Multiple Award Construction Contract (MACC)

RFP, Pre-Proposal Conference and Site Visit Questions

Solicitation FA9401-12-R-0002

16 April 2012

ROUND 9

MACC FA9401-12-R-0002

The purpose of this document is to provide answers to RFP questions for Solicitation

FA9401-12-R-0002.

242. AF Form 3052 is required twice in the bid package. Page 69 of the RFP states :

"Completeness of Seed Project MHMV 110112: Provide a price schedule on AF Form

3052, attachment 31 and provide a separate detailed price breakdown describing the design effort and construction effort on price schedule, attachment 32. For construction, show material, labor and equipment quantities sub-totaled by the sixteen division specification format as developed by the Unified Facilities Guide Specifications

(UFGS).

1. Are we to complete AF3052 in Attachment 31 as is, and modify the AF3052 in

Attachment 32 to create additional rows and columns for each of the 16 divisions?

Currently, AF3052 as provided in Attachment 32 does not include this level of break down.

ANSWER: Attachment 31 should include the major disciplines and may be edited by your company if additional rows are required. Attachment 32 may be modified to provide the information your company deems necessary to provide the additional detail, 16 divisions.

2. Additionally, page 2 of Attachment 30 indicates that only one AF Form 3052 is due.

Please clarify number of forms required to be submitted.

Answer: See the answer to 242.1, above.

243. AF Form 3064 is required on page 2 of Attachment 30 as part of the bid package. The only reference to this form in the RFP are on:

1. Page 22 in reference to billing for stored materials.

2. Page 27 in reference to contract construction schedules. Unless a network schedule is requested. The RFP does not indicate that the "Contract Progress Schedule" AF Form

3064 is required for the proposal. Because a NAS schedule is being provided with the bid, this seems unnecessary. Is this form required for proposal on the SEED project?

The duration of this project and number of activities vastly over-run the size of this form. If the form is required, is a chart also required to be overlaid on the excel sheet to show progress over the duration of the project, as requested in the form instructions?

Answer: IAW RFP FA9401-12-R-0002 Section L Para 4.2.4 a project schedule (1-copy in your Volume II submittal) is required. Attachment 38, AF Form 3064-Progress

Schedule, was provided and shall be utilized.

ROUND 9

244. Is a site specific Geotechnical Engineering Report required for this project?

Answer: No.

245. Is the liquid in the containment trench caustic and if so is a special coating or liner required?

Answer: The liquid contained in the trench is not caustic. No special coating is required.

246. Is bar grating required over the containment trench?

Answer: Yes.

247. Is the interior concrete slab required to support heavy equipment or machinery?

Answer: Please use 250 live load, 3000 lb concentrated load to design the slab.

248. As it relates to future maintenance, is it acceptable to locate mechanical units on the roof of the new building?

249. The RFP has no required cooling load for the building. The only reference is 325 KVA in the electrical section at 480V. This can translate to 150 (±) tons of cooling. What is the cooling load required for this facility?

ANSWER: Please use 6 watts/SF for Lab Equipment, 2 watts/SF for lighting, and 250

BTU/hr/person sensible and latent. High-powered User furnished equipment will be energized for very short durations of 5 minutes or less, 3-10 times/day.

250. Redundant HVAC units appear to be required per the design analysis. Is this correct?

251. Is the existing wall between the new building and existing building to be removed? The response to question #64 states “Walls, doors, etc. must be removed and remodeled as required to provide circulation from the existing space at the north in the addition.” The response to question #129 than states “The expansion into existing areas will be accomplished under a separate contract at a later date. The floor elevation of the new addition should match the floor elevation of the existing building.” Additionally the response to question #170 states “The existing rollup door and personnel door will remain. The contractor is NOT expected to install some type of air dam.” Please clarify, should the wall and doors be removed as stated in #64, or remain as stated in #129 and

#170?

Solicitation FA9401-12-R-0002

16 April 2012

ROUND 9

Answer: The statements in #129 and #170 are correct. The statement in #64 is not correct.

252. The walls of the new building will be 12” solid filled and reinforced CMU. The project is requiring compliance with ASHRAE 90.1 so insulating of the wall (and rest of envelope) is required. This requires R-21 for exterior walls. There are 2 ways of providing this. Either fur-our interior with framing, rigid insulation and a covering, such as sheet rock or metal panels, or exposed paint rigid insulation, or the other option would be EIFS/Stucco on the exterior. However the response to question #57 states the exterior is “….Concrete Masonry Unit approved light beige colors are El Paso Buff and

#220 Elk Horn”. The response to #84 states “The interior finish of the block wall is to be paint” If there is no insulation on one side of the wall or the other, the R-21 will not be met. Will the owner wave the ASHRAE 90.1 requirement? If not how will this be accomplished?

Answer: In order to achieve the required R value, please furr out interior walls with metal framing, insulation, and gypsum wall board. Tape, texture, and paint wallboard.

253. Attachment #30, page 2, 1.0A States Bidder shall provide a price proposal, schedule and technical narrative which will be used to evaluate the proposal for this project.

Failure to address or provide for all of the following criteria in paragraph A(1) through

A(3), shall result in the contractors proposal being considered technically unacceptable for this project. A2) states “Proposed Progress Schedule for this project (AF3064 in MS

Excel and PDF formats). The AF3064 form is typically provided post award and the instruction on the second page of the AF3064 indicate that we are to provide 3 copies at the time stated in the contract, at this time no contract has been issued and page spacing is limited in the RFP response. Would we be allowed to provide (1) copy of the proposed progress schedule is a Microsoft Project or other scheduling software format?

Answer: IAW RFP FA9401-12-R-0002 Section L Para 4.2.4 a project schedule (1-copy in your Volume II submittal) is required. Attachment 38, AF Form 3064-Progress

Schedule, was provided and shall be utilized.

254. The Attachment 33, Design Analysis Package, page 25 mentions piping for "Sanitary

Waste (for condensate and equipment area drains)". What type of equipment is this?

Will it require a sand/oil separator? Can the waste line be connected into the existing building or will a new service need to be installed from a main? Where is the main?

Answer: No sewer connection will be required in this project.

255. The RFP & Previous Q&A’s address the exterior wall application as being Split Faced

CMU with Painted CMU Interior. This however does not comply with LEED requirements for R Values or assist with cooling and heating loads based on

Mechanical requirements for efficiency. There is no other indication that the exterior

ROUND 9

walls of this building need to be insulated. Is it a requirement to provide insulation requirements at the exterior walls? If so are there any requirements for the materials to be used at the interior finish of the exterior walls? The design guideline attachment of the RFP refers to interior walls and the acceptability of gypsum board products, but does that include the interior of an exterior wall?

Answer: In order to achieve the required R value, please furr out interior walls with metal framing, insulation, and gypsum wall board. Tape, texture, and paint wallboard.

256. Is the demo of the south wall of the existing storage area to be included in this contract, or by others?

Answer: Demolition of this wall is not required under this contract. Earlier statements to the contrary were incorrect.

257. Is the extension of the fire protection sprinkler system into the existing storage building to the north of the new addition included in this contract or by others?

Answer: Fire protection under this contract is confined to the addition only. Riser should be sized to eventually pick up the rest of the building.

258. There does not appear to be any indication of how many voice / data drops or locations for these items in the new addition space. Is there any information at this time to establish how many or where these drops are required? Are there floor mounted outlets required for user equipment or just wall mounted? Is just pathway to the new addition required?

Answer: Please assume that four (ea.) voice drops will be installed, to include termination in the Communications panel in the existing building (Approx. 200 lf). No data drops or cabling will be required. Precise locations of the drops will be determined during design. No floor-mounted receptacles are included in the project. Pathway will be determined during design.

259. Will the user or the base require a separate electrical room in the new addition based on the electrical requirements for this project?

ROUND 9

260. So if I understand this correctly. You want attachment #31 to show the costs for

"Architectural, Civil/Structural, Mechanical and Electrical" as listed on the form.

However on attachment #32 we can add additional line items under the base bid section to show more detail, which means we can break down Architectural, Civil/Structural, Mechanical and Electrical, in to more detailed categories. Therefore we are allowed to modify the attachment #32 to include additional items, other than we is currently listed?

ANSWER: Yes

261. It appears that the main power for the existing building enter the building in the expansion area. Can you provide us with information for the existing power to the building and the main panel so we can determine what it will take to modify the system?

ANSWER: This question will have to be addressed during actual design.

262. Form 31 & 32 have established percentages for OH, Profit, Bond and NMGRT. Are these percentages fixed or can we adjust these as we want?

ANSWER: Percentages for OH, Profit and Bond are to be adjusted accordingly by the offeror. The current NMGRT for Kirtland AFB is 7%.

263. Are there any SCIF requirements for this project?

264. How far is the existing fire line we would tap in to, to get water to the building? Where is the water coming from?

Answer: Water for fire suppression may be accessed from a 12” main running E-W approximately 450 Ft. South of B909. Precise utility locations will be determined during design.

265. Round 2 question 14 directs that a price schedule on AF Form 3052, attachment 31 and a separate detailed price breakdown describing the design effort and construction effort on bid schedule, attachment 32 be provided in volume IV. Round 2 question 28 directs that Attachment 31 (Price Schedule) is for contractors to provide a price based on major disciplines and Attachment 32 (Bid Schedule) should be utilized to give a more detailed breakdown of Cost/Price. However both attachment 31 and 32 are the same form, AF form 3052? Is the intent for the Contractor to modify attachment 32 to provide the detailed price breakdown required? Can the contractor submit their own detailed price breakdown bid schedule form as long as it includes the required information?

ANSWER: Pricing information for the seed project shall be provided on Attachment 31 and 32. Attachment 31 should include the major disciplines and may be edited by your

ROUND 9

company if additional rows are required. Attachment 32 may be modified to provide the information your company deems necessary to provide the additional detail, detailed price breakdown.

266. Both Attachment 31 and 32 reflect two types of design line items, type A and Type B.

Will there be pricing associated with both types or just for Type B based on the RFP

Attachment 33 page 3 of 31, New Addition Concept section, bullet point 2?

Answer: Type A and Type B design have nothing to do with Option A and Option B per the reference to Atch 33. Type A and Type B design design activities as defined by

Federal Law. Option A and Option B are two design strategies proposed in the early stages of the Study which now comprises Atch 33.

267. Attachment 31 and 32 appear to be the same document. Are they suppose to be different? Should attachment 32 be more detailed? Or should we attached our own detailed breakdown sheet?

ANSWER: Pricing information for the seed project shall be provided on Attachment 31 and 32. The pricing templates are identical. Attachment 31 should include the major disciplines and may be edited by your company if additional rows are required.

Attachment 32 may be modified to provide the information your company deems necessary to provide the additional detail, detailed price breakdown.

270. What type of grounding do we need for the building and what additional grounding is needed for the containment trench? I understand that these trenches are sometimes used for energy containment when used in conjunction with Anechoic chambers, so we need to know what type of grounding requirements will we need to meet for both the building and the trench and Anechoic chamber itself?

Answer: Attachmet 30, page 19, 6. Building Grounding and Lightning Protection defined the building’s grounding system. No additional grounding is needed for the containment trench. A grounding point next to the anechoic needs to be installed.
