Appendix C DD Form 254 Upon review of the pre-solicitation conference briefing, I noticed a slide that says that the DD254 needs to be included as an attachment with the Contracts Documentation Volume.
I didn’t see that requirement in Appendix E, so I was wondering if the DD254 should be included with the proposal submission.
The DD254 is not explicitly required to be submitted with the proposal, however, may be optionally submitted.
Appendix E paragraph 1.4 will be addressed with the information required and submitted in accordance with Appendix E paragraph 6.3.4. It’s also worth noting that the Contract Documentation (Volume III) does not have page limitations.

SOW SOW 4.4.17
Does the Government require delivery of source code for the on-board and off-board lifing algorithms under CDRL A102, in regards to DFARS clause 227.7202-1(c)(1)?
SOW 4.4.17 and CDRL A102 set forth the Government’s requirements for Control Logic, Lifing and Trending. To satisfy the Government’s requirements, the entire source code for the items in question must be delivered to develop and maintain a robust integrity assurance program, aid in analyses required to ensure safe and effective operation of the engines and aircraft as mission requirements change or expand, and trace and understand and analyze failure modes. Per LCMC/WWK - H003 IDENTIFICATION AND ASSERTION OF RESTRICTIONS ON TECHNICAL DATA AND COMPUTER SOFTWARE, an offeror may assert data rights against source code that is delivered appropriate for the origins of the code.
