Appendix I Rights in Data (Including Technical Data, Computer Software, and Computer Software Documentation) The Offeror shall complete this attachment in accordance with the following instructions, in place of the format identified in DFARS 252.227-7017:
a. Complete Tables 1-6 by including the rights proposed by the offeror per DFARS 252.227-7013, 252.227-7014, or 252.227-7015. Each Offeror shall identify all technical data and computer software that it proposes to be delivered or otherwise provided by the Offeror (including its subcontractors or suppliers or potential subcontractors or suppliers, at any tier) with less than the rights identified in Appendix B – CDRL & Data Rights List.

**Generally, the development of an item, component, or process at private expense, either exclusively or partially, is the only basis for asserting restrictions. For technical data, other than computer software documentation, development refers to development of the item, component, or process to which the data pertain. The Government's rights in computer software documentation generally may not be restricted. For computer software, development refers to the software. Indicate whether development was exclusively or partially at private expense. If development was not at private expense, or for computer software documentation, enter the specific reason for asserting that the Government's rights should be restricted.

For example, the Offeror may provide a standard form agreement and highlight the provisions believed to meet the Government’s license right requirements.
