condition.
