12 April 2012
ROUND 8
MACC FA9401-12-R-0002
The purpose of this document is to provide answers to RFP questions for Solicitation
FA9401-12-R-0002.
192. Sheet 11 of Attachment 33 indicates a building height of 40'. Is this dimension requirement an exterior building height, or interior total clear space? What is the clear space height requirement inside the proposed building?
Answer: The building height will be driven by the minimum interior hook height of 35’
AFF. This may or may not result in a 40’ overall building height. The 40’ height was a preliminary estimate.
193. Per Attachment 33, the building exterior is to be constructed of integrally colored, split-face CMU blocks:
1. If the walls are to be split-face CMU and stucco exterior, is the split-face side going to be on the interior surface of the wall?
Answer: The split-face should be on the exterior of the building.
2. What side of the split-face CMU will be visible on the interior of the building, and what side of the CMU will the stucco be applied to?
Answer: The smooth side of the CMU will be visible on the interior. There will be no stucco requirement for the project.
194. There will be a 4' wide containment trench around the interior of the building as indicated on page 11 of Attachment 33.
1. Is a grate or other covering to be provided over this trench?
Answer: Yes.
2. What type of loads should this grate/covering be able to support?
Answer: For the purposes of the proposal, please assume a live floor load of 250 psf distributed, 3000 lb. concentrated.
3. What type of material should this grate be made of? Does the liquid being contained in the trench have any corrosive or negative impact to any specific materials?
Answer: The liquid that may be in the trench is non-corrosive, and is not expected to have a negative impact on the grating. The Grating may be comprised of any material that will perform in accordance with the requirements.

ROUND 8
195. Circuit receptacle ratings are not an accurate indicator of connected loads. Attachment
33, page 31 indicates that HDR based the lab power load total on “client equipment list.
Can you please provide an updated lab equipment list?
Answer: That list will vary during use of the building. There is not a definitive list available at this time. The requirements for the project were developed with the User, and made use of the best information available at the time.
196. From an electrical supply concept perspective, it would be quite useful to have an existing single line diagram from the 12.47 kV underground feeder to the main 480 V distribution switchgear within the existing building 909A. Is this available for use? If so, please send out.
Answer: The single line diagram is not available.
197. Our notes from the site visit indicated that “evaluation of existing power” is required.
little definition would help—walk-through of the existing facility to verify as-build conditions only, demand load monitoring to assess the adequacy of the current distribution equipment, etc.? Walk-through of surrounding buildings to determine as-built conditions was not permitted. What options are available to evaluate the existing power conditions?
Answer: A new service entrance and transformer are required for this project. No power will be taken from the existing building. No new requirements are being added to any distribution equipment located in the existing building.
198. An air handling unit presently located on the east side of building 909A will need to be relocated to make way for the Laboratory Addition.
1. Is there a location already determined for this unit to be relocated too?
Answer: No. That will be developed during design.
2. The unit currently feeds into the side wall of building 909A. Is the new location required to be into a side wall, or is entrance through the roof an option?
Answer: No option is ruled out at this time.
3. Because we were not permitted into building 909A, how are we to determine where the air supply is needed and can be connected in building 909A?
Answer: Record drawings and access to building 909A will be available during design.
4. If additional ducting is required to attach the unit from its new proposed location to an acceptable building entrance, what evaluation is available to determine if the unit

ROUND 8
is able to support the new load? What if the existing unit is determined to not meet the additional load required by the addition of duct?
Answer: The contractor is required to meet all requirements of the project. Design decisions, including unit locations, will be made in light of the project requirements and
Contract scope of work.
199. Attachment 33 requests electrical connection points for equipment along the east wall of the proposed addition. Aside from where shown and to meet code requirements, are any additional power/data connections requested in other areas? (ie open floor area inside secondary containment trench, south wall, north wall).
Answer: See Attachment 37 for complete requirement. Code requirements must be met as well. No other connection points are required.
200. Is the existing electrical transformer loop fed with taps we can tie the new transformer into or is it radial fed? If so, we may have to go much farther away to obtain adequate current capacity for the new transformer. We may also need to add a new vault to contain the taps.
Answer: There are 2 connection points for the new 2mva transformer by B909. The first is Z10244. It is currently feeding 2 transfomers on the SW corner of 909. There are no spare 200A connection points unless the new transformer feeds the existing load of one of the existing transformers, otherwise the Z-box would need tobe replaced by a new one with 3-200A connection points.
The second is Z11244. It is currently feeding 1 load consisting of a single Z-box supplying 3 transformers, one of the is the newest 1500kva transformer. It has no spare
200A connection points so it would also need to be replaced with a new Z-box consisting of 2-200A connection points. Both of these proposed connection points are fed from Sub 24A, Fdr 4, which currently has a load of 55 amps and a capacity of 600 amps.
201. Are heat loads for the planned equipment inside the building available?
ANSWER: Answer: Please use 6 watts/SF for Lab Equipment, 2 watts/SF for lighting, and 250 BTU/hr/person sensible and latent. High-powered User furnished equipment will be energized for very short durations of 5 minutes or less, 3-10 times/day.
202. Where can the HVAC units be placed on the ground around the building? Can they be split into two separate areas?
Answer: Locations and configuration for HVAC units will be determined during design.

ROUND 8
203. Does the contractor supply the actual anechoic chamber or simply construct the pit? If we are to provide a chamber, please provide parameters.
Answer: The anechoic chamber will be procured and installed under separate contract.
204. Is there a loading requirement for the main floor or in the pit area?
Answer: For the purposes of the proposal, please assume a live floor load of 250 psf distributed, 3000 lb. concentrated.
205. What height is the crane system expected to be mounted at? Are the rails required to be wall-mounted or column-supported or is at Contractor's discretion?
Answer: The crane height will be driven by a minimum hook height of 35’ AFF.
Mounting/support details will be determined during design.
206. Are the HVAC and heat systems intended to cool and heat the entire volume or only the area near the floor (1st story area)? This will greatly affect the type of distribution system required. Can the ducting be mounted to the walls at approximately 13' off the floor around the perimeter?
Answer: The design must meet the criteria listed in the DA.
207. Will radiant strip-type gas heaters be acceptable?
Answer: No.
208. Are we to provide a grating system over the trench? Is the trench system a continuous loop around the perimeter or is it broken up as shown on the drawing? Is there any plumbing required for the trench system?
Answer: A grating system over the trench must be included in this project. The trench may or may not be continuous as shown on the preliminary drawing. That will be determined during design. There is no plumbing associated with the trench.
209. Is it preferred that the new addition have a flat sloped roof or pitched? Is the expected
40' height to the top of shortest wall or to the top of the roof? In other words, how much headroom above the floor is required inside the building?
Answer: There is no preference for a sloped or flat roof, per se. The 40’ height may or may not be the final height, depending on the structural design and the more importance requirement for a 35” minimum hook height for the crane.

210. Is there a preference for discharge location of storm water from the roof?
Answer: Storm water discharge must comply with EISA requirements and applicable codes.
211. To obtain a reasonable preliminary estimate of HVAC equipment sizes, please provide more information about the anticipated heat gain loads. In Attachment 33, page 23 the space heat load criteria for laboratory/instrument areas is “as required for instrument loads”, however no instrument load or load profiles have been provided. In the same
Attachment on page 18 the estimated electrical peak demand of HVAC is listed but there is no indication of the assumptions that were used to generate that peak electrical load.
212. Will one fire sprinkler system be sufficient for the new addition, or will a separate system (ie pre-action system) be required above the anechoic chamber? In addition, fire sprinkler system design is typically not provided in a 30% design due to a lack of flow testing and other associated engineering. Will a fire sprinkler design be required in the
30% proposal concept design?
Answer: One system will be sufficient for the addition. All fire suppression required for the anechoic chamber will be designed and installed under separate contract. A fire sprinkler design will not be required for the proposal concept design.
213. Is the lightning protection for the new building to be included in the Base Bid?
Answer: The requirement for lightning protection has been removed from the project.
214. Emergency power is listed as a requirement in the Statement of Work and listed as not required on sheet 19 of the Design Criteria. Can you clarify the emergency power requirement?
Answer: There is not a requirement for emergency power.
215. Matching the color requirements specified in the design criteria as well as in the previously answered questions; is an exterior insulation and finishing system (EIFS) acceptable for exterior finish of the building?
Answer: There is no exterior finish system required, aside from the integrally-colored
CMU.
