1.0 PROPOSAL
A. Bidder shall provide a price proposal, schedule and Technical Narrative which will be used to evaluate the proposal for this project. Failure to address or provide for all of the following criteria in Paragraph A(1) through A(3) shall result in the Contractor’s proposal being considered Technically Unacceptable for this project.
1) Price proposal shall consist of completing the Government Price Schedule (AF Summary
Form 3052).
2) Proposed Progress Schedule for this project (AF3064 in MS Excel and PDF formats).
3) Technical Approach Narrative will consist of a summary of the technical approach the
Contractor intends to employ in design and construction of this project. This must include Contractor’s methodology in completing the design and construction.
B. The period of performance for this project is 409 calendar days.
C. Bidder shall attend a Pre-Proposal Meeting to review the requirements of the project.
Relevant documents are attached. Questions arising at the Pre-Proposal Meeting shall be submitted to the Contracting Officer in writing by the date specified on the RFP cover sheet.
Directly following the meeting shall be a Site Visit. Government furnished information/materials are not guaranteed to represent actual conditions and shall therefore be field verified prior to incorporation into the design. Subsequent Site Visit(s) will be available and scheduled upon request, but are not required. Questions arising at the Site Visit(s) shall be submitted to the Contracting Officer in writing by the date specified on the RFP cover sheet.

2.0 SCOPE
This Statement of Work (SOW) defines the scope for this task order. Work under this project is comprised of design and construction of a laboratory addition to Building 909 at Kirtland Air
Force Base, Albuquerque, NM. Completed project shall incorporate the Federal requirements for High Performance Sustainable Buildings (HPSBs) and shall pursue LEED credits to the maximum extent practicable; reference the memorandum dated 2 June 2011 on the attached
Design Requirements CD.
The Contractor will be responsible for visiting the site and conducting all field investigation that will allow the execution of a complete design. General intent of the project is to design and construct an addition to the exterior of Building 909. Reference the study and conceptual design completed for this project on the attached Design Requirements CD.
The proposed Laboratory addition will be an expansion of building 909A at the southeast quadrant of the facility. Building 909 is 50 years old and meets NRHP requirements for
Criterion A. The approximately 6500 square foot addition will be bounded on the north by the
1967 addition and bounded on the west by the 1966 building 909A with a structure height of approximately 40 feet. The proposed addition would allow consolidation of research presently conducted in rented space at Sandia National Laboratory, and ease the present crowding in the
322 hi-bay.
This addition is just for the laboratory; support spaces like restrooms or offices are not included.
This addition will not have any exterior windows. The final concept for the exterior building material is integrally colored, split face CMU blocks to meet the ACP guidelines. The new addition will be structurally separated from B909.
This project includes, but is not limited to, the structural members for a 10 ton bridge crane that spans the width of the building and traverses the length of the building, the purchase and installation of the crane equipment shall be included as Additive Bid Item #1; a 2 foot deep containment trench around the interior of the building capable of holding 15,000 gallons; an additional Anechoic Chamber pit approximately 30'X30'X6 feet deep; fire sprinkler coverage will need to be expanded from the new addition into the existing workroom if the separating wall is demolished; 2MW power requirement; additional internal power distribution capacity for future expansion shall be included as Additive Bid Item #2 (see Future Expansion Table on attached Design Requirements CD), a new service entrance switchboard and pad mounted transformer to serve a 3000 amp main; a Surge Protection Device (SPD) will be provided to protect sensitive Lab equipment, electronics and computer systems from electrical transients and high frequency noise; emergency battery up system; grounding system and devices will match existing; fluorescent high bay fixtures and building egress lighting; voice and data work is minimal and will be limited to adding a voice and data drops; fire alarm system will be provided as an extension of the existing building; primary and overflow rainwater drains to direct water from the building roof to discharge to the storm water system; HVAC system to provide heating and cooling to meet the required thermal conditions of the project building; a general exhaust system; natural gas heating in the buildings Air Handling Units; natural gas fired unit heaters in
Page 4 of 12 Attachment 30 mechanical spaces and in high bay areas; project automation systems will be controlled and monitored from the existing centralized control station.
This project does not include a UPS system and additional base facility plumbing services.
Provide Life Safety Code Analysis, ABA Accessibility analysis, structural and energy calculations related to the affected area.
Descriptions of the project are provided solely for the purpose of revealing the general nature of the work involved. The place of performance shall be at Kirtland Air Force Base (KAFB), New
Mexico (NM). The Government will reference the basic KAFB contract for information relating to quality control, teaming, personnel qualifications, etc.
A. Provide all labor, materials and equipment as required to produce a complete design.
1. DESIGN CONSIDERATIONS:
a. The Contractor shall utilize available as-built drawings, maps and other information provided as the basis of the design for the proposed project.
b. The Contractor shall be responsible for obtaining additional information required to execute the design. This may include creation of as-builts, site measurements, surveys, tests, and other material necessary to provide Contractor with an adequate basis for the design.
c. The Contractor is responsible for identifying all hazardous waste, non-hazardous waste, universal waste, and/or special waste in the design documents. The
Contractor is also responsible for sampling and testing of suspected asbestos, lead, and PCB containing materials. Any finishes damaged as a result of sampling shall be repaired by the Contractor.
d. The design shall be in accordance with these specifications and all pertinent KAFB documents.
e. The Contractor shall field verify any as-built, site survey, geotechnical information or other information that may have been provided by the Government.
f. The project design shall meet all of the requirements stated in the General Provisions in the Multiple Award Construction Contract (MACC) for KAFB.
g. The final documents will require the acceptance of the Government.

2. DEMOLITION: Drawings, diagrams, and specifications showing demolition and abatement locations of site elements, architectural elements and utilities to be disrupted or relocated by construction. HPSB documentation.
3. ARCHITECTURAL: Drawings, diagrams, and specifications illustrating dimensioned floor plan, roof plan, equipment/furnishings plan, reflected ceiling plan, building section, wall sections, details, signage plan, room finishes, door schedule, window schedules.
One drawing or written building code narrative and design analysis illustrating primary issues of the project, egress issues, accessibility and proposed solutions and justifications. One illustration board no larger than 18" x 24" with applicable finishes.
Architect/Engineer shall verify which items are Government furnished, Government install, and/or Contractor provided and installed. HPSB documentation.
4. CIVIL: Drawings, diagrams, and specifications illustrating paving, landscape plan, irrigation plan, site constructed elements, utility locations, tie-ins, grading contours, and drainage plan. One drawing or written building code narrative and design analysis illustrating primary issues of the project, accessibility, cut sheets of proposed materials and proposed solutions and justifications. HPSB documentation.
5. STRUCTURAL: Drawings, diagrams, and specifications illustrating dimensioned foundation plan, roof framing plan, ceiling framing plan, intermediate level or mezzanine plan if any, structural details, foundation sections, schedules, reinforcing, inserts, and calculations. One drawing or written building code narrative and design analysis illustrating primary issues of the project, cut sheets of proposed materials, and proposed solutions and justifications. HPSB documentation.
6. MECHANICAL: Drawings, diagrams, and specifications illustrating plumbing plan, plumbing isometric, HVAC plan to scale, special systems plan, equipment schedules, and calculations. One drawing or written building code narrative and design analysis illustrating primary issues of the project, cut sheets of proposed materials, and proposed solutions and justifications. HPSB documentation.
7. ELECTRICAL: Drawings, diagrams, and specifications illustrating electrical power plans, special systems plans, lighting plans, equipment schedules, one-line diagrams, and calculations. One drawing or written building code narrative and design analysis illustrating primary issues of the project, cut sheets of proposed materials, and proposed solutions and justifications. HPSB documentation.
8. FIRE PROTECTION: Fire protection design analysis, fire protection performance based construction drawings, and fire protection performance based construction specifications. HPSB documentation.
9. COMMUNICATIONS SYSTEMS: Drawings, diagrams, and specifications illustrating audio visual equipment plans, panel boards, Government-furnished and /or contractor furnished and installed items, schematics and one-line diagrams. One drawing or

B. Schedule the design phases with the following considerations:
1) Contractor shall provide 35%, 65%, 95%, and 100% design submittals in accordance with the Section 4.1.1. Allow 14 calendar days for Government review following each submittal, unless otherwise noted in Section 4.1.1.
2) There will be a Contractor scheduled 35%, 65%, and 95% review conference at Kirtland
AFB after Government comments have been provided to the contractor.
3) Upon Government approval of the 35%, 65%, and 95% Design, the contractor shall provide the 100% Design Submittal in accordance with the performance period identified in the
Section 4.1.1.
4) The 100% final design must be stamped by a Professional Engineer/Architect.

3.0 DRAWING AND SPECIFICATION STANDARDS.
3.1 CONTRACT DRAWINGS.
3.1.1 Drawings shall be prepared on AutoCAD.
3.1.2 Drawings shall be delivered in hard copy at review stages in the number listed in Section
4.2 Table 1.
3.1.3 Full size drawings shall be 24" x 36." Reduced drawings shall be 11" x 17".
3.1.3.1 All applicable base activity representatives will sign Final drawings. The project architect/engineer will stamp, date, and sign all final drawings, prior to final base representative signatures.
3.2 SPECIFICATIONS:
3.2.1 Specifications shall be delivered in hard copy and made available via magnetic file, at the various review stages in the number listed in 4.2 Table 1.
3.2.2 Specifications shall be written according to Unified Facility Guide Specifications (UFGS) format. Note: Reference Specifications provided by the Government are for content only, and shall be re-written in UFGS format prior to inclusion in Contract Documents.
3.2.3 In general, the Contractor should avoid the use of "proprietary type" specifications.
When necessary to use a manufacturer's name to describe a type of product, at least three manufacturers shall be named, if possible, and shall include the words "or approved equal." Brand name or "or equal" descriptions may be used when there are no specifications available covering the items or when it otherwise is not feasible to describe the requirement.
3.3 DESIGN ANALYSIS: Design Analysis (DA) shall be arranged by discipline and shall support design decisions made throughout the design. The DA shall include calculations, material cut sheets and explanations of options considered. It shall also contain, as a separate section, the cost estimate, as well as a section containing previous design review comments, annotated with action taken.
3.4 LCM/ACM TEST RESULTS: Test results shall indicate the sample number. Provide a floor plan indicating the sample number and location. A Chain of Custody must accompany the test results. Test results shall include a brief narrative of what samples were taken and why; reference NESHAP, NIOSH, and EPA regulations where relevant.
Indicate homogeneous areas where applicable. Indicate the date(s) the samples were taken. Along with the test results, provide certification that the person(s) collecting the samples is qualified and NAVLAB Certification for the laboratory performing the testing.

4.1 DELIVERY SCHEDULE:
4.1.1 The schedule for delivery of design submittals and reviews is in calendar days. Calendar days for each requirement extends from the date of completion of each design review, except as otherwise noted. Percentages below apply to the completed submittal package.

5.0 DESIGN SERVICES
5.1 TYPE A – CONCEPT STUDY: NA

6.0 CONSTRUCTION
6.1 PROJECT COORDINATION
6.1.1 All work shall be accomplished while the adjacent facility is occupied, during duty hours.
All work shall be coordinated with the User.
6.2 Interference. The least interference possible to the normal activities in the remaining areas of the facility and the neighboring facilities, surrounding streets and parking areas shall be accomplished.
6.3 Utility outages. Necessary extended utility outages to perform construction shall be accomplished during non-duty hours.
6.4 SUBMITTALS
6.4.1 Submittal requirements shall be determined and indicated on AF Form 66, “Schedule of
Material Submittals”.
6.4.2 Catalog Data. These shall be provided to identify applicable products, models, options, and other data.
6.4.3 Shop Drawings. These shall include layout, details, and fabrication drawings on minimum 11x17 drawing sheet. Special utility and electrical characteristics, utility connection requirements, and location of utility outlets for service for functional equipment and appliances shall be reviewed by Project Architect/ Engineer.
6.4.4 Abatement/Disposal Plan. A plan, if applicable, will be maintained in the Contractor contract files.
6.4.5 Safety Plan. A plan will be maintained in the Contractor contract files.
6.4.6 Quality Control Plan. A plan will be maintained in the Contractor contract files.
6.4.7 Permits. All applicable permits required by AF, County, City and State (i.e. Dig Permit, Burn or Hot Work Permit, NPDES, etc.) shall be obtained prior to construction start.
6.5 OWNER OCCUPANCY. The project shall be coordinated with the User to minimize conflict and to facilitate User's operations.

6.6 STAGING, STORAGE AND PARKING
6.6.1 Construction staging and storage shall be determined during the construction phase if not noted otherwise in the contract documents. Materials for this project shall be stored as determined in the pre-construction meeting.
6.6.2 Parking shall be only in designated parking spaces. Parking is not allowed on sidewalks or grass areas.
6.7 AVAILABILITY OF SITE.
6.7.1 Workdays are defined as 8-hour duty days of Monday through Friday, excluding Federal holidays.
6.7.2 Normal hours of operation are 7:00 AM to 4:00 PM.
6.7.3 Holidays. The following holidays are observed and are not considered duty days: New
Years Day, Martin Luther King, Jr. Day, Presidents Day, Memorial Day, Independence
Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving Day, and Christmas Day.
6.7.4 Project will be accomplished during normal working hours, unless specifically required by the Government.
6.8 SITE PROTECTION, CLEANUP, AND DIFFERING SITE CONDITIONS
6.8.1 Site Maintenance and Cleanup. Contractor shall ensure that all adjacent property, building and their contents are protected from dust, dirt, water, weather and other damages. This shall include ensure dry materials are wet down to settle debris.
6.8.2 Replace or repair. Contractor will replace or repair all existing adjacent finished surfaces, utilities, equipment, products, vegetation, and structures or parts thereof that have been damaged or removed to perform the work.
6.8.3 Cleanup. Contractor shall ensure that all trash, debris, refuse, garbage, etc., generated on the project site shall be placed in an appropriate container on a daily basis. Contractor shall ensure that all trash, debris, refuse, garbage, etc. to be taken off base is disposed of in a safe and legal manner.
6.8.4 Final cleanup. Contractor shall ensure that the project site is completely clean before the project final walk-through. All new materials shall be properly cleaned and shall be free of scuffs, dirt and dust. Areas surrounding the construction site shall also be cleaned of any dirt or dust.
